Today, ERFA Board Member, Rail Freight Forward Coordinator and Director at Captrain Italia Silvia De Rocchi took part in a sector panel at the 4th #ERAmultimodalConference organised in Brussels. Silvia De Rocchi highlighted some of measures to allow intermodal transport to strive not just in the long-term but primarely in the next years: 1️⃣ A strong #CapacityRegulation, as proposed by the Commission, to move towards a more international, digital, flexible, customer-oriented way of managing capacity. 2️⃣ A more balance way of approaching the needs of both #InfrastructureWorks & network users with more client-oriented infrastructure managers. 3️⃣ A set of targeted, realistic, growth-oriented #investments on the network with a focus on key infrastructure parameters for rail freight and technologies easing cross-border traffic. ERFA – the voice of rail new entrants ERFA today represents 32 private and independent railway companies from across Europe, who operate across the European network. The association represents the whole value chain of rail transportation: - Freight Railway undertakings - Wagon keepers - Freight forwarders - Leasing companies - National rail associations - Intermodal operators The association was established in Brussels in 2002 by a handful of new rail freight operators. It was established as the voice of new entrants to support the European vision for a liberalised railway market. All ERFA members share a commitment to work towards a non-discriminatory, competitive and innovative Single European Railway market by promoting attractive, fair and transparent market conditions for all rail enterprises.

After about two decades of market opening in the EU rail freight market, challengers to national incumbents have gained a significant #marketshare when putting together new entrants and foreign operations of incumbents (both do behave like #NewEntrants in the countries where they are active). #ERTMS - the European Rail Traffic Management System - has the potential to increase safety, capacity and interoperability along the EU's rail network by replacing existing national class-B systems. However, its slow and complex #deployment creates more problems than opportunities for operators that have to naviguate between "ERTMS islands" and unsecured investments because of ever changing specifications. Yesterday, the European Commission released a study on the #benefits of #competition for both rail passenger and freight services. For rail freight, the study found that competition is delivering... 1️⃣ increased and more diverse transport #services 2️⃣ higher service #quality 3️⃣ accelerated #modernisation of historical incumbents. The main findings of the study largely echo the 2022 #ERFAstudy assessing two decades of market opening, as well as some of the proposals recently presented in the #ERFAmanifesto. The study also identified several concerns related to the poor state of infrastructure, unaffordable technological updates, unfair State Aids, and complexity of cross-border operations. Following the presentation of the proposal for #StateAid Rules for Land and Multimodal Transport by the Commission on 18 June, ERFA unveiled its position on this file. ➡ Whilst public support measures can play a positive role, they must be limited to areas of common interest to avoid competition #distortion and maximise financial resources. ➡ ERFA supports the proposal not to create a special regime for #restructuring of rail freight divisions. ➡ #OperationalAid should be limited. Member States should instead seek to support the sector through indirect support measures. ➡ The proposal to increase the threshold for support for #ERTMS deployment to 80% is welcome, but ERFA would support increasing the threshold up to 100%. During its #GeneralAssembly on 10 September, #ERFA members elected two new members to the ERFA #Board of Directors, Raphael Doutrebente of Europorte and Denny Jünemann of DIE GÜTERBAHNEN. Mr. Doutrebente joins in his capacity as Chairman of Europorte. #Europorte is the first private rail freight operator in France and transported 1.8 billion net tonne-kilometers in 2023. Mr. Jünemann (TX Logistik AG) joins the Board of Directors as the representative for #DieGüterbahnen, the German association representing more than 110 private rail freight companies. The General Assembly also took the opportunity to thank outgoing Board Members for their contribution to European rail freight policy over the past years: FRANCOIS COART Matthias Knüpling & Wolfgang Groß. Dirk Stahl and Maciej Gładyga from were also re-elected to the Board of Directors and will continue in their roles as ERFA President and Vice-President respectively until new ERFA Presidential Elections in 2025. Yesterday, ERFA unveiled its #Manifesto for the new legislative cycle 2024-2029, during a dedicated event, in front of representatives of the European Parliament, the European Commission, ERA, and rail freight industry. The #ERFAManifesto identifies three broad policy objectives which should be focussed on: 1️⃣ Fixing infrastructure 2️⃣ Achieving the Single European Railway Area 3️⃣ Improving rail freight's competitiveness ERFA President and BLS Cargo AG CEO Dirk Stahl gave a keynote talk on the main proposals included in the Manifesto, on both financing and legislative policy. He introduced the concrete demands included in the #ERFAManifesto that cover six main topics: infrastructure, technologies, State aid, ERTMS, track access charges, and train drivers. During the panel discussion, European Union Agency for Railways Executive Director Josef Doppelbauer highlighted how #ERA contributes to helping rail freight to grow. He strongly campaigned in favour of adopting a more European approach to get rid of many obstacles to interoperability and smooth cross-border traffic. MEP Tilly Metz presented how the #CapacityManagement Regulation for which she is the rapporteur has the potential to improve rail capacity management and ease cross-border operations if adopted in a correct way. MEDLOG Transport & Logistics Rail Manager Andrea Castino shared the point of view of network users when it comes to the difficulty faced by railway undertakings to finance #ERTMS on-board units where direct benefits in the short and medium term are extremely limited. TX Logistik AG COO Albert Bastius underlined the need for policymakers to move from ambitious talking to more substantial #actions on the ground as rail freight suffers from an increasing gap in that regard. Ambrogio Intermodal CEO Pieralberto Vecchi pointed out to the views of rail freight #customers. He talked in favour of full compensation to cover any additional costs related to works and deviations on the rail network.
