Enrico Letta's report to the European Commission on the future of the Single Market "Much more than a market. Speed, security, solidarity. Empowering the Single Market to deliver a sustainable future and prosperity for all EU citizens" gives a strong political dimension to a fifth freedom, the freedom of research, innovation and education in the Single Market. The report highlights that this freedom is related to the freedom of contributing to address societal challenges, such as climate change and biodiversity losses and their impact on the planet, humans and cultural heritage.

Today is an important day for transition planning ✅ 🌎 On top of the final signature by #EU Ministers on the #duediligence directive (#CSDDD), the #G7 #Finance Ministers & #CentralBank Governors are meeting in the beautiful #Stresa, located in northern Italy near Lake Maggiore. This 2-day meeting under the leadership of the #ItalianPresidency will discuss, in addition to the refinancing of IDA, the global debt reform and the reform of Multilateral Development Banks, the crucial role of transition planning for G7 countries. 📰 Together with Beatrice Moro from the ECCO think tank, we analysed this last aspect in the briefing below, proposing a vision for G7 countries. We showcased the strategic role of transition planning for greater competitiveness and better risk management. To achieve this in a harmonised way, it's important to make plans mandatory across G7 countries. In 2022, our member the Centro per la Cooperazione Internazionale, in collaboration with the Anti-Discrimination Desk of Trento and the Trentino Forum for Peace and Human Rights, launched a local Working Table under the INGRiD project to address #intersectionality and #discrimination in Trentino, #Italy. Local stakeholders continued their efforts by developing a participatory questionnaire and tools to establish an intersectional discrimination monitoring system. Initial data analysis and dissemination are scheduled for December 2024. This approach engaged stakeholders in defining intersectionality and addressing local issues collaboratively and from the bottom up. The questionnaire allows anonymous reporting of discrimination incidents in Trentino. It's available in two versions: one for direct victims (Italian, English, French, Spanish, Arabic, Chinese, Urdu) and another for witnesses (Italian, English, French, Spanish) to identify more cases. Today, the European Commission has endorsed a positive preliminary assessment of 53 milestones and targets linked to Italy's fifth payment request, for €11 billion (net of pre-financing) under the Recovery and Resilience Facility, the centrepiece of #NextGenerationEU. At the time of submission, the request included 52 milestones and targets. The fifth payment request covers important steps in the delivery of 14 reforms and 22 investments that will drive positive change for citizens and businesses in Italy in areas including competition law, public procurement, waste and water management, justice, the spending review framework, as well as secondary and tertiary education. The Italian Recovery and Resilience Plan comprises 66 reforms and 150 investments, reflected in 618 M&Ts. 🤝 Today, G7 Foreign Ministers, along with HR/VP Josep Borrell, issued a joint statement to renew their determination to foster collective action in the pursuit of common solutions. 🚨 One of the challenges the G7 is taking growing interest in is foreign information manipulation and interference (FIMI): “Collectively responding to FIMI remains central to the G7. Developing a Collective Response Framework by the end of the year via the G7 Rapid Response Mechanism (RRM) is a crucial step in that direction, as tasked by the G7 Leaders.” 🇪🇺 The European External Action Service is working hard to first deliver that framework and then start using it to make best use of the collective might of the G7 and its partners in responding to Russia’s FIMI efforts. 🔗

Another important milestone in our "EU4GoodGovernance in Albania" project (implemented by a Particip -Ecorys - Public Administration International (PAI) consortium): On 4th of November 2024, the EU4GG project supported the launch event of the “Intersectoral Strategy Against Corruption 2024-2030” (ISAC). The Minister of State for Public Administration and Anti-Corruption Ms. Adea Pirdeni presented the new strategy, which was drafted in cooperation with the EU4GG project as an initiative actively supported by EU. The EU4GG assistance consisted on provision of recommendations to enhance the structure and the content, analysis of the inputs from the stakeholders, designing the mechanism for implementation, monitoring and reporting, assistance on preparing the passport of indicators and calculating the cost of implementation of the Strategy. Minister Pirdeni informed that the ISAC includes three approaches to address the key challenges of the fight against corruption through prevention, punishment and awareness raising and education. A key innovation is that ISAC, in addition to the public central institutions, it extends its measures to the local government units, private sector and at the same time strengthening the education on the culture of integrity. Tackling corruption, greater transparency and accountability are obligations stemming from the accession negotiations, and Albania is putting efforts to meet such obligations with the EU support. ▶️ The next step is the successful implementation of the strategy through coordinated and inclusive processes and the EU4GG project will provide technical assistance on this.

Back from Podgorica, #Montenegro 🇲🇪, where I was sent as a communication expert by SIGMA Programme, a joint initiative of the OECD-OCDE and the European Union, to help the State audit institution of Montenegro to strengthen its communication capacities and reinforce the impact of its reports. SIGMA Programme reviews governance and institutions and brings expertise to partner countries in order to strengthen the rule of law, essential to stabilisation and integration into the rules-based global economy and/or into EU.   A #SAI ensures that public money is regularly spent, and thus contributes to the rule of law. To fulfill its mission, according to #INTOSAI, a SAI must be independent, and one of the conditions of this independence is "the freedom to decide the content and timing of audit reports and to publish and disseminate them" (Mexico City Declaration, 2007). A SAI's ability to communicate is therefore inseparable from its independence. Moreover, academics like Rens Vliegenthart show how media coverage has an impact on parliamentary action. Other studies confirm that the impact of the media agenda on the political agenda is immediate. Media coverage of a SAI’s reports is therefore decisive. I was welcomed by Zoran Jelić, member of the Senate of the SAI, @Dobrila Glomazic, general secretary of the SAI, Marija Zugic, head of the department for cooperative audits, international relations and relations with stakeholders, and Marija Pešić, senior advisor.   During two days, I trained MIhaela Popovic, Veselin Urošević, Zorica Knežević and Vladan Perović, auditors, heads of their respective sector, to talk to the media, and helped the Communication department to improve the accessibility of the reports on their website, to have greater impact in the press releases and to develop infographics.    I'd like to thank all the persons mentioned above for their trust and commitment, and also Ilana Demal, at the OECD, who helped me prepare for this mission, Jasmina Andjelic and Vesna Lucic, for their quick and efficient translations, and especially Bianca Breteche, senior advisor and principal administrator at the OECD, whose help before and during the mission and deep knowledge of the SAI were invaluable.   The results of this mission have exceeded my expectations, and I look forward to seeing my recommendations implemented.   I was also honoured to meet French ambassador in Montenegro, Anne-Marie Maskay, and her political advisor, Bertrand Baucher, for interesting exchanges on the State audit institution of Montenegro.   Hvala puno !

Policy Brief - Why do EU Countries Resist Sharing Sovereignty? Costs and benefits of sharing national sovereignty are different across EU countries and mainly depend on the relative strengths of each national state and intermediate institutions by Marco Buti, and Marcello Messori The recent debate on European integration has highlighted the need to increase the provision of European Public Goods (EPGs) in the economic, security and defence fields. While there is broad consensus on the diagnosis, the implementation is encountering significant political constraints. Indeed, it has proven highly challenging to overcome resistance to a reform of the European Union’s (EU) multiannual budget that would allow for a greater supply of EPGs. In this paper, we analyse the underlying reasons for such resistance within the EU. On the one hand, we emphasise the heterogeneity of national benefits arising from the different types of EPGs and the costs associated with the transfer of national sovereignty for the financing and production of these public goods. The Union’s varying national appreciation of the benefits stems from the fact that EU countries have divergent preferences relative to – respectively – EPGs aiming at boosting innovation and EPGs pursuing greater solidarity. On the other hand, the specific national costs are linked to the differentiated strength of the state and the intermediate institutions. The actual provision of the two types of EPGs reflects national preferences and the relative bargaining power of each member state. A preliminary analysis of the differing combinations of costs and benefits in a subset of EU countries (France, Germany, Italy, and Sweden) allows for the identification of the bottlenecks in the provision of EPGs. It thus becomes possible to derive initial policy conclusions for overcoming the main obstacles.
