Why: It was Daniel Mudd who was CEO of Fannie Mae when it collapsed last fall. For months, Mudd repeatedly failed to instill confidence in shareholders while the company's stock when downhill, and the mortgage giant was taken over by government regulators in September. Luckily (for the taxpayer, not Mudd), he didn't walk away with any golden parachutes.
