Yesterday, the European Commission released a study on the #benefits of #competition for both rail passenger and freight services. For rail freight, the study found that competition is delivering... 1️⃣ increased and more diverse transport #services 2️⃣ higher service #quality 3️⃣ accelerated #modernisation of historical incumbents. The main findings of the study largely echo the 2022 #ERFAstudy assessing two decades of market opening, as well as some of the proposals recently presented in the #ERFAmanifesto. The study also identified several concerns related to the poor state of infrastructure, unaffordable technological updates, unfair State Aids, and complexity of cross-border operations. 🚉 EU Transport Ministers throw a lifeline to rail freight! 👀 Rail freight has received strong backing from #EUTransportMinisters as they discussed Europe’s mobility of tomorrow at an informal meeting on 3 and 4 April in Brussels. Presided by the Belgian Presidency of the Council of the European Union 2024, the Ministers presented the #BrusselsDeclaration consisting of 20 points to guide the next EU legislative period with a clear recognition of rail freight’s important role for EU’s economy: ▶Make the #modalshift towards rail transport a central objective of European mobility policy. ▶Make the development of #railfreight a #priority for the EU's internal market. ▶Prepare the necessary #RegulatoryChanges and make every effort to adopt them in order to improve the #competitiveness of rail transport. ▶ Ensure a #LevelPlayingField with other modes of transport. The European Parliament’s decision in March 2024 to favour longer and heavier trucks in its position on the Weights & Dimensions Directive was a bitter pill to swallow for the rail freight sector as it puts at risk the modal shift and Green Deal objectives. ERFA welcomes the Enrico Letta's High-Level Report on the future of the EU #SingleMarket. Rail in general and rail freight in particular rightly take a prominent role in this document with a number of ideas fully in line with ERFA priorities: 1) Completing the TEN-T #Network is key for reinforcing the Single Market. However, decision-makers must acknowledge that the rail part of the TEN-T Network is lagging behind with noticeable deficiencies for multimodal connections, especially rail-port. 2) There is a need to synchronise railway systems across Europe, as the #SERA has not yet fully materialised with fragmentation of infrastructure and formidable technical barriers remaining. ERFA believes that this observation should lead policymakers to adopt an ambitious text on the future #RailCapacity Regulation as to make capacity management on cross-border routes easier. 3) The report recognises that up until now, #ERTMS deployment has been uneven, leading to access issues for approprietely equipped rolling stock and complex national rules impeding interoperability. Centralised EU-level governance, coordination on migration and deployment, and substantial investments from the EU, Member States and private investors are vital to make this deployment a reality across Europe. 4) #RailFreight services are key to achieve net-zero logistics for European industrial sectors. The report notes that to increase rail freight modal share, there is a need for more infrastructure capacity and better industrial site designining to include sufficient rail connections. 5) The report calls for building a #HighSpeedRail network connecting Europe's capitals and major urban centres. This idea could be beneficial for rail freight if the new high-speed lines free up capacity for freight trains on conventional lines, and if the construction of these new lines does not lead to scrap investments in the maintenance of conventional lines. The #EUCouncil adopted a #GeneralApproach on the #CapacityManagementRegulation of the #GreeningFreightPackage on Tuesday, 18 June. This means that the EU Council presented a new version of the Regulation where several changes were introduced. This step, however, is not enough to meet the goals set out by the European Union and boost rail freight, according to various #European associations. The head of #France’s rail network manager, SNCF Réseau, Matthieu Chabanel, recently appeared before a #Senate committee to respond to questions about the state of the nation’s rail freight sector. In his introductory remarks, Jean-François Longeot, the chairman of the committee for regional planning and sustainable development, highlighted that “the deteriorating state of the network is one of the major concerns of rail operators and shippers.” #railfreight #railfreightnews #railcargonews

Regulation. With it, the European rail sector has the guidelines and the structure to work in tandem with Europe’s goals. However, this regulation must become better. Business should not be burdened with excessive red tape. In the rail sector, we call for a greater harmonisation of requirements across a range of issues, so rules are simpler and easier for everyone to follow. With less focus on navigating complex rules, more work can be put into delivering the rail products and networks which can bring Europe closer together.
