1. Purpose
To set out the process, by which Employers will manage waste materials within NEOM so
that all waste materials are:

This procedure covers the minimum requirements for the handling, transport and disposal
of waste, including recording and collection of waste data, and use of waste transport
manifests within NEOM.
This procedure is applicable to the management of all waste generated within NEOM.
However, this procedure does not apply to:

Employers
The Employer has the responsibility to see that their respective areas follow the procedure
outlined below and that each employee at those areas is aware of the procedures and
understands the importance of adherence to them. Employers will appoint a named
member of staff as the Waste Manger
Environment Manager/Practitioner
The Environment Manager/Practitioner will assist the Employers in the implementation of this
procedure and provide the necessary OSHE advice to confirm compliance.
The engineers, supervisors and employees at respective projects will make certain that
waste created in their sections is handled in accordance with this procedure and the site-
specific waste management plan.
4. Procedure
4.1 Waste Generation
Employers will introduce practices that minimize waste generation at source, by reducing
waste and introducing segregation of waste following the principles of the waste
management hierarchy.
A Waste Management Control Plan will outline the management of wastes during the
construction phase and should meet NEOM-Environment Department’s requirements and
the project specific CEMP, including the classification of liquid and non-liquid wastes and a
description of how these wastes will be managed. As described below, the Waste
Management Control Plan should include information on methods for minimizing or
recycling wastes, with specific procedures for solid waste management, liquid waste
management, hazardous waste management, and the handling or removal of
polychlorinated biphenyls (PCBs), asbestos, and ozone-depleting substances (ODS). This
plan also should include information about the selected waste management service
provider and waste generation reduction targets.
Identify and classify the waste at the generation, handling, segregation, recycling,
storage, transportation and disposal stages.
Segregate non-hazardous, hazardous and medical waste for recycling into
appropriate recycling bins (glass, metal, plastics, paper, and cardboard), or special
coded bins or containers for the hazardous waste;
Store all wastes on site correctly to minimize adverse impact to environment and
human health, as per the applicable regulations.
Prohibit the mixing of incompatible wastes
Select only those Registered Service Providers (RSP “waste collector/waste
transporter”) that have valid permits from NEOM before allowing them to
transport waste
Obtain confirmation that all waste has been transferred to an appropriate waste
management facility that is permitted by NEOM to receive the classified waste.
Obtain confirmation that the hazardous waste that will be transported outside of
NEOM has been treated or disposed in a similar or higher standard than is readily
available within NEOM.
Employers remain the ‘owners’ of the waste and will be responsible for the correct handling
/ disposal / reuse / recycling of the waste within its premises until it leaves the generation
point and is handed over to a permitted RSP to be taken to a NEOM designated facility for
further treatment /disposal.
Employers will keep appropriate manifest and/or file of transfer notes, records and
certificates as evidence of appropriate handling to the final destination of the waste for a
period of at minimum 5 years.
If the waste management facility rejects the waste, Employers will identify another
appropriate disposal facility, seeking guidance from NEOM for the transportation /
management of that waste. If another facility cannot be found, then Employers will accept
the rejected waste and find a way to manage it as per the NEOM directives.
Employers will determine the potentially hazardous properties of waste and constituents of
the waste that give rise to those potentially hazardous properties.

Hazardous Waste - Substances that pose a present or future threat to man and/or the
environment which are unwanted and economically unusable and that are ignitable, corrosive,
chemically reactive or toxic. Examples used oil
Radioactive Waste - Any waste containing a radionuclide. (i.e. a nuclide that is radioactive)
Medical Waste - Any waste which is generated in the diagnosis, treatment, or immunization of
human beings, or in related research, biological productions, or testing.

Corrosives - A waste is corrosive if it is aqueous and has a pH less than or equal to 2 (≤2), or
greater than or equal to 12.5 (≥12.5)
Medical / Biohazard - Medical waste classification and disposal requirements are defined by
MOH Regarding Medical Waste Disposal. The following groups of medical waste:
Waste Electrical and Electronic Equipment (E-Waste) - Any electrical or electronic waste such
as fused light bulbs, fluorescent lights, discharged batteries or equipment which contain
hazardous chemicals will be classified as hazardous waste. Disposal will be as per specific waste
management plan for hazardous waste. All other E-Waste, such as computers that have been
replaced, will be recycled, if possible.
Management of concrete wash out into a lined pit with recovery and disposal of liquid, and
disposal/ reuse of residual concrete. The pit should be well maintained, free of damage and
leaks
Any drums or containers that held a hazardous substance will be considered hazardous
regardless of the quantity of substance remaining in the drum or container. Any container
or cylinder awaiting disposal or being discarded that contains a hazardous compressed gas
with a pressure greater than atmospheric pressure, will be classified as hazardous waste.
The contractor should store used oils in secure bulk containers which are double skinned
or have bunds of 110% capacity
Exceptions:
A container that has held any identified hazardous material, or any hazardous waste,
spillage or residue, with the exception of acutely toxic substances, may be considered
“empty” and therefore non-hazardous if:
All contents have been removed using practices commonly employed (e.g.
Pouring, pumping and aspiration); and
No more than 2.5 centimeters of residues remain on the bottom of the container;
or
The residues comprise no more than 3 % by weight of the total capacity of the
container, if the container is less than 110 gallons in size; or
The residues comprise no more than 0.3 % by weight of the total capacity of the
container, if the container is more than or equal to 110 gallons in size.
Note: Drum reinstates will be handled by means of the best practical environmental option.
Containers of unknown substances or residues require approval from the OSHE Practitioner or
their authorized representative before disposal.
Grit blasting may produce hazardous waste depending on the type, concentration and
quantity of toxic or polluting substance in the waste material. Paint wastes containing
heavy metals (i.e. Lead, Zinc, Chromate, Organometallic Compounds, and/or Tri-Butyl Tin
and Mercury) and some types of abrasive blasting media used in grit blasting may
generate hazardous waste. Any grit blasting waste that contains any substance with
exceeding concentration levels will be considered as hazardous wastes and will be handled
accordingly.
4.6 Insulation
All insulations (i.e. pipe lagging, thermal insulation for boilers and heaters, etc.) will be
monitored by the OSHE Department or their authorized representative to confirm that the
proper disposal procedures are being followed. Any insulation that is found to contain
Any spilled material that is, or contains, any substance that is classified as hazardous or that
cannot be identified will be defined as hazardous waste. This is inclusive of any containers
used for spill collection and all materials/substances that come into contact with the spilled
hazardous material (e.g. cloth, personal protective equipment [PPE], absorbent, plastic, soil,
etc.) unless the hazardous waste spillage and/or residue meets appropriate exemption
criteria.
All plastic waste will be collected and stored in large sealable containers. This will help to prevent
windblown debris from polluting NEOM.
All wastes will be collected, segregated where practicable, placed in suitable good
condition bags or containers and cleared away frequently to avoid unnecessary buildups of
waste. Proper handling equipment will be used where necessary. The uniform color-coding
system outlined below will be implemented to minimize waste mixing and aid waste type
identification.
All hazardous waste containing bags/containers will be labeled clearly with a completed
waste identification label attached. Labels will be marked clearly in English and Arabic with
a long-life waterproof marking pen. Records of all waste quantities will be kept by each
generating department at all projects, collated by the project’s appointed person/s, and
entered into waste generation reports. Any waste that is unidentifiable will be treated as
hazardous and isolated.
4.10 Storage
Non-hazardous and hazardous wastes will be stored separately in defined storage areas,
and where practicable, segregated according to waste type. Wherever possible, wastes will
be stored under cover, away from direct sunlight, wind and rain. In the case of non-
hazardous wastes, this requirement can be satisfied by the use of sealed containers, or
containers that are covered with tarpaulin. Hazardous wastes will be stored in bags,
containers, tanks or drums. Storage under cover or in larger sealed containers is important
to protect the integrity of the container. All larger storage containers will continue the
waste color scheme, be adequately labeled and be specifically designed for the purpose.

Hazardous waste will not be placed in containers provided for non-hazardous waste. Such
errors may lead to hazardous waste being handled as non-hazardous, putting the handlers
at risk, or may lead to the waste being improperly disposed. Care will be taken in ensuring
the soundness of individual containers, ensuring adequate labeling of both individual and
bulk containers and compatibility of packed waste. An inventory will be kept of hazardous
waste containers.
As far as practicable, the storage of waste will be kept to a minimum. This keeps the storage
areas more hygienic and reduces risks associated with the storage of larger quantities of
hazardous waste. Storage areas for waste, especially for hazardous waste, will be secure, marked
clearly to indicate the hazards of the stored material and be provided with suitable facilities for
dealing with spillage and fire fighting. Special care will be made for Medical Waste in accordance
with Medical Waste and Health Facilities in KSA.
Where incompatible materials are handled on the same project they will be kept separately.
Attention will be paid to ensuring that “wrong” tanks or containers cannot be filled and that in
the case of spills or other foreseeable accidents the risks of contact are minimized.
The table below illustrates the effects of some common storage incompatibilities.
Drums for the storage of wastes will be chosen for compatibility and suitability, e.g. Metal drums
are not suitable for acid wastes and open top or “clip top” drums are not suitable for liquid
wastes. Sufficient free space will be left in drums to allow for the expansion of the contents
during transport and storage., especially if the drum has to remain in the hot sun for any length
of time. Bungs and lids will be securely fastened. Care will be taken in ensuring suitable packing
or inert absorbent material is used as required to minimize the risk of individual containers being
damaged.
4.11 Transportation
Non-Hazardous Waste, if not disposed of on site or stored for contracted removal, will be sent to
the municipality disposal facility. Consignment notes will be completed and a detailed record
maintained of the type and quantity of waste to be transported. Records of waste transportation
will be kept by the waste controller or appointed person at each project. For contracted removal
of non-hazardous waste, a removal report will be prepared detailing, as a minimum, type of
waste, quantity, name of removal contractor, date of removal, and if known, the ultimate
destination or use of the waste.
Transporting waste, especially hazardous waste, within projects to their own project storage areas
will be minimized to reduce the chances of accidents and exposure, and will be done with due
consideration of the possible individual risks at each particular project. Any waste transportation
device will be secured and checked regularly for its integrity. Care will be taken to confirm that all
waste loads are secure and the transportation vehicles or vessels are not overloaded. Vehicles
and vessels will be suitable for the waste load they are carrying.
Employers will be responsible in providing evidence that waste collectors and transporters (RSP)
have valid permits and licenses from NEOM to transport waste. Hazardous wastes and medical
wastes are prohibited to be handled by the RSP if they do not have the license to do so. The RSP
will be responsible in recording the waste consignment numbers and the Waste Transfer Notes
for a period of at least 5 years. The RSP will provide evidence of the disposal of all waste collected
and transported by submitting a copy of these records.
Employers will provide assurance that the hazardous waste transported to another region will be
treated or disposed in a similar or higher standard that which is readily available in NEOM.
4.12 Disposal
Hazardous waste this waste requires further segregation, treatment, storage and final
disposal in line with good environmental practices before being
given to the NEOM Waste Management Centre or RSP.
Employers will retain evidence that RSP conforms with their responsibility as follows:
The Registered Service Provider (RSP) - waste collector / transporter - has a valid permit /
license from NEOM in order to transport waste in NEOM.
Handling of hazardous wastes and medical wastes is prohibited without licensing from the
relevant authorities within NEOM.
The RSP records the waste consignment number and the Waste Transfer Note for a period of
at least 5 years.
The RSP for hazardous wastes will confirm the following:
- They have a valid permit / license from NEOM;
- wastes received are stored correctly and are handled correctly during transportation;
- the hazardous waste received is the same waste and same quantity as classified
according to Manifest for Transporting Toxic and Hazardous Wastes (information
provided by waste generator);
- relevant sections of the Manifest for Transporting Toxic and Hazardous Wastes are
completed accurately;
- carry a copy of the Manifest for Transporting Toxic and Hazardous Wastes in the
vehicle with the load at all times;
- if the hazardous waste management facility rejects the waste, the RSP will:
1) obtain the Manifest for transporting Toxic and Hazardous Waste for
the waste endorsed by the receiver stating the reasons for the
rejection;
2) forward the Manifest of the rejected waste, including reasons for
rejection to the waste generator;
3) transport the waste to an alternative waste management facility as
identified by the waste generator and/or NEOM; and
Project waste generation reports are compiled and completed by respective project for
monitoring and reporting.
Environmental Practitioners undertaking periodic waste management project inspections. All
projects will be duly inspected to confirm conformance to the requirements for the
generation, storage, transportation and disposal of all waste types.
After each series of project inspections, a waste management report issued by the appointed
person and checked by Environment for management information, detailing project
inspection findings, planned developments and actions.
All documentation and tracking of disposed waste recorded and kept as per NEOM OSHE MS
PRO-027 – Control of Documents and Records procedure.
Reporting – the contractor will be required to keep a weekly updated summary of waste
disposed of, reused or recycled. It should be reported in metric tonnes only and m3 for liquid
wastes.

All waste which has been classified as hazardous will have complete documentation that
describes the category and quantity of the waste before it can be removed for disposal or
treatment. Hazardous waste transfer forms and/or chain of custody forms will accompany the
waste during transportation to the disposal or treatment site, and duly completed at each stage.
E-Waste Documentation
All discarded electronic / electrical device and malfunctioning/discarded computer hardware will
be returned to examine if such materials are still re-usable or parts of it can be recycled and used
for other device. All returned or recycled electrical and electronic devices shall be tested to
confirm that they are safe to re-use.
Materials classified as re-usable and required by the company will be re-issued after successful
inspection and testing. All materials classified as re-usable but not required by the company will
be donated to charities. All materials classified as e-waste for disposal will be sent for segregation
and disposal, recognising that the lead in the solder and other hazardous materials will be
present in electronic hardware.
7. Records
All records / documentation relating to these procedures will be maintained at the project office
and will be made available for auditing purpose at all times.
