Many countries then responded COVID-19 pandemic by implementing a number of
ac-tions; firstly, isolating a particular area to stop the virus spread, which is known as lockdown. Secondly, doing mass testing by tracing the pattern of the virus spreading. Thirdly, imple-menting self- and joint-quarantine. Fourthly, implementing social distancing starting from closing down education institutions, enter-tainment and tourism sites, public spaces, mass transportation restriction, and even restricting and closing down aviation transpor-tation domestically and internationally to par-tially closing offices and houses of worship. As for Indonesia, instead of implement-ing lockdown or joint-quarantine (area isola- tion) strategy, the government of the Republic of Indonesia instructed Large-scale Social Restriction through Implement-ing Regulation No. 21/2020. the President instructed to lower people’s mobil-ity. To practice social and physical distancing, work and worship from home (the hash tags for the campaign are #stayhome, #workfrom-home) and support the people directly impact-ed by COVID-19 like those informal workers. The reason why the government implementing PSBB more than lockdown because they concerned that the lockdown will have an impact on the country's economy considering the number of workers in Indonesia is dominated by the informal sector. But for the traveler who wants to come to indoensia wherein non-essential and non- critical commercial activities are not allowed. Domestic travel is restricted while inter- regional travel is permissible only with a vaccination certificate or a valid negative COVID-19 test result.
