Description: The project is Indias first Landfill Closure and Gas Capture project promoted by Indias largest and most financial stable municipal corporation The Municipal Corporation of Greater Mumbai (MCGM). Future methane emission generated by decomposition of bio-degradable waste in landfill site at Gorai in Mumbai will be avoided through the installation of an impermeable cover and a landfill gas collection manifold with flaring system. Greenhouse gas (GHG) emissions will be reduced by capturing and utilizing the methane (CH4) from LFG released from the Gorai landfill. The captured methane will be combusted to generate electricity, estimated at generate 3-4 MW of power, that will feed to the national power grid and be used as an alternative source of renewable energy. The part of LFG that will not be used for power generation will be flared. Scientific closure of the site will obviate environmental pollution conditions and will also provide large open recreation area for the local residents. Development impacts: Through the closure of the Gorai landfill, environmental conditions in the city of Mumbai are improved by avoiding future methane emission generated by decomposition of bio-degradable waste in the open dump site. Positive effect of the project on regional economy includes generation of additional employment opportunities and improvement of the livelihood of the local people. Also, health hazards associated with close proximity with the landfill shall be avoided and local hygienic conditions shall improve Methane emissions as well as any leachate that would be generated from the current practice of waste disposal will be avoided. Surface cover of the landfill would prevent the occurrence of problems like foul odor, grazing of stray animals, health hazards and breeding of flies and rodents. The project is first of its kind in India and hence involves a significant transfer of stateof-the-art technology and know-how. The project will support efforts aimed at facilitating the dissemination of design and operational experience gained at the Gorai landfill for use throughout the region or country. The project will act as a clean technology demonstration project, encouraging development of modern and more efficient generation of energy using LFG throughout the country. APCF involvement: The Asia Pacific Carbon Fund is co-financing carbon savings though upfront payment against the purchase of Certified Emission Reductions to be generated up to 2012 and Verified Emission Reductions to be generated from 2013 to 2014. ADB involvement: ADB is providing technical assistance to this project through the Technical Support Facility (TSF).
