City Funds is a place-based impact fund that uses its funds and aligned grants to strengthen organisations solving some of the biggest problems facing Bristol.  Aligned with the One City Plan, City Funds adopts a One City approach bringing together the public and private sectors, mixing investment, grant-funding and pro bono support to make Bristol a fair, healthy and sustainable city. The fund, which was established five years ago as a collaboration of Quartet Community Foundation, Bristol & Bath Regional Capital and Bristol City Council, has been evaluated by The Good Economy.    This evaluation looked at the successes of the fund and what can be learned from the process of setting it up. It found that City Funds has a unique governance structure that bridges the local authority and private investment to tackle inequality and city-wide issues. The final report includes an evaluation of the impact in terms of tackling inequality and what lessons can be brought forward to new funds, with a focus on the scalability of the fund, particularly in the context of the new Western Net Zero Accelerator Fund that Bristol & Bath Regional Capital is working on establishing and how the model can be transformed for a regional scale. 🏡 Warm Homes Social Housing Fund Wave 3: Key Facts ✔ 𝗢𝗯𝗷𝗲𝗰𝘁𝗶𝘃𝗲: To make social housing more energy efficient and reduce carbon emissions in line with the UK’s net-zero goals. 𝗙𝘂𝗻𝗱𝗶𝗻𝗴 𝗮𝘃𝗮𝗶𝗹𝗮𝗯𝗹𝗲: £1.25 billion is available to upgrade social housing stock with low EPC ratings. 𝗠𝗲𝗮𝘀𝘂𝗿𝗲𝘀: The program includes installations such as external wall insulation, loft insulation, energy-efficient doors, windows, and heat pumps, ensuring each property reaches at least EPC Band C by 2025. 𝗙𝗼𝗰𝘂𝘀: Fabric-first approach for long-term energy efficiency improvements. 𝗜𝗺𝗽𝗮𝗰𝘁: Estimated 140,000 homes will benefit from lower energy bills and improved EPC ratings. The Private Rented Sector (PRS) is a crucial element of England's housing landscape, supporting around 19% of households (UK Government, 2023a). For many landlords, Buy-to-Let (BTL) mortgages are the key to funding these investments, with over half (57%) of landlords relying on them (MHCLG, 2022). This highlights the pivotal role BTL investors play in sustaining the sector. Yet, recent developments have introduced significant challenges. Inflation, driven by the cost-of-living crisis, has led to a sharp rise in landlord business costs. Coupled with changes in legislation and taxation, the risk-return profile of PRS investments has been fundamentally altered. Notably, base rate increases intended to control inflation have caused a surge in BTL mortgage interest rates. Additionally, the phased removal of mortgage interest rate relief under Section 24 of the Finance (No2) Act 2015 has resulted in higher tax liabilities for many landlords.
