Government of the People`s Republic of Bangladesh, will be financed with the support of the
World Bank and the Uk-Department for International development (UK-DFID) [IDA Grant No-
4866-BD], Under Private Sector Development Support Project (PSDSP). PSDSP Supports
designing, building, financing and procuring certain infrastructure and services for development
of Kaliakoir Hi-Tech Park. The Project implementing agency is Bangladesh Hi-Tech Park
Authority.
2. Bangladesh Hi-Tech Park Authority is inviting applications for the position of Procurement
Specialist up to the project period on contractual basis.
3. Detailed terms of references and required qualifications of the Procurement Specialist will be
available on authority’s website www.htpbd.org.bd.
4. Consultant will be selected (through 3 CV method) in accordance with the procedures set out
in selection and Employment of Consultants by World Bank Borrowers Guideline, October 2006
(revised in January 2011). Interested persons may obtain further information at the address
given above from 0900 H to 1700 H (Bangladesh Standard Time) during working days from 18
May 2014 to 25 May 2014.

Objective
The Kaliakoir Hi-Tech Park (KHTP) will be funded under PSDSP, whereby the Government will
seek a Park Developer (s) to finance, design, build, promote and manage the Hi-Tech Park under
a PPP arrangement through a concession agreement.
Responsibilities
The PS will be an integral part of (PIU) throughout the project cycle. He will assist Project
Director as the focal and lead person on matters related to procurement. More specifically, the
PS will be responsible for the following activities:
(i) Develop procurement plan timely for the project in consultation with the PIU and the Central
Coordination Unit (CCU)
(ii) Monitor and update the procurement plan on a regular (quarterly) basis and suggest Project
Director (PD) for efficient procurement.
(iii) Ensure that all procurement is carried out according to the World Bank (WB) and the GoB
guidelines
(iv) Monitor the contracts and implementation of activities so that they are in harmony with the
project development objectives (PDO) and the budget estimates.
(v) Prepare bidding documents consultation with PD/DPD and other technical personnel of the
project.
(vi) Monitor and ensure that all bidding/tendering process is free, fair and transparent,
(vii) Prepare EOI, RFP, RFQ, and any other procurement documents in accordance with the
GoB/WB guidelines and the agreed annual/implementation plan,
(viii) Prepare ToRs and contracts for goods and services and monitor the implementation and
outputs,
(ix) Review and anticipate potential issues on procurement, and any other issue and bring to the
attention of the PD
(x) Monitor and keep track of the deliverables of consulting services and goods/works and
inform PD of any important issue regarding it.
(xi) Assist technical evaluation committees on short-listing and proposal evaluations,
(xii) Build capacity and transfer knowledge to GoB and local staff on procurement issues,
(xiii)Assist PIU to coordinate closely with the ICT Division, IMED, ERD, and the CCU and
maintain regular flow of information on procurement matters of the project,
(xiv)Prepare quarterly, annual, and semi- annual reports and other required reports for the WB
and the Government
(xv) Participate in meetings and committees related to the project and deliver opinion and make
decisions ( desired by the Authority)
Required Qualification
A minimum Master’s degree in Science, Business, and Social Science, Engineering or any other
related discipline with at least 10 years of mid-management experience is required. Previous
experience of implementing similar project, especially foreign or World Bank funded, is
preferred. Prior experience in procurement and contract/project management is required.
Knowledge of international procurement is required. Proficiency in all forms of English and
Bengali is required.
Deliverables
The key deliverables of the PS will be:
Annual, semi- annual, and quarterly procurement report
Bidding and contract documents (EOI, ToR, RFQ, RFP, Contracts etc.)
Monitoring report of goods and consulting services (completion, quality, progress etc.)
Ensure documentation and record keeping of all procurement and appointment decisions
Successful implementation of all procurement packages of the project.
Reporting
The PS will report to the PD. The PS will also coordinate closely with the WB team, the CCU,
and the ICTD/HTPA.
Duration
· The service of the PS will be required for up to the project period. The contract may be
annually renewed on the basis of performance.
