BACKGROUND.

The Government of Punjab has set up Punjab Industrial Estates Development and
Management Company (PIEDMC) Ltd. to achieve orderly, planned and rapid
industrialization of Punjab by developing a chain of industrial estates in a dynamic and
innovative manner, this aims at providing turnkey solutions to the problems by prospective
entrepreneurs.

PIEDMC is led by private sector so that it can be more flexible, able to respond to the
changing environment and designed to be financially self sustainable in order to maintain
desired impetus or developmental works.

The organization consists of a central board of Directors consisting of 16 members from


private sector representing different sectors of economy and from most of the regions of
Punjab, further each Industrial Estate has its own board of management which identifies their
requirements for the type of industries and its supporting requirements so that they can be
consolidated, value addition increased and over heads reduced.

i. Provide quality infrastructure.
ii. Ensure efficient, cost effective and sustainable management of industrial estates.
iii. To enact on One Window Operation by providing utilities and services to industrial
estates.

b. Projects:
i. Sundar Industrial Estae at Sundar, Lahore.
ii. Up-gradation of Quaid-e-Azam Industrieal Estate at Lahore.
iii. Up-gradation of Multan Industrial Estate Phase-I.
iv. Development of Multan Industrial Estate Phase-II.
v. Development of New Industrial Estate at Rahim Yar Khan.

iii. Leather Industrial Park at Sua Asil (Distt. Kasur).

d. Vision:
i. Establishment of state of the art industrial estates throughout Punjab following the
public-private partnership model.
ii. Bring less developed areas of Punjab into main stream, create jobs, alleviate poverty,
sustainable GDP growth.
iii. Abide by environmental laws and comply with WTO regime.

e. Mission:
i. To develop a chain of industrial estate in a dynamic and innovative manner by
capitalizing on proposed and existing industrial and agricultural strength of Punjab
while keeping the cultural strengths and heritage of various districts.
f. Industrial Estates:
i. Sundar Industrial Estate (SIE)
Sundar Industrial Estate comprising of 1603 acres of land was inaugurated in
February, 2007 and is vision turned into reality. It is the first project assigned to PIE
and was envisioned to be an island of facilitation in the sea of harassment for
prospective industrialists. The objective was to develop an industrial estate where
issues of industrialists are handled and problems solved through One Window
operation.
Location:
SIE is ideally located at approximately 45 KM from the centre of Lahore on Sundar
Raiwing Road.
Infrastructure:
SIE has infrastructure comparable to any modern industrial estate globally.
After analyzing the needs of entrepreneurs, PIE has ensured availability of the
following amenities.
Reinforced Concrete Road Network.
Underground Sewerage System.
Underground Electricity Distribution System.

Walled industrial estate with limited entry / exit points.


High Pressure Gas Pipelines.

Estate Managed Electrical Distribution System.

ii. Multan Industrial Estate (MIE)


Phase-I comprising of 743 acres was developed and completed in 1980s whereas 667
acres were planned to be developed subsequently as phase-II. All plots in phase-I
have been sold out whereas half of the plots are still available for allotment. The
estate is centrally located in high-speed inter-provincial highways. Most appropriate
for establishment of agro based, food chain, halal meat industries.
Location:
MIE is located at distance of about 15 km south west of Multan city.

iii. Quaid-e-Azam Industrial Estate (QIE)


QIE formerly known as Kot Lakhpat Industrial Estate is the oldest planned industrial
estatein Punjab. Spread over 565 acres, the project started in 1960s. it has 447
industrial plots varying in size from 1 kanal to 100 kanals.
In April 2004, the ownership and management of the estate was transferred to Punjab
Industrial Estates and was renamed as Quaid-e-Azam Industrial Estate.
Quaid-e-Azam Industrial Estate is led by a Board of Management consisting of 14
memers, 9 belonging to private sector representing various industial segments of the
estate and the rest representing the Government.
Location:
QIE is sited at a prime location, adjacent to Township in the city of Lahore and is
easily accessible.

The company promotes and facilitates SME Entrepreneurs who are attracted due to
reduction in their cost of initiating and doing business and by making it easy for them
to acquire land or buildings and by dramatically simplified provincial tax collection
and inspections.
The main objectives of constructing an industrial estate are:
Structured platform to set up industries.

Strength of each region can be capitalized.

Industrial estates are planning to have residential colonies for the laborers with school
and technical training institutes along with hospitals besides the following:-

Pre-Installed amenities like Electricity, Water, Sui gas supply, Wastewater
treatment plants, Disposal of solid waste.
Telephone / fax / internet. Pre-installed fiber optic cables.
Drainage and Sewerage system, roads, roadside pavements on drains, Street
Lights, Warehouses.
Public transportation, Truck parking Areas.
Hospital, Cafeterias, Post Office, Fire Brigade, Police Station, Mosque, play

iv. Bhalwal Industrial Estate


Project Description:
The site has been selected in Distt. Sargodha Tehsil Bhalwal (Latitude 321827.17
N & Longitude 72535.89E), in which 387 acres of cultivated / baran land has been
acquired.

infrastructure. The stake holders will set up the following projects in the park;
Processing Plants.
Frozen Concentrated Juice Plant.
Packing Plant.
Cold Storages.
Export-Processing Zone.

Engineering sectors.

Scope of Citrus Park:


Providing the complete range of Citrus industry including citrus processing, juices
and other by-products is the aim of PIEs management, to include the following;
i. Citrus.
ii. Juice, Pulp, Jams and Marmalade.
iii. Dairy and Milk.
iv. Handicrafts and Furniture.

Uniqueness of Sargodha for Quality Production of Kinnow:


i. Soil formation by the flow of rivers i.e. Jhelum and Chanab.
ii. Favorable relative humidity.
iii. Fair gap between day and night temperatures.

iv. Proximity to the sub-mountain areas.


v. Good quality of canal water.
vi. Use of pure bud wood imported from California and progeny plants multiplied at
research.
vii. Institutes of the Province.

Why Citrus Park in Sargodha?:


i. 52% of the total national production of kinnow is in Sargodha.
ii. Very high potential of export.
iii. Very high wastage rate.
iv. Infrastructure Available.
v. Over whelming demand from Chamber and local industrialists.

Introduction and Importance of Area and Production of Citrus in Pakistan:


Citrus varieties are grown in varying quantities in countries with tropical or sub
tropical climate. Citrus stands first in area and production among the worlds tree
fruits. In Pakistan also, citrus fruits are the most important fruit crops grown on the
area of 160,000 hectres with production of 1.5 MMT annually. Citrus fruit is grown in
all four provinces of Pakistan but Punjab produces over 95% of the crop because of its
greater population, favorable growing conditions and adequate water. Citrus is
divided into different groups Sweet oranges, Mandarin, Grape fruit, Lemon and Lime
which are being grown commercially.
Citrus, among various fruits grown in Pakistan, is considered to be the most important
for better economic earning and its dietetic value. The importance of citrus has
generally been recognized throughout the world. Citrus has generally been a source of
foreign exchange earning and its domestic need is also growing in the country. As a
result of its importance more area is brought under cultivation to enhance its
production.

Location and Importance:


The magnificent citrus city is proposed to be built in Tehsil Bhalwal Distt. Sargodha.
This area is surrounded by citrus farms and is the best place setting up processing
plant for citrus fruits. PIE is keen to setup a citrus city that meets international
standards in all respects. PIE will assure that the infrastructure laid in the citrus city
will not only facilitate the processing units but also facilitate the fast movement of
goods to different cities and countries.
Bhalwal site is most suitably located just 15 km from motorway M2 and is 140 km
from Lahore and it is closer to railhead. This state owned site is a leveled barren land
which is an environment friendly step of the government not to use fertile land for
industrial purpose.

The PIE will provide knowledgebase from farmers to the exporter on how to meet
international quality standards including fetching good price for their produce by
growing organic fruits / seedless fruits.

The basic necessities like water, gas, electricity are already present at the site. Wide
roads and waste treatment plant will also be an added advantage to the citrus city, the
only industrial estate of its kind in Pakistan.

Scope of Work:
The objectives of the contract assignment will be as follows but will not be limited to
only these:
i. Construction of Main Entrance Gate.
ii. Construction of Boundary Wall.
iii. Construction of Approach Road.

Pre-Qualification Requirements:
i. Detail of organization with office address and experience record.
ii. List of key personnel/staff available and capabilities.
iii. Financial soundness duly verified by bank.
iv. Complete detail of similar projects executed during the last five (05) years.
The detail must include location, cost and detail about the employers along
with performance certificates.
v. List of T & P owned by the firm.
vi. Valid registration with Pakistan Engineering Council in category C-3 & above.
vii. National Tax Number Certificate.
viii. Certificate to the effect that the firm/ company is not involved in litigation
with any department nor has ever been black listed by any department.

The prequalification will be carried out as per Pakistan Engineering Council (PEC) standard
procedures for prequalification of contractors (1st addition) March, 2009 and can be
