Il est indépendant, représente différents champs d’expertise et aires géographiques, et rassemble différentes catégories de parties prenantes (gouvernements, société civile, monde de la recherche, secteur privé, médias, etc.) Il définit et facilite la création de groupes de travail internationaux et pluridisciplinaires composés d’experts et de chercheurs. Son objectif final est d’émettre des recommandations et d’assurer le suivi de leur mise en oeuvre par les différentes parties prenantes.

🇧🇷 Brazil’s Senate approved the draft law to regulate artificial intelligence, an important milestone to set democratic rules on AI. Some thoughts on the law from our Policy Manager, Katharina Zügel: - The draft law takes a risk based approach, as the EU AI Act, but also a rights-based approach providing citizens with the right to privacy, right to know about interacting with an AI system and a right to human review, among others. - It sets a precedent on copyright providing for a right for remuneration for copyrighted material used by commercial AI systems - we will watch closely what this could mean for media sustainability. - Generative AI systems need to be evaluated against their risk for information integrity, a first at the global level. However, while social media algorithms were initially considered high-risk AI systems and information integrity was recognized as a risk, the adopted version excludes these elements. We regret that the opposition in the Senate has weakened the text in this regard. The Chamber of Deputies will now finalise the text. 📣 The Forum, alongside 50 NGOs and researchers, urges the European Commission to prioritize the public interest in shaping data access provisions as part of the ongoing consultation on the Delegated Regulation provided for in the Digital Services Act (DSA). This unique regulation provides for vetted researcher access to data from very large online platforms and search engines. It should: - recognise that it sets a global precedent for data access - enable researchers worldwide to access data and study systemic risks within the Union - ensure that the researchers’ interests are appropriately taken into account in the data access request procedures - provide for access to conduct controlled experiments, including A/B testing, to properly study systemic risks. The Forum, Global Forum for Media Development (GFMD) and more than 20 of its members and partners are calling upon the member States of the OECD - OCDE to strengthen the forthcoming Recommendation on Information Integrity. While this initiative to adopt an international instrument to safeguard information integrity and hold online platforms to account is welcomed, it could be strengthened to set the highest democratic standards. To do so, we call upon OECD States to ensure that the Recommendation: - underlines that any framework for information integrity must be compliant with international human rights laws and obligations - that access to platforms data is available to public interest actors, free of charge and according to fair and transparent criteria - enshrines a principle of neutrality for platforms - enshrines human rights respecting business models and advertising models - encourages plurality of information sources by unbundling of content hosting and content curation, algorithmic pluralism, fair compensation and due prominence of public interest media - ensures multistakeholder governance and meaningful participation of civil society actors, journalists, and other concerned communities in the governance of information integrity Read our detailed comments on the draft Recommendation.
