2.10 COMMUNICATION DURING AIRCRAFT UNUSUAL OPERATING CONDITIONS

2.10.1 Purpose
a) To highlight communication procedures whenever aircraft or ground
equipment failures
2.10.2 Scope of Application

a) Aircraft with limited operating condition
b) Ground Equipment Failures
2.10.3 POLICY
a) Aircraft with limited operating condition
i. Whenever the aircraft is operating under any unusual conditions, it

is very important that the relevant information is communicated to
all concerned parties. KUL MOC and the next enroute station must
be advised of the abnormal conditions, either engineering
limitations or flight limitations.
ii. Telephone call to MOC KUL at +60122496953 or,
iii. Email example to station and technical handling agent:
“AIRCRAFT OPERATING WITH APU U/S. PLEASE PROVIDE GROUND

EQUIPMENT SUPPORT.”
Or,
“MANUAL OPERATING OF NO. 1 STARTER VALVE REQUIRED FOR

ENGINE STARTING.”
b) Ground Equipment Failures

i. Failure of ground support equipments likely to affect aircraft
operation must be advised by THA to KUL MOC and enroute

ii. station. Urgent call and followed by email must be sent as soon as
possible. This would allow the Flight Operations KUL to plan.
iii. or change the aircraft before its departure ex-KUL so that the
aircraft will not be affected by the failure of the ground equipment.
iv. In most cases the failure of ground power unit (GPU), air start unit
(ASU/GTSU) or air-condition unit (ACU) will affect aircraft with an
unserviceable APU. However, if the aircraft is already enroute to
the station, then necessary action must be taken by the THA to
source for replacement of the ground equipment.
