The Local Autonomy College was established in October 1953 as a national training institution for local public employees with the aim of contributing to the realization of more democratic and efficient operation of local public organizations by means of providing these employees with advanced training that could help enhance their ability and skills and promote their service efficiency as well. More than 59,000 students have so far graduated from the college and now assume active roles as executive leaders in the local public organizations across the country. Among them are a lot of prefectural governors and city, town and village mayors.

Presently, seven curriculums including one with the maximum five-month training term and total 12 courses are conducted in a year with annual total attendance of approximately one thousand students. The training curriculums are designed mainly to put major emphasis on the development and improvement of local public employees' policy making capability and administration management abilities, and also, there are some special training curriculums designed for the improvement of their tax administration and auditing skills.

The college also constantly reviews the contents of the education programs in order to timely reflect the changes of social economic situations and related administrative requirements as well as to cope with emerging political issues.

In addition, it conducts studies and researches on local autonomy and the contents and methods of educating local public servants.

Furthermore, the college functions as the Local Government Center of EROPA (Eastern Regional Organization for Public Administration) and conducts studies and researches on local administration systems in foreign countries and provides training for public employees from overseas.

IICP was newly established in April 2003 as an integrated body of "Information and Communications department of Institute for Posts and Telecommunications Policy" (IPTP: established in 1988) and "Information and Communications training institute (established in 1950). IICP aims at "basic research activities of Information and Communications Policy" and "specialized training activities for the staff who are engaged in　Information and Communications Administration in Ministry of Internal Affairs and Communications (MIC) Japan. The activities are as follows;

1. Basic research activities of Information and Communications Policy

IICP has been conducting basic research activities of Information and Communications such as economic analyses on the Information-and-Communications-related industries, and researches on the market trend of the amount of information traffic and contents while doing its utmost to contribute widely to the policy formation in the information traffic field through distribution of research results, and cooperation/collaboration with people of learning and experience.

2. Training activities for the staff who engage working in Information and Communications Administration

In order to promote accurate and appropriate administration with adaption of development and advancement of Information and Communications field, IICP has been making effort for human resource development with conducting training courses for the purpose of enhancing policy formation ability and giving highly expertise knowledge and skill on advanced Information and Communications Technologies (ICT) to the staff of MIC.

IICP has been conducting 34 training courses of active learning mainly as well as various practical trainings (such as radio wave surveillance).

The Statistical Research and Training Institute is a training organization specialized in the field of statistics with the aim of promoting the development and dissemination of statistical knowledge.

The institute provides trainings such as "Statistics Introductory Course", "Statistics Basics Course", "Comprehensive Course (General Course)", and "Statistics Specialized Course" with the personnel of national and local public organizations so that they can acquire the skills and knowledge on statistical theories and methods required for such activities as the compilation of statistics, the making of statistical analyses and the application of statistical data.

Annually, more than 1,000 students attend any one of these courses including the "Correspondence Class". The cumulative number of the attendees has come up to 28,000 since the foundation of the institute in 1921.

In addition to the provision of the above-mentioned training services, the institute conducts comprehensive researches on statistics so that they might contribute to improvement of statistical theory and technique, application and utilization of statistics, or the statistics trainings.

The Fire and Disaster Management College provides municipal fire executives and firefighters with professional and advanced education and training, provides experienced instructors for fire academies in prefectures and ordinance-designated cities, and holds workshops to facilitate fire fighting and disaster prevention in this new era.
