The Refugee Olympian Status? It’s His Idea. Claude’s journey as a refugee began in 1937 when he fled his home country, Germany, under Nazi rule since 1933. From those challenging beginnings, Claude rose to become a brilliant student, a talented engineer, and a master communicator. After joining Young & Rubicam Europe in Geneva, the constant long travels began to wear him out. He yearned for something more—a new purpose, an idea to give back to those who had faced the same fate as him. Inspired by this mission, Claude approached Sadako Ogata, the United Nations High Commissioner for Refugees at the time, with his vision. The rest is history. BACKGROUND In 1933, at the International Labor Conference in Geneva, Harold Butler, Director of the International Labor Office (ILO), delivered a landmark speech against the backdrop of the Great Depression. Taking over from Albert Thomas, he called for economic and social reforms, criticizing the limits of traditional economic liberalism. Butler identified the decline in consumer spending as a major cause of the crisis, and insisted on the importance of maintaining high wages to revive the economy. During his tenure (1932-1938), Butler guided major transformations: the entry of the United States into the ILO (1934), the organization of the first regional conferences outside Europe (1936) and support for global economic regulation. He maps out for us these smugglers, supporters and diplomatic facilitators. In particular, Taïeb Boulahrouf, who helped make Switzerland a relay between the GPRA and France. He also took part in the Lucerne and Neuchâtel meetings in February 1961, then in the Evian Agreement negotiations that put an end to the Algerian War.
