Situation of PWD’s in Barangay Pico, and other PWD’s Nation Wide and World Wide

PWD’s:
 According to UN Convention on the Rights of Persons with Disabilities, Include those
who have long term physical, mental, intellectual or sensory impairments which
interaction with various barriers may hinder their full and effective participation in society
on an equal basis with others.
Who are the considered PWD’s?
 According to Republic act 10754. Any Filipino with a permanent disability can apply for
PWD ID. R.A 10754 also it defines that a person with disability as those person with
“long term physical, metal, intellectual, or sensory impairments” that interfere with their
interactions in society.
 R.A 10654 – An act expanding the benefits and privileges of persons with disability
(PWD). Seeks to provide persons with disability the opportunity to participate fully into
the mainstream of society by granting them at least twenty(20%) discount and
exemption from the value added tax on the sale of certain goods and services identified
under republic Act No. 9442 for the exclusive use, enjoyment or availment of persons
with disability.
Barangay Pico PWD’s:
 According to Ma’am Virginia Fianza (kagawad in charge in social services on PWD’s)
states that there are 50 PWD’s in their barangay and they are independent which means
they are the one that doing their own program.

PWD’s Around the World:
World population of PWD’s:
 Globally, over 1 billion people, or approximately 15% of the world’s population, have
some form disability. About 110 to 190 million people 15 years and older have significant
difficulties in functioning. Moreover, the rapid spread of chronic diseases and population
ageing contribute to the increasing rate of disability.
Problem and Challenges to PWD’s:
 About 80% of the world’s PWD’s live in low-income countries, where in majority are poor
and cannot access basic services.
 Reports show that PWD’s have less access to health services and therefore have
greater unmet needs.
What they need:
 With their conditions, PWD’s need greater attention and consideration in terms of health
needs, without discrimination.
PWD’s in the Philippines:
 According to the results of the 2010 census of Population and Housing show that of the
household population of 92.1 million, 1.443 million Filipinos or 1.57%, have disability.
 Region IV-A, with 193 thousand PWD’s, was recorded to have the highest number of
PWD among the 17 regions.
 While the Cordillera Administrative Region (CAR) had the lowest number with 26
thousand PWD’s. There were more males, who accounted for 50.9% of the total PWD in
2010, compared to females, with 49.1% with disability.
 For every five (5) PWD, one(18.9%) was age 0-14 years, three(59%) were in the
working age group, and one(22.1%) was aged 65 years and above.
Laws and Municipal Ordinance Protecting PWD’s:
R.A 10754 “An Act Expanding the Benefits and Privileges of Person with Disability (PWD)”
 Provides PWD’S the opportunity to participate fully into the mainstream of society by
granting them at least (20%) discount and exemption from the value added tax on the
sale of certain goods and services.
Executive order 417 “Policy of the State under the 1987 of the Philippines to protect Persons
with disabilities (PWD) and promote their welfare and development”
 Promote, protect and ensure the full and equal enjoyment of all human rights and
fundamental freedoms by all person with disabilities, and to promote respect of their
inherent dignity.
Batas Pambansa(BP) 344 “An act to Enhance the Mobility of Disabled Persons by Requiring
Certain Building, Institutions, Establishments and Public Utilities to Install Facilities and other
Devices”
R.A 10524 “An Act Expanding the Positions Reserved for Persons with Disability”
 Equal opportunity for employment
R.A 6759 “An Act Declaring August One of Each Year as White Cane Safety Day in the
Philippines and for Other Purposes”
R.A 7277 also known as Magna Carta for Disabled Person “An Act Providing for the
Rehabilitation, Self-Developing and Self- Reliance of Disabled Person and their Integration into
the Mainstream of Society and for other purposes”
R.A 10070 “Establishing Institutional Mechanism to Ensure the Implementation of Programs and
Services for Persons with Disabilities in Every Province, City and Municipality.
R.A 9442 “An Act Amending Republic Act no. 7277, Otherwise known as the “Magna Carta for
Disabled Person”, and other Purposes”
Ordinance No. 9-2000 of the municipality was issued reorganizing that person with disabilities
have full human rights which they share with able-bodied person and mandate the creation of a
municipal council to promote, protect and support the welfare and tights of the person with
disability in the municipality.
Services for the PWD’s in Philippine:
Tuloy Aral Walang Sagabal (tawag) “Aims to provide an accessible inclusive education for
children in need of special attention within the municipality.
Early Detection, Prevention and Intervention of Disabilities “Aims for the mainstreaming of
3-6 years old children and out of school youth with disabilities in the regular day care service
program, and referral of those children of school age and youth in regular or special day/care
school and community life”
Strategies for Action:
 Go to a municipality to conduct research concerning the PWD’s
 Identify their needs base on their impairment
 Let the higher positions to know about their condition
