SUMMARY OF TOPICS

The following changes in requirements to the Standard for Electromagnetic Interference Filters,
UL 1283, are being proposed for preliminary review and comment only:

1. For Preliminary Review Only: Revision of Requirements for Capacitors

COMMENTS DUE: April 23, 2014

This proposal is for review and comment only (no ballot at this time). Please note that comments on a
preliminary review document will not receive a response from the proposal author through CSDS.
Instead, the proposal author will be asked to review the comments and adjust the proposals and/or
supporting rationale as the author determines to be appropriate. The preliminary review process is an
informal mechanism that provides authors with the opportunity to refine their proposals before they
advance to the next stage in UL’s standards development process.

In some cases, the author of the proposals may choose to discontinue them. In this case, the author
need not do anything after preliminary review has ended. Normally, the next step in the process is the
more formal STP ballot and stakeholder review process. Only comments posted during the STP ballot
and stakeholder review process will be provided with a response in CSDS.

UL’s goal is to have no interest category comprise more than one-third of the STP membership
balance. To improve the current balance for STP 1283, UL is looking for participants in the Producer,
Commercial/Industrial User, General, AHJ, Government Testing & Standards, and Consumer interest
categories. Definitions for these interest categories are available on the Standards STP Internet site:

PROPOSAL

24 Capacitors

24.1 Capacitors other than those employed in a secondary circuit shall comply with the Dielectric
Voltage-Withstand Test, Section 28, Insulation Resistance Test, Section 29, and Endurance Test, Section
31.

Exception No. 1: Capacitors that comply with the across-the-line requirements in the Standard for
Capacitors and Suppressors for Radio- and Television-Type Appliances, UL 1414, meet the requirements
for use in Filters.

Exception No. 2 1: Capacitors employed within filters that are subjected to the tests outlined in 24.1 meet
the requirements.

Exception No. 3 2: Capacitors that comply with the requirements in the Standard for Fixed Capacitors for
use in Electronic Equipment, IEC 60384-14, or the Standard for Fixed Capacitors for Use in Electronic
Equipment – Part 14: Sectional Specification: Fixed Capacitors for Electromagnetic Interference
Suppression and Connection to the Supply Mains, UL 60384-14, meet the requirements for use in filters.
Unless specifically rated for dc voltage, these capacitors may be used in dc applications up to their ac
voltage ratings.

24.1.1 Capacitors complying with UL 60384-14 satisfy the requirements in Insulating Materials, Section
17, and Flammability Characteristics of Polymeric Materials, Section 20.

24.2 A discharge means, such as a bleeder resistor, shall be provided to drain the charge stored in a
capacitor if necessary to comply with the requirements in Capacitance Capacitor Discharge, Section 37.

24.3 A capacitor employing a dielectric medium more combustible than askarel shall not vent or rupture
and expel the dielectric medium under conditions of normal or abnormal use.

24.4 Capacitors, which involve the risk of fire, electric shock or injury to persons when shorted, of
appliance filters intended for use in radio-, television- and video-type appliances shall comply with the
requirements in the Standard for Capacitors and Suppressors for Radio- and Television-Type Appliances,
UL 1414.

24.5 Capacitors connected across a primary circuit or between a primary circuit and dead metal parts,
including the grounding conductor, for appliance filters intended for use in telephone equipment,
telephone equipment power supplies, and the like, shall comply with the requirements for across-the-line
capacitors in the Standard for Capacitors and Suppressors for Radio- and Television-Type Appliances, UL
1414.

24.6 Capacitors within a primary circuit intended for use in Information Technology Equipment shall
comply with the applicable requirements for ″Capacitors in Primary Circuits″ (1.5.6) in the Standard for
Information Technology Equipment Safety – Part 1: General Requirements, UL 60950-1.

24.7 Capacitors intended for use in Medical Equipment shall comply with the applicable requirements for
“Connections for Capacitors” (56.4) in the Standard for Medical Electrical Equipment, Part 1: General
Requirements for Safety, UL 60601-1.
