Executive Summary A year after the introduction of Action Plan 2.0, the International Working Group on Russian Sanctions presents its Action Plan 3.0, aimed at significantly intensifying the economic pressure on Russia to hasten the end of its aggression in Ukraine. The plan proposes a comprehensive set of sanctions designed to undermine Russia's economic and military capabilities. Key measures proposed include: 1. Asset Confiscation. Sovereign assets of the Russian Central Bank which are now frozen in the West shall be seized to provide Ukraine with the necessary military and economic support and fund its post-war reconstruction. 2. Enhanced Enforcement and Further Reduction of Oil Price Cap. Compliance with the $60 per barrel price cap on Russian oil should be strengthened by preventing “attestations fraud” and countering the shadow tanker fleet that Russia has assembled to bypass sanctions. Once the price cap is credibly enforced, it should be ratcheted down by $10/bbl to $50/bbl.      3. Comprehensive Sanctions on Key Exports. Sanctions must be expanded to cover LNG, pipeline gas, fertilizers, and metals. The full embargo on uranium, aluminium, and steel products should be introduced. The remaining imports from Russia are to be subject to across-the-board tariffs. 4. Restrictions on Access to Critical Technologies. The Coordinating Committee for Multilateral Export Controls (CoCom) should be re-established to ensure compliance with bans on the export to Russia of critical technologies, equipment, and components used in the defense sector and oil and gas industry. It is also important to bolster corporate responsibility and target intermediaries in third countries “friendly” to Russia. 5. Financial Sector Sanctions. Further restrictions should be imposed on international financial transactions, limiting liquidity and credit availability for the Russian financial sector and blocking any transactions with all Russian banks and key financial institutions. Last week, I took part in a panel discussion on the transformation of government-business relations at the Kyiv International Economic Forum. And after this discussion, my opinion has not changed: there will be no progress in these relations until the national law-enforcement system is completely restarted. I understand that when a country is at war, it needs taxes to better resist the enemy, and it also needs a larger security apparatus to effectively implement the decisions of the country's political leadership. I must admit that the law enforcement sector, together with the tax authorities, worked effectively in the first year of the war, when it was necessary to quickly find Russian assets and take property from the alleged Medvedchuks in favor of the state. But seizing is only half the battle. These assets were not sold to the market or privatized. That is, instead of new effective owners or managers, these assets were simply transferred to the management of officials or unscrupulous cops. The security officers that had previously searched for and nationalized the assets of traitors and Russians felt the taste of profit, improved their financial condition, and then gradually switched to milking private Ukrainian business. This is the nightmarish reality of the last two years. It is quite clear that in a state of war the role of the state in the economy is growing, but there is a limit to everything. I agree that it is necessary to fill the budget, but another question is why is this happening only at the expense of white business? Where are all the goods smuggled without customs clearance, where are all the illegal tobacco and dozens of other gray industries? They report that customs collects payments above the plan, but who sets those plans? Are we really seeing a decrease in gray tax schemes or smuggling? All businessmen want to live, create, and pay understandable taxes, and they do not want confrontation with the security forces. But when it comes to raising taxes once again, with a nanny in uniform already standing at the doorstep of their office or home, and businessmen seeing that shadow schemes continue to flourish, they have a lot of questions. Increases in tariffs, including taxes, should be accompanied by service improvements. Business wants to see that everyone is equal before the law and fiscal authorities. And it is ready to pay for this. But it is not ready to pay the state thrice - once for itself, once for those in the shadows, and once again separately to Comrade Major. And the main thing the business wants is no invest-nanny to help it under any circumstances.

According to a recent Dealroom.co's report, the AI Core startups received 45% of all VC investment in the CEE region. This is an opportunity we cannot miss!💥 My key theses: 📌At Movens Capital, we are investing in AI-enabled companies starting in 2019 based on our previous startup experience. They distinguish the #CEE region. By 2023, more than 1,000 AI/ML startups had emerged here, raising more than USD 4 billion in funding. 📌We see a great opportunity for Polish AI startups to succeed due to their unique technological talent. ⚡ Financial instruments for business from state and commercial financial institutions of Poland and Ukraine were presented in Warsaw during the XIX International Forum "Ukrainian-Polish Business Days". Oleksandr Melnychenko, Acting Executive Director of UkraineInvest, told the participants about 🔹 prospects for significant investment in Ukraine during the full-scale invasion of russia 🔹 incentives available in Ukraine to attract international investors 🔹 step-by-step guide for investors with significant investments "Ukraine has developed and implemented special legislation to attract foreign direct investment. For example, the Law of Ukraine "On State Support of Investment Projects with Significant Investments in Ukraine" provides for state support of up to 30% of the volume of significant investments for relevant investment projects. A significant investment is defined as an investment of more than EUR 12 million. This law provides, among other things, for compensation for the costs of connecting engineering and transport networks, the right of first refusal to use a land plot, the provision of engineering and transport infrastructure construction at the expense of the state budget, etc.," says Oleksandr Melnychenko. The Forum was also attended by representatives of government agencies, business, local authorities, financial institutions, diplomats and experts from Poland and Ukraine. The event has traditionally become an epicentre for discussing challenges, opportunities and prospects for cooperation between Ukraine and Poland. The main objective is to facilitate a fruitful dialogue between business and government in Poland and Ukraine, to develop partnerships between the business communities of both countries, and to create transparent and favourable conditions for trade and investment cooperation and the future reconstruction of Ukraine. Poland is a major foreign investor in Ukraine. In 2021, Poland was among the top 10 countries in the world in terms of foreign direct investment in Ukraine - USD 227.9 million. Last year the amount of invested funds was USD 97.2 million. At present, there are about 660 Polish companies operating and continuing their activities in Ukraine. A significant number of Polish companies have expressed their desire to participate in the reconstruction and recovery of Ukraine after the ongoing war. To date, the PAIH Kyiv office has received about three thousand applications from Polish companies willing to participate in the rebuilding of the post-war Ukrainian economy, of which 60% are from small and medium-sized businesses. Very True. Because in the contemporary business environment, it's not easy for businesses to be authentic and trustworthy. Social media, digital marketing, high expectations from shareholders, consumer preferences variations, evolving standards and regulations and economic uncertainty, will push the business to build an image, even if it's a flawless reputation. The quantity and not the quality of information given to consumers, they make it hard for businesses to stand out and be seen as genuine amidst the noise. The Complex Supply Chains, the Competitive Pressure and the Intense competition can sometimes lead businesses to cut corners or engage in misleading marketing practices to stand out, which can damage long-term trustworthiness. Navigating these challenges requires businesses to be consistently transparent, ethical, and responsive to consumer concerns, which demands significant effort and resources from management and shareholders.

This Saturday, I was glad to join an important discussion at the Open House Forum organized by UCU Business School (LvBS) on "How to launch Ukrainian breakthrough products?" With Scott Sehlhorst, Olena Zanichkovska, and Mykola Maksymenko, we discussed the best trends in Product Development and Marketing. Some of my key points during the conversation: - The product-oriented mindset differs from the service-oriented mindset. However, we have the potential to change that. Venture investments and private equity seek new markets, and Ukraine remains highly attractive. Once the war is over, we anticipate a surge in investment because of our market's significant potential. To adopt a product-oriented mindset, we must make many right decisions. Yet, before we can make the right decisions, we will have many failures. And that's also part of the product mindset. Try to fail to see what didn't work so that you gain that experience.  Over the past two years, I've seen that investors are less concerned about the geographical origin of entrepreneurs, as this market doesn’t have a national identity. Their primary focus is on investing in strong founders. Despite everything, Ukrainian startups still make great products and sell them all over the world. Being a Ukrainian is a competitive advantage that can and should be used properly during pitches.

Lietuvos bankas | Bank of Lithuania has appointed a temporary representative to oversee the operations at kevin. The Bank of Lithuania has appointed a temporary representative to oversee the operations of #Kevin EU, UAB due to concerns about the company's financial stability and consumer interests. Kevin EU, UAB, has delayed the submission of its audited annual financial statements for nearly four months, repeatedly extending the deadlines and failing to provide necessary information to auditors. Additionally, the company has not met the capital adequacy requirements and lacks proper internal controls. To address these issues, the Bank of Lithuania has assigned the private limited company Valnetas to supervise Kevin EU, UAB's activities. The company is required to submit the audited 2023 annual reports, shareholders' meeting decisions on profit (loss) distribution, the auditor’s opinion, and the audit report to the Bank of Lithuania by August 30, 2024. The appointment of a temporary representative means that all decisions related to the company's activities must be approved by the representative, who will regularly report to the Bank of Lithuania. However, this does not affect the company's management nor its existing customers' ability to use its services. Additionally, the Bank of Lithuania has instructed Kevin to cease providing payment services to new clients until the company meets the capital adequacy requirements. Kevin, which has faced challenges in maintaining financial transparency and stability, now has a clear deadline to rectify these issues. This move by the Bank of Lithuania aims to ensure the company's compliance with regulatory standards and protect consumer interests. The “ Pivdenny West Bridge” Program Now in the Reliable Hands of Reģionālā investīciju banka Since the second half of 2022, the “Pivdenny West Bridge” project has been bringing together the teams of Pivdenny Bank and Reģionālā investīciju banka (RIB) to support the expansion of Ukrainian businesses within the EU. Through the “ Pivdenny West Bridge” program, Ukrainian businesses gain access to essential services in European bank RIB, including account setup, swift and efficient operational support, execution of complex transactions for acquiring business assets, and, most importantly, access to financing—services that can be challenging for Ukrainian entrepreneurs to obtain from EU banks. In two years, two banks joint efforts have attracted a range of premier business groups to the program, including Farmak, Biosphere Corporation, YURiA-PHARM LLC, Kormotech Global, UPG, RETAL, umgi, DTEK, Nova Post Europe, Meest International, Enamine Ltd., and others — nearly 50 business groups in total. Through “Pivdenny West Bridge,” we’ve successfully delivered several unique loan agreements, such as: • Farmak Project: Financing for the launch of a new pharmaceutical plant in Spain, totaling €12 million. • Biosphere Corporation Project: Financing the acquisition of a household goods production business in Romania and the Alufix brand, totaling €2.6 million. • Leasing Agreement for new tank wagons in Poland: Strengthening fuel logistics through Poland to Ukraine, totaling €7 million. In total, Ukrainian businesses have secured financial support with a common limit exceeding €40 million. Over the past two years, Pivdenny Bank’s Investment Business Department has served as the driving force and moderator of the “Pivdenny West Bridge” program. The project has proven its value and effectiveness, meeting its target objectives. Now, it is time to hand over program’s ongoing support and further development to the Reģionālā investīciju banka team, whose expertise and experience will ensure the program’s continued success and growth. The collaboration between our banks’ joint teams will continue. Meanwhile, the Investment Business Department has new, ambitious strategic goals ahead, focusing primarily on building partnerships with International Financial Institutions (European Investment Bank (EIB), European Investment Fund (EIF), EBRD, IFC - International Finance Corporation, U.S. International Development Finance Corporation, USAID) The role of IFIs in supporting Ukraine and its institutions is substantial and will only grow. Part 2 of wealth creation in Poland: In the first part we have learned a bit about our history and also preferences in terms of assets we like to invest in as a nation.🧠 In this part I will focus more on the measurable data such as GDP growth, Investments in the country and number of Businesses and their potential for growth.📈 We will also focus on the projection of having more HNWI’s in Poland in the next few years.🤔 From 1989 we have became essentially a free country with an opened economy. This created a lot of new opportunities to explore new markets and since comparing to western european countries we were also much cheaper than competitors. With a combination of a high quality education and EU membership since 2004 you can see as on the graph that we had pretty much a very stable growth. This scenario allowed for more small and medium sized businesses to be created. There were huge market opportunities that before were only availible in foreign western countries. To give you an example, my parents used to tell me that in shops there used to be sugar and vinigar😬 opened market and also at a later stage EU single market allowed Poland to become a competitor with high quality goods and services internationally and domestically we could also start to import goods from abroad. Many people tried a lot of things for the first time and we also took a lot of examples from cinematography which became widely availible. As an interesting point during the financial crisis in 2008 Poland was named as the green island as we did not encounter recession like other EU members. Connected with a high amount if EU financed investments as represented on the graph we grew between 2%-4% almost every year until the pandemic. This event unfortunately did not avoid us either where we could see a negative growth up to 9%. The reason for that is we are still very much dependant on other economies like Germany. Adding poor government decisions I think personally we will feel the consequences for atleast another 5 years. We are 4 years after the pandemic and for the past few years we still see a negative growth in the number of newly opened businesses vs closed businesses… What is interesting in this subject is that more companies were closed between 2022-2023 than in the pandemic. The reson for that mainly is that our economy is full of small businesses or micro businesses. During those years the PIS government implemented a Tax reform which was very much a nail do the coffin of many small businesses. In 2020 we closed 141k businesses In 2021 we closed 175k businesses In 2022 we closed 192k businesses In 2023 we closed 196k businesses What is positive is that the trend is slowing down which can project a recovery but I wouldnt be so optimistic at the moment. We have now a new government which atleast during the campain showed signals of changing the Tax reform to promote Entrepreneurship.

We are sharing with you the key takeaways from the EBS experts👇🏻 🔗 Internal compliance and financial monitoring are closely related concepts. However, there is one distinction between them. Compliance encompasses many more aspects, and financial monitoring is just one of them. 🔗 The implementation of a system of measures and their ongoing execution should be entrusted to a person with the appropriate qualifications whose skills meet legal requirements. 🔗 The internal compliance of a company is not just about checking counterparties; it is a comprehensive set of actions aimed at preventing and overcoming risks associated with legal non-compliance. It also includes risk management, audits, handling 'delicate situations,' crisis management, assisting in adapting the business to new regulations, and developing rules. 🔗 Financial monitoring is a procedure established by the state, intended to regulate the market and prevent the legalization of funds obtained unlawfully. Only certain entities defined by law are obligated to carry out this procedure. 🔗 Cooperation with a counterparty, including the first transaction, should only begin after the completion of financial monitoring. 🔗 The verification of an entity planned for collaboration should adopt a comprehensive approach.
