FOREWORD
By their very nature, technical Specifications are continuously subject to modifications and revisions.
To strengthen their merit and usefulness, continuous improvements, addendum, deletion of disparate
information and consequently provision of updated revisions are to be made in order to ascertain that
such Specifications meet the current requirements, inclusive of Iranian Petroleum Standards (IPS) and
the recognized and acceptable national and international Standards, as well as the optimal codes and
practices based on the accumulated in-house know-how and plant knowledge and experiences.
However, in reality, due to several reasons, not to mention the complexity of the matter, the ultimate
goal of continuous direct embedment of the required changes on the relevant Specifications may be far
reaching. Therefore, in the interim periods between the officially issued revisions, the required
changes will appear in other documents related to the engineering and design work of the ongoing
projects.
In response to the initiative of the Design and Engineering Directorate, and considering that the task of
the execution of several important and mega projects for the realization of the new oil refineries,
pipelines and oil terminals as well as improvements of the existing facilities, has been assigned to
NIOEC, it was decided to update the NIOEC Specifications and to issue new official revisions.
The Design and Engineering Directorate was itself entrusted to carry out this important task, and as
such by forming several special technical committees, working in close co-operation and cohesion and
sharing their expertise and knowledge, the updated and revised NIOEC Specifications were
successfully prepared and complied.
These Specifications are intended to be used for Oil Refineries, Distribution Depots, Oil Terminals,
Pipelines and Pump Stations within NIOEC's projects, and have been proven to be of high value for
such purposes. It must however be appreciated that these Specifications represent the minimum
requirements and should in no way be interpreted as a restriction on the use of better procedures,
engineering and design practices or materials.
We encourage and highly appreciate the users and other clear sighted and experts to send their
comments on the Specifications to the Design and Engineering Director of NIOEC for evaluation and
approval.

1. SCOPE
This specification covers the minimum requirements for site preparation earthwork and sewers.
Items excluded from this part of specification are:
a. Railroad ties, rails, switches and track accessories.
b. Concrete paving
c. Landscaping and planting.
d. Crushed stone or gravel base course for areas to be paved with asphalt.
e. Asphaltic concrete paving.
f. Foundations for storage tanks.
g. Base course and wearing surface.
h. Demolition
Deviations from this Specification will only be permitted on obtaining written approval from NIOEC.
Resolution on cases not explicitly stipulated in this Specification, or on cases where conflicts may
arise among the requirements of the referenced/relevant IPS and the international standards, shall be
made through written consent and approval of NIOEC.
2. REFERENCES
The following standards, codes, and specifications, to the extent specified hereinafter, shall constitute
a part of this NIOEC Specification. Latest edition of the undated referenced documents and the cited
edition of the dated references shall apply. The applicability of changes made to the dated references,
after the cited date shall be mutually agreed upon between NIOEC and the vendor/contractor.
NIOEC-SP (NIOEC-SPECIFICATIONS)
AASHTO M 147-65(2008) “Standard Specification for Materials for Aggregate and Soil-
Aggregate Subbase, Base, and Surface Courses”
3. UNITS
International system of unites (SI) shall be used in accordance with NIOEC-SP-00-10, unless
otherwise specified.
4. GENERAL
4.1. The Contractor shall furnish all materials, tools, equipment utilities, facilities, etc., and shall
perform all labor and services necessary for the proper execution and completion of earthwork
and sewers, all as shown on the drawings prepared by the Contractor, as specified therein and/or
reasonably implied thereby to carry out the apparent intent of the work.
4.2. The Contractor is responsible for the safe operation of any Construction works should not only be
conversant with all the relevant legislations, but should also actively encourage a safe approach to
the work in hand.
4.3. Soil investigation report prepared in accordance with NIOEC-SP-10-17 shall be considered in any
activity of earthwork by contractor.
4.4. Contractor shall:
a) Clear all existing vegetation, roots, humus, rubbish, debris, foundations and/or structures from
the main plant site area and from all areas designated for cut or fill.
b) Rough grade entire site to elevations designated, including cut and fill as required.
c) Excavate and backfill for foundations and for any other concrete work.
d) Excavate and backfill for sub grade of building area, Floor slabs and platforms.
e) Excavate and backfill trenches for electrical and instrumentation installations and for
underground piping.
f) Provide adequate ventilation on manholes for oily service line.
g) Install cast iron sewer drains and manhole covers. Covers of manholes in oily water sewer shall
be cast iron gas-tight type and marked with own number on top face of concrete pit.
h) Install plant drainage system including all ditches and culverts. Culverts, as specified on the
drawings, shall be supplied by the contractor.
i) Prepare the subgrade, furnish and install the sub base course for all roads, driveways, parking
areas, sidewalks.
j) Excavate as required and supply and install ballast material for tank foundations.
k) Finish grade tank areas including dikes.
l) Excavate as required, construct berms and finish grade the evaporation pond areas.
m)Construct railroad grades and complete with ballast, ditches, culverts, road crossings, etc., and
regard to line and grade shown on the drawings.
n) Install the materials and supplies required for the sanitary sewerage system including sewage
lagoons, sewers, etc., and including septic tanks and manholes.
o) Dispose of surplus excavated material. Top soil and material approved and required for
subsequent backfill shall be stockpiled on the site.

p) Furnish and install gravel surfacing for those roads, sidewalks and areas indicated on the
drawings to be gravel surfaced.
q) Apply weed killer to the sub grade where the roots of vegetations have not been removed
completely.
5. EXCAVATION
5.1. General
The excavation shall conform to the dimensions and elevations indicated on the drawings for each
installation. Where the excavation is made below the elevations indicated on the drawings, the
excavation shall be restored to the proper elevation, in accordance with the procedure specified
for backfill. Excavation shall extend a sufficient distance from walls and footings to allow for
placing and removal of forms, installation of services and for inspection, except where the
concrete for walls or footings is to be deposited directly against excavated surfaces or shoring.
Undercutting shall not be permitted. Where sidewall material is unsuitable to stand without caving
during concrete pouring operations, it shall be shored or otherwise maintained to prevent sliding
into excavations.
The bottom of all excavations shall be properly leveled off and all loose materials shall be
removed before concrete is placed. Weed killer of approved materials shall be applied on the
bottom and sides of all excavated area where any deep roots such as Shirin Bayan or woody plants
have not been removed completely. Excavations shall be kept free from water, other liquids, and
debris until the installation and backfilling have been completed and approved. Method of
dewatering shall be agreed at the beginning of the excavation by the Contractor and the Employer
in case of high water level.

6.2. Filling
6.2.1. Materials for filling shall consist of the excavated materials and/ or other material free of rock,
trash, lumber or other debris. For areas under the paving, foundation or any other structure, the
material for filling, whether excavated or borrowed, shall be confined to the requirements of
AASHTO M 57-80 (2008). If sufficient fill material is not available from the Excavation,
additional material subject to the above requirements should be obtained from borrow pit(s) or
other sources.
6.2.2. Filling, under buildings and other structures with flat or sloped sub grade shall be placed in
horizontal layers not to exceed 15 cm. loose depths in thickness. Large fill areas shall be
compacted with tractor-drawn compactors in layers not to exceed 20 cm. loose depths in
thickness. Each layer of filling shall be compacted by hand or machine tampers or other suitable
equipment to 95 percent of Modified AASHTO.
6.2.3. Where it is not possible to meet the required compaction, with written approval of Employer,
rockfill should be used only at depth greater than 1.8 m below the final sub grade level.
6.2.4. When filling lies against a slope, slippage shall be avoided by benching, which is done by
plowing flat slopes or terracing steep slopes.
6.3. Backfilling
For backfilling refers to NIOEC-SP-00-05.
6.4. Grading
All areas within battery limit except areas to be surfaced with paving or any other structure, shall
receive a covering of excavated material spread to a uniform depth of 10 cm. and to the finished
grades indicated on the drawings. Previously approved stockpiled excavated material or other
materials approved by the Employer shall be used.
6.5. Tolerance
All grading shall be within plus or minus 25 mm. of grade or slope as shown on the drawings. The
roughness of finished sub grade shall not exceed plus or minus 20 mm. for each 4 m. in every
length direction.

7. SLABS AT GRADE
Where concrete slabs are placed at grade the prepared ground shall be scarified to a depth of 15
centimeters, uniformly moistened and compacted to 95 percent of Modified AASHTO.
8.2. Sub-grade
After the removal of 15 cm. top soil and immediately prior to placement of sub-base materials, the
sub grade shall be scarified and compacted to 95of percent Modified AASHTO for a depth of at
least 15 cm. The finished surface of the sub grade shall be smooth and even and shall follow the
true profile and elevation shown on the drawings.
8.3. Sub-base
The sub-base shall consist of granular, free-draining materials such as clinker, natural or crushed
gravel, shale, or quarry spalls suitably graded by not larger than 3 cm. with plastic limit ranging
between 6 to 9 and liquid limit under 25 and shall have a California Bearing Ratio (C.B.R.) of not
less than 25 percent when tested at the critical density and moisture content that will occur in the
field. The material for such sub base shall be according to the requirements of AASHTO M 147-
65(2008). Sub-bases for roadways shall be thoroughly compacted to 95 of percent Modified
AASHTO and rolled to profiles as detailed on drawings.
Sub-base for walkways shall be compacted to 90 of percent Modified AASHTO.
8.5. Slope
The slopes of embankments and excavation shall be the inclinations indicated on the drawings.
The face of all slopes of cuts, embankments and ditches shall be finished to a reasonably smooth
compacted surface such as that ordinarily obtainable either from a blade-grader operation or a
hand shovel operation and shall be protected against erosion.
8.6. Cuts
Excavation of cuts shall be made so that drainage is provided. All loose stones, boulders, roots,
stumps and unstable ground shall be removed. Where soft, unstable or otherwise unsuitable
materials is encountered at the bottom of cut, excavation shall continue to suitable soil and the cut
then refilled to the required elevation with materials specified for backfill and compacted as
specified for embankments.
8.7. Embankments
8.7.1. Embankments of earth for roads, railroads and other foundations shall be built of material
specified for filling and shall be deposited in horizontal layers. The earth shall be placed in
successive layers of loose material not more than 20 cm. in depth and thoroughly compacted to

95 percent of Modified AASHTO. Each layer shall be inspected by the contractor. The
contractor shall receive written approval of Employer before starting the next layer.
8.7.2. Dike embankments of earth shall be built of material specified for filling with 50 mm. max
particle size of gravel and deposited in horizontal layers. The earth shall be placed in successive
layers of loose material not more than 20 cm. in depth and thoroughly compacted to 95 percent
of Modified AASHTO. In order to reduce volume changes and cracking of soil due to
subsequent drying, the moisture content of the soil during compaction shall be only as high as
necessary to obtain the above density and never approach the optimum moisture content. For
tank dikes (bound walls), low permeability is required. In these cases, either cohesive soils are
needed or special linings constructions are required.
8.7.3. Embankment shall be carried to such heights above the sub grade and to such increased width as
may be necessary to subsidence, shrinkage and to insure that the final exposed surfaces of the
slopes have the required compaction. After the embankment becomes consolidated, it shall be
trimmed so that the final cross sections and elevations conform to what is shown on the
drawings. Sub grades shall be maintained at the proper heights and in the specified condition
until the sub-base courses or surfacing courses have been placed.
9. COMPACTION CONTROL
Except as otherwise specified, the degree of compaction and density for earthwork shall be determined
and controlled in accordance with the requirements of AASHTO T 180-10 / ASTM D 1557-12. It shall
be responsibility of the Contractor or the Testing Agency to perform the necessary tests for assuring
that a properly compacted fill is obtained. A minimum 24 hours advanced notice shall be given to the
Employer and the Testing Agency to supervise and/ or perform the testing.
12. SEWERS
12.1. General
Free flowing gravity sewer systems or pressurized systems if necessary shall be installed to
provide for the prompt removal of storm water, firewater, raw sanitary waste and oily water, the
trapping of dirt and sediment near its source, the safe venting of sewer gases, and the prevention
of fire spreading from one area to another.
At all times during construction, every effort shall be made to prevent dirt or any other foreign
body entering the pipe by blocking by plug or “stoppers”. Sewers should be laid in a straight line
from manhole to manhole.
Manholes are required in mains and laterals at any change of direction exceeding 45º and at the
junction into laterals or mains.
Inside units maximum distance between manholes shall be 50m. Outside units, maximum
distance shall be 100m. for pipes up to 600mm. diameter and 150m for pipes 600mm. diameter
and over.

Manhole, top edge shall be flush in paved areas and 50 mm above finished grade in unpaved
areas.
Sealed manholes are required only between different process areas and between operating and
storage areas.
The sewage system should be flushed before acceptance is issued by the Employer or otherwise
cleaned to allow free flow of sewer.
For relevant design criteria refer to NIOEC-SP-00-01.
Sewer systems and underground pipe networks shall be designed and constructed in accordance
with NIOEC-SD-1006-1/10~10/10 and NIOEC-SD-1007 -1/1.

As previously, the stated effluents from the neutralization pits shall flow into clean (non-oily)
water sewer.

12.4. Materials
All pipes, fittings, caulking and equipment required to install the complete sewer systems
described herein shall be new and shall be supplied, received, warehoused, and handled
by the Contractor. Materials for piping shall be as specified in the proceeding articles
and additional requirements are given in piping specifications NIOEC-SP-50-04 and in NIOEC-
SP-50-17.
Catch basins and manholes shall be reinforced concrete type, either precast or cast in place.
Catch basin covers shall be removable galvanized steel gratings.
For ditches, catch basins, manholes, pits associated to corrosive networks, specific requirements
for concrete protection, cement type, tightness of joints, shall be applied at detail engineering
stage.

12.5. Testing
12.5.1. Sewer and drain piping and manhole shall be tested by the Contractor before backfilling by
filling the system with water and allowing to stand without appreciable loss of water for 24
hours (water level should not drop more than 100 mm.) the testing of sewer and manholes shall
be done in one operation.
Immediately after testing is completed and NIOEC’s approval is obtained. Backfilling shall be
started.
12.5.2. Upon completion of tests, water shall be drained to the area of the plant waste disposal system,
or any other area approved by the Employer.
12.6. Tolerances
The contractor shall be responsible for meeting the invert elevation shown on sewer drawings
to within 6 mm. Sloping of sewers between given invert elevations shall be uniform and
without liquid pockets.
