After years of debate, the Senate passed the Aged Care Reform Act last night, marking a significant turning point for the industry. The reforms aim to address the financial sustainability of the sector and improve care outcomes for residents. Aged Care Providers, who have faced prolonged uncertainty over funding and struggled to make informed investment and capital expenditure decisions, can now move forward with greater clarity. From a pure finance perspective, the key reforms are: ✅ Increasing the Maximum RAD Cap from $550,000 to $750,000 allowing aged care providers to charge a higher RAD, which helps cover accommodation costs for residents ✅ A retention fee of 2% will be applied to incoming residents' RADs. This is part of efforts to ensure that providers can manage financial stability and operational costs. The 2% retention will be withheld from the RAD payments when residents leave the facility ✅ Boost in the maximum accommodation charge that providers can charge All of the above have profitability, balance sheet and most important cash flow implications which need to be modelled and forecast to ensure the correct financial, investment and capital expenditure decisions are made. This is cool, concerning, and not really surprising. Trust in technology and government varies dramatically across society, and the convergence into digital service delivery brings this sharply to the fore. It's not just age that determines 'willingness' or capability to engage! While the long shadow of the Australia Card seems to be fading with time, the reality of delivering on service promises to people who don't wish to go 'all-in' on digital connectivity will remain. Principles of minimum required data, temporary linking based on service and function, and flexible authentication approaches will all need to combine to actually deliver to more people.
