1. INTRODUCTION

1.1 General

Muscat Engineering Consultancy LLC (hereafter referred to as MEC) has been awarded with
“CCED-WI-2021-007 - FEED Block 3 and 4 Gas to Power Project”. This specification
describes the requirements for design, technical documentation, procurement, fabrication,
assembly, inspection, testing, packing and delivery of a Telcom systems which includes FOC
cabling and IT structured cabling for both block 3 and 4 new control building respectively.

Vendor shall ensure that the design complies with the requirements of this specification and
its referenced specifications / standards. In case of any non-compliance, the vendor shall
highlight the same at the tender stage. If there are no deviations listed in the proposal, then
the bid will be considered to comply with all the aspects of this specification. No deviation
from this specification will be allowed unless highlighted in the offer and specifically agreed
to by the purchaser prior to award of contract.

Any work shown on the reference drawings or documents but not explicitly mentioned in this
specification or vice-versa, shall be included in the Telecom vendor scope. The omission from
this specification of any items essential for the correct functioning of any part of the specified
equipment shall be brought to the attention of the Purchaser.

1.2 Project Background

CCED is the Operator of Blocks 3 & 4 situated in the south-eastern belt in Oman and covers
an area of approximately 29,000 square kilometres. Currently, there are treatment facilities
for produced fluids at FARHA, SAIWAN, SHB and SHF and ULFA facilities. Separated oil
from all the other stations transported to SAIWAN storage facilities. From SAIWAN, crude is
transported to CCED’s custody metering at Qarn Alam via an 83 km 16” oil pipeline and then
to the PDO Main Pipeline System.

Currently, fuel gas used to fire heater treaters at all stations, but the majority of associated
gas is flared. Power generation in the field provided via diesel generator sets. The ULFA
facility produces and flares most of the gas in these Blocks. CCED recognizes the opportunity
to create value through the utilization of this associated gas. Within project early stage design
and concept selected project will proceed with two power plant and associated OHL power
distribution one for block-3 and the other one for block-4. The power plant for block-3 located
at the vicinity of ULFA station and for block-4 adjacent to existing SHB EPF. Fuel gas for
power plant supplied from associated gas collected in each EPF. Generated power distributed
to the consumers via 33kV OHL based on concrete poles.

4.3 Engineering priority

Following order of precedence shall apply for all project design work:

• Omani Governmental / Regulatory Requirements.


• Company Standards and Guidelines.
• International Codes and Standards
• Project Basis of Design, Project Philosophies and Specifications.

4.4 Deviations to Specifications

Where the Company Technical Standards and Procedures refer to or amend International
Codes and Standards, these International Codes and Standards shall be deemed to be part
of the Specifications.

Vendor shall maintain the latest issues of all-relevant Technical Standards and Procedures,
International Codes and Standards, rules, regulations, specifications and documents. Any
deviation or amendments to the Technical Specifications and its priorities shall be subject to
Company approval.

The vendor shall provide an itemized list of any comments or exceptions to this specification
and its appendices; these shall be listed on the Table of Compliance provided in Appendix-
11, for review by Purchaser. Unless referred to in these listings, it will be assumed that all
specifications are adhered to and that they do not have any adverse implications with respect
to cost, delivery and integrity of the facility.

Only those comments / exceptions that are agreed between the Purchaser and the equipment
vendor will be incorporated into the specification at the time of order.

5. TELECOMMUNICATION SYSTEM

This specification covers the requirements for the design, engineering, construction, supply,
commissioning and Telecom Vendor services for an Telecom Systems for “CCED-WI-2021-007
- FEED Block 3 and 4 Gas to Power Project”.Block-3 located at vicinity of ULFA station and at
Block-4 located adjacent to existing SHB EPF; with each block having its own Control building
and standalone systems. Telecom Vendor shall be from Company approved Vendor List.

The design of telecom system shall comply with the telecommunication standards and guidelines
followed by company and shall ensure system’s maximum availability. Fiber Optic based
communication has proved to be best communication backbone in terms of data speed

transmission, durability, economy and reliability. Hence the Telecommunication system shall be
robust and cater to all mentioned requirements without compromising the safety aspects of the
project. This document shall be read in conjunction with IT-System Architecture, “ULF-ST-T04-
2000-001”. All components of the communication system located or used outdoors shall be
designed to withstand all foreseeable environmental loads and conditions.The design
requirements of telecom components in the telecom system are as mentioned below.

5.1 Fiber Optic Backbone

The Fiber Optic communication backbone shall be made available for C&A and Electrical
operational purpose such as bidirectional communication for C&A and Electrical systems within
the different facilities, which are part of this project. The details of Fiber optic backbone network
are as mentioned herewith.

All fibre optic cables shall be single mode, rated for use indoor and outdoor installations, with
stranded loose tubes, and 9±0.6μm /125±1μm cores. The fibre optic cable shall comply with ITU
G.652 standard for single mode optical fibre optimized for 1310nm to 1550nm applications with
maximum fibre attenuation of 0.38 dB/km and 0.25 dB/km, respectively.

The fibre optic cables shall be filled with thixotropic gel, fully water blocked, dielectric cable, UV
resistant, IEC 60332 flame retardant, and rated for indoor/outdoor installation by direct burial, in
HDPE Ducts, in tray, in risers, and in plenum spaces.

Block 3-ULFA

• 24 core SM Armoured Fibre Optic cable between ULFA new control building and
existing ULFA EPF for the network connectivity . This connectivity shall be obtained by
installing new Telecom cabinet in new Control building auxiliary room for Telephone
network extention and C&A Process connectivity. Existing Telecom cabinet in ULFA
EPF shall be used for the new FOPP installation.

• 96 Core SM Armoured Fiber Optic cable shall be laid between outdoor 33KV switch rack
to New Control building for control / alarm signal transfer. New Telecom cabinet shall be
installed in outdoor 33KV switch rack for the FOC termination .The Field PMR (9 Nos )
& Local PMR (6 Nos) shall be extended to the New Control building via this fiber.

• From outdoor 33KV switch rack to new control building 96 Core SM Armoured UG cable
shall be laid for the PMR connectivity extension to new control building.

• 96 Core SM ADSS FOC along the 33KV OHL shall be used to transfer control / alarm
signal from field PMR to Block-3 power plant substation and control building.

• FOC patch cords for the cross connection shall be consider by the Telecom vendor as
per the Telecom block diagram.

• PMR vednor shall consider the required FO convertors and FOC Patch cords for the
Fiber optic connectvity in each PMR locations.
Block 4-SHB

• 24 core SM Armoured Fibre Optic cable between SHB new control building and existing
SHB EPF for the network connectivity . This connectivity shall be obtained by installing
new Telecom cabinet in new Control building auxiliary room for Telephone network
extention and C&A Process connectivity. Existing Telecom cabinet in ULFA EPF shall
be used for the new FOPP installation.

• 96 Core SM Armoured Fiber Optic cable shall be laid between outdoor 33KV switch rack
to New Control building for control / alarm signal transfer. New Telecom cabinet shall be
installed in outdoor 33KV switch rack for the FOC termination .The Field PMR (9 Nos )
& Local PMR (8 Nos) shall be extended to the New Control building via this fiber.

• From switch rack to new control building 96 Core Armoured UG cable shall be laid for
the PMR connectivity extension to new control building.

• ADSS FOC along the 33KV OHL shall be used to transfer control / alarm signal from
field PMR to Block-4 power plant substation and control building.

• FOC patch cords for the cross connection shall be consider by the Telecom vendor as
per the Telecom block diagram.

• PMR vednor shall consider the required FO convertors and FOC Patch cords for the
Fiber optic connectvity in each PMR locations.

Please refer “ULF-IC-T04-2000-001-03-JS1137-MEC” Telecom Block Diagram for better


understanding of the FOC design.

All the fibre optic cables to be laid between the new and existing facilities shall be Single mode
FOC cables. All fibre optic cable installations excluding ADSS shall be underground, Armoured
type. The ADSS FOC cable shall also be single mode 96 cores cable and shall be installed on
the same poles of new 33KV OHL for future connectivity between Block 3 & Block 4 .

All the fibre optic cables shall be terminated in their respective ends on the fibre optic patch
panels. These fibre optic patch panels shall be company approved and shall be installed
within the new company approved 42U Indoor telecom network cabinet. All telephone/data
switches shall be the latest and CCED approved .

The coordination with Control & Automation and Electrical System vendor is part of telecom
vendor’s .Telecom Vendor shall provide the FOC Communication from the field to control
building further extension towards the system cabinet scope shall be consider by the system
vendor.

Splicing
In order to provide the optimum performance and reliability, any splicing of fibre optic cable shall
be by fusion splice only, no mechanical splices are permitted.

The following procedure shall be followed:

• The splicing shall be conducted by trained, authorized persons only.


• All fusion splicing equipment shall be in good working order, properly calibrated, and
meeting all industry standards and safety regulations. Cable preparation, closure
installation and splicing shall be accomplished in accordance with accepted and
approved industry standards.
• Splicing Machine shall be with latest industry standards equipped with a visual monitor
by microscope or miniature CRT/LCD viewing screen, and shall provide a read-out

estimate of the splice loss. It shall be provided with re-chargeable batteries for portable
operation. The fusion machine shall be installed with latest software.
Following are important considerations for low-loss, reliable fusion splices.
• Maintain cleanliness and temperature/humidity/dust control of the splicing area.
• Use a quality fusion splicer and maintain it according to the manufacturer
recommendations.
• Use a quality, well-maintained cleaver that is capable of consistent, low angle cleaves.
• To maintain the strength of the optical fibre, the coating strippers must be able to remove
the primary and secondary coatings without scratching or damaging the cladding glass.
• Set the fusion splicer arc settings according to local temperature, humidity and altitude
conditions.
• Perform an arc test periodically to verify splicer performance.
• Each fibre splice shall be fitted with a splice protection sheath.

Splices shall be made in manholes and shall use re-enterable splice closures.
The average splice loss in bi-directional shall be 0.1 dB or less per splice. The average splice
loss is defined as the summation of the loss as measured in both directions using an optical time
domain Reflectometer (OTDR) through the fusion splice, divided by two. No individual splice loss
measured in a single direction shall exceed 0.15 dB.

Upon completion of the splicing operation, all waste material shall be deposited in suitable
containers, removed from the job site, and disposed of in an environmentally acceptable manner.

All unused couplings shall have protective dust covers. All panels shall be furnished with front
removable door or cover, Factory-terminated, tight-buffered, agamid-reinforced fibre optic
jumper assemblies or interconnect cables, standard 3.0 mm O.D, shall connect the optical cable
terminations to the patch panel couplings.

ADSS FOC CABLE (PMR Communication )

BLOCK-3 PMR LOCATIONS

For transferring PMR datas from Block -3 field to the control room can be achieved by using
FOC cable . For signal transfer and receiving two FOC cores are required from each PMR
locations. 9 field PMRs and 6 local PMRs are Identified for Block 3 . Hence, 96 Core ADSS cable
shall be laid from the Block 3 outdoor 33KV switch rack to field PMR locations.

BLOCK-4 PMR LOCATIONS


For transferring PMR datas from Block -4 field to the control room can be achieved by using

BLOCK-3 TO BLOCK-4 PMR LOCATIONS

For signal transfer and receiving two FOC cores are required from each PMR locations. 7 field
PMRs are Identified from Block 3 to Blcok 4. Hence, 96 Core ADSS cable between Block 3 and
Blcok 4 shall be used.

5.2 Telephone/Data Network

The existing Telephone/data switches installed in existing ULFA EPF & SHB EPF stations control
room shall be utilized for extending the OD network. A new Telephone/data switch shall be
installed in the Telecom cabinets of auxilliary room in new 33KV ULFA & SHIB New Control
building .These new Telephone/data switch shall be connected to the existing Telephone/data
switch in ULFA EPF & SHB EPF. The connection between these switches shall be obtained by
utilizing the fibre cores of the 24 core fibre optic cable meant for Control and Automation
application.
The telecom contractor shall extend the Telephone/data connectivity to different rooms in the
ULFA & SHB New Control building so that personal Computers and IP telephone sets can be
hooked up as per the requirement of the company. The telecom contractor shall liaise with
company in order to finalize the number and location of data and voice outlets based on which
the structured cabling of the Telephone/data switch can be designed during the execution phase.
The data and telephony system shall be powered up by 240V AC station UPS which shall comply
the autonomy of 8 Hours.

Structured Cabling System(SCS)


The purpose of the Structured Cabling System is to provide the cable distribution for telephone
& data (LAN) services within the new control buildings. The SCS shall comprise data/voice
outlets, connectors to terminate all cables, conduit, cable trays and supporting hardware,
electrical grounding, cross connects, patch panels, equipment racks, and labelling material for
both i.e. mulitpair copper cables and fibre optic single mode cables. The Structured Cabling
System shall be designed and constructed with CAT6A cabling and components.

All building office / cabins (work area) shall have two modular RJ45 outlets for data & voice.

CAT 6A LSZH/LSLH UTP cables with flame retardant insulation shall be used for voice and data
connectivity. Structured cabling system implementation shall be in accordance with TIA/EIA 568-
B, international standards and Client specifications. Care must be taken during design to ensure
proper separation and clearance to other services like electrical to avoid interference.

All cables, outlets, patch panels shall be labelled clearly as per Client tagging standards with
details updated in the drawings and tagging schedules.

Entire Structured cabling system shall be tested and certified with calibrated cable certification
test equipment after installation with cable test reports.Cabling shall support 10 Gbps Ethernet
speed / 500 MHz transmission.
A cable distance criteria of 90 Meters for UTP copper cable shall be followed and SMF fibre optic
cable shall be used for exceeding distances for data services.

5.3 Scope of Services

The Telecom Vendor shall provide the following services as part of the Telecom system as
a minimum:

1) Philosophy of PMR signal communication with Power control station shall be based on
the project requirement .
2) FOC cable shall be laid from the existing control room to the new control room for
Telephone/data and Process data network extention .
3) Engineering, configuration and testing of new facility process control applications in
accordance with process control narrative,Telecom vendor shall provide the support of
the network connectivity .
4) Develop and supply of Engineering documentation including Functional Design
Specification, Cabinet assembly General arrangement (GA’s) and layout drawings,
Power distribution and loading calculations, Power distributions and earthing wiring
drawings, and layout drawings, system / equipment datasheets / manuals, training
manuals and start-up procedures, etc. These documents shall be available in electronic
form through a help menu in the CDs together with hard copies on line with the project
requirement.
5) Site visit for data gathering & verification to “As-Built” stage.
6) Third Party Inspection (TPI) for individual system and interfaces.
7) Factory Acceptance Testing (FAT) for individual system and closing all FAT punch list
items with Company written acceptance prior to System Integration Test (SIT).
8) Site Acceptance Testing (SAT), Integration, pre-commissioning, testing and sustained
performance testing of each equipment / system supplied as part of Project scope.
9) Site assistance to EPC contractor (installation, pre-commissioning and commissioning
support). EPC Contractor is responsible for all activities including construction, Pre-
Comm and Comm.
10) Site support to CCED operation personnel during initial operations.
11) Vendor shall extend support and co-ordinate with the third party systems for the safe
start up and commissioning of the new control room & system.

12) Vendor shall consider all activities not specifically mentioned in this document but are
required for operability & maintainability for the Telecom systems.
13) Delivery of the complete system.
14) Documents and Drawings as per CCED recommended standards.
15) Packing and transportation.
16) Custom duties.
5.4 Exclusions

The following items are excluded from the Telecom Vendor scope of supply. The below works
shall be carried out by the Contractor as per the drawings.

1) Civil work ,Mechanical & Electrical works.


2) FOC Patch cords & FO converters for C&A and Electrical network connectivity shall be
consider by C&A and Electrical System vendors.

6. TELECOM SPECIFICATION

6.1 General

The Telecom cabinet shall be installed at auxilliry room of each block 3 and 4 new control building
respectively. The Telecom block diagram reflected as per the project requirement . The FOC
cable will act as as a backbone for the process and electrical network .The Underground FOC
cable shall be used between the existing control building (ULFA EPF & SHIB EPF) to the new
Control buildings in the Block 3 & Block 4. Structured cabling shall be done using CAT6A cable
for the new control buildings.

7. TELECOM CABINETS, POWER SUPPLY& EARTHING

7.1 Power Supply & Cabinets for Telecommunication:

The telecom components which shall be installed in telecom room of control building facility shall
be powered by 240V AC UPS power supply. The mentioned components shall be provided with
redundant 240V AC UPS power supplies with the autonomy of 8 hours.
All the telecom components shall be installed in 42 U steel cabinets with front and back access
doors with lock & key facility. The dimensions of these cabinets shall be typically 800 mm (L) x
800 mm (W) x 2200 mm (H). These cabinets shall have front glazed (glass) doors and every
component of Telecom system shall be installed in its respective cabinet. The cabinets shall be
equipped with forced cooling (fans in the canopy), lights connected with limit switches and dust
filters for air ventilation with provision of earth bar and bottom cable entry.

7.2 Earthing Philosophy

A clean earth as per company standards shall be provided at both the telecom cabinets for
system earthing terminating the components working 48 DC/ 240V AC. The earth resistance
shall be maintained less than 4 ohms.

8. PROTECTION

8.1 Equipment Protection against Explosion and Fire Hazards

“Exd” is the preferred method of electrical protection. Consideration should be given to


flameproof & increased safety protection methods (EExn & EExe) only where Exd installations
are not feasible or practical.

8.2 Ingress Protection

All field equipment’s shall be protected to a minimum of IP65. Painting and other exterior
treatment shall be proven suitable for the environmental conditions specified in section 6 of
this document.

9. CABLING WIRING AND JUNCTION BOXES

The telecom cables and other data signals related requirement shall be designed in
accordance with company standard .The detailed description as per zone requirement and
type of application is mentioned in Telecom System Specifications document.

10. TELECOM SYSTEM MAINTENANCE PHILOSOPHY

The Company has an efficient maintenance organization, which operate a programme of


maintenance based upon good central collection of management data, a fast reaction to
replace faulty units by healthy units drawn from stores, an inspection programme of returned
faulty units and a combination of local repair or return to factory repair practices where the
faults are deemed repairable. The equipment’s specified shall largely conform to models of
units, which the Company is already using widely. The extra links for new components shall
be integrated into the Company’s existing maintenance system.
The maintenance philosophy of the Company applies for repair by replacement of sub-
assemblies, modules or PCBs. Where it is essential to send a sub-assembly, module or
PCB away for repair, the Contractor shall supply the following information:

• Location of the nearest repair centre to which these items can be sent for repair:

• In Oman.

• In the Gulf States, if applicable.

• In the country of manufacture.

The absolute maximum turn -round time for items sent for repair shall not be more than 90
days.

10.1 Preventive Maintenance

Equipment supplied shall be continuously rated and suitable for unattended operations. Full
maintenance procedures shall be provided by telecom vendor on the requirements to keep
the equipment working within the specified performance.
The Manufacturer/vendor shall provide a customized document describing the preventive
maintenance comprehensively, type of tests to be conducted, its procedures, expected
results of each test and include a sheet for filling the test results.

10.2 Local Agent Support

The Manufacturer/vendor shall ensure that, where there is a local agent in Oman, that the
local agent in Oman will support all equipment used within the system for which he is an
agent. This shall apply irrespective of whether the equipment has been integrated into the
system outside of Oman, or whether another agent supplied the equipment.

10.3 Spares

The Manufacturer/vendor shall submit lists of recommended maintenance spares for the
equipment supplied. The supplier shall also provide parts list with MTBF figures of the
different modules. Company requires the quantities of recommended spares to be based
on the total numbers of units employed within the system.

10.4 Contracting Strategy

The telecom systems and services for Block-3 and Block-4 Project shall be procured from
one of CCED Approved Telecom Vendor to provide single point accountability.
The Telecom Vendor shall procure all the telecom components required for backbone
communication with regards to project scope.

The Telecom Vendor shall design the entire telecom system related to the project scope
and its necessary interface with other disciplines.

The Telecom Vendor shall be responsible for installation of the passive telecom components
which require expert services of company approved telecom engineers.

The telecom work requiring civil and electrical work shall be responsibility of EMC Contactor
whom the Project is awarded and the civil work .

A scope differentiation matrix shall be followed by the Telecom Vendor which shall be duly
approved by company before implementation.
The Telecom Vendor scope of supply shall include but not limit to telecom Manhole, HDPE
Duct, Marker Plate, FOPP, joint enclosure, Protection Tape and Warning Mesh, telecom
cabinets, Ethernet switches for PCD and OD connectivity, Data Telephony, and all their
associated hardware like system cabinets, communication hardware, junction boxes
including all software and their license other consumable installation accessories and as
well as the supervision of laying the HDPE Duct.
All the telecommunication items shall only be approved by CCED ICT department .

The telecom contractor shall liaison with the civil contractor for ensuring the telecom and
other civil activities required for standard installation of telecom equipment’s.

The Telecom Vendor shall liaison with the electrical contractor with regards to availability of
the required feeders in respective locations and other important activities related to electrical
system.

11. TRAINING

The Telecom Vendor shall be responsible for sufficiently training Company personnel to
maintain the supplied system. Training shall be imparted in Oman or at manufacturer’s place
as deemed by company.

The Telecom Vendor shall clearly state their intended training philosophy. As a minimum,
the philosophy shall include the following:

• Recommended size of maintenance team.

• Training plan and schedule.

• Training course.

• Locations of training course.

• Durations of training course.

• Training course pre-requisite.

If required, the Telecom Vendor shall also assist the Company in the selection of suitable
personnel for maintaining the Telecoms system.
