The latest annual report from the German Council of Economic Experts, titled “Tackling Failures, Modernizing with Determination”, explicitly recommends the separation between the infrastructure manager, and railway operators.   The report highlights several key points, including: ➡️ Improving transparency in the use of public subsidies for rail infrastructure ➡️ Reducing inefficient prioritization, often driven by the internal interests of integrated groups, as seen in cases such as Deutsche Bahn (DB) ➡️ Reinforcing competition, which stimulates innovation, reduces costs, and improves the quality of rail services for end-users   The report of the German Council of Economic Experts demonstrates that the benefits of such a separation, far outweigh the transition costs. Structural separation would lead to an overall improvement, in quality, efficiency, and attractiveness of the rail sector, encouraging investments and welcoming new entrants into the market.   ALLRAIL fully supports this recommendation, which represents a significant step towards a fair and open rail market in Europe. 🚄🔧 The Future of Rail Transport: Enhancing Service Facilities for Efficiency Today, we’d like to share an interesting insight we gained at the Deutsches Zentrum für Schienenverkehrsforschung (DZSF) event “Efficiency and Capacity in the Future of Rail Transport” in Dresden in May. Simon Speer from DB InfraGO reported on what robust service facilities for a strong railway system should look like and the current challenges preventing the company from providing these services as desired. Here’s what you need to know: DB InfraGO operates service facilities for train formation, transshipment, and stabling at around 1,600 operating centers across Germany. Every (!) train journey begins and ends at a service facility. Train path applications rose by 11 percent between 2020 and 2023. The demand simply exceeds the available capacity. The result: the number of track conflicts has increased exponentially by 48 percent. What applies to increasing capacity on the railways also applies to service facilities: to achieve the target, existing capacity must be improved, and new capacity must be created. Primarily, this requires capital. The necessary expansion and new construction of 145 service facilities by 2030 will require funding totaling around 3.3 billion euros. Such investment is crucial. A survey conducted by the Federal Network Agency revealed that more than half of the rail freight transport users surveyed stated that a lack of service capacity prevents them from using rail freight transport more frequently. These are aspects that many outsiders are not aware of. We are happy to share them with you, because through knowledge we can achieve improvement. 📢 UIC R&I Talks webinar series “Transport Research Arena 2024 - rail at Europe’s largest transport and mobility event” 29 May, 10:00-12:00 CET.   UIC is pleased to invite you to a webinar on 29 May 2024, 10:00-12:00 CET, to provide feedback on the Transport Research Arena held in Dublin in April 2024. The webinar will be opened by Artur Fojud - UIC Head of Research & Innovation and then Johan Jonsson from Trafikverket will give a brief overview on how the rail sector was represented at Europe’s Largest event on transport and mobility this year. Mr Johan Jonsson will explain in detail TRA’s visions for rail, which were discussed together with other modes, divided into Road, Rail, Water and Cross Modal solutions for transport and mobility. The UIC was represented at Transport Research Arena (TRA) by several #UICrail delegates who had the possibility of presenting the work of several sectors and departments, promoting the global challenges faced by the rail transport, and the solutions and projects that the UIC has developed to overcome them. In line with TRA 2024 key theme “Transport Transitions: Advancing Sustainable and Inclusive Mobility”, the UIC Sustainability advisors Pinar YILMAZER and Lorenzo Franzoni shared the latest activities and strategies of the UIC Noise and Vibration Sector and Sustainable Land Use Sector respectively. Virginie Papillault, manager of the Human and Organisational Factors and Safety Culture at UIC had the opportunity to present a poster on MIND4CHANGE, a UIC opt-in project launched in 2023 until the end of 2025, co-constructed by Groupe SNCF (France), Infrabel (Belgium), ÖBB (Austria), Slovenske železnice (Slovenia), Renfe (Spain), Rete Ferroviaria Italiana (Italy) Infraestruturas de Portugal (Portugal) and Network Rail (UK). Artur Fojud, UIC Head of Research and Innovation, engaged in discussions on pressing issues in transportation and mobility, particularly focusing on ongoing research addressed by the academic community. He notably participated in a special session organized by the European Railway Research Advisory Council (#ERRAC), contributing to discussions on the new Railway Research Innovation Agenda (RRIA Document) currently in development, with the UIC playing an active role.
