Repair Items
• Repair Items are provided to the Aviation Unit to make simple repairs
in the field. ALSE Tech has sewing machine, grommet press, &
scissors available in ALSE shop for repairs.

• No repairs are made to load bearing straps on the SKRAM or the


Double Loop, Cargo Tie-Down, or Shackle Strap.

• Push Pack is provided to unit when the SKRAM is fielded. Push


Pack includes small quantities of repair items to stock ALSE shop for
repairs.

• Repair items must be in quantity as specified in RFP. Items must be


bagged and tagged (labeled).

• Provide price for any unique items that bidder’s design may include
beyond items listed in CLIN 1008.

Integration History
Combat Requirements Directorate (Ft Rucker) defined requirements for Go
Bag and Hydration system in Concept Production Document
The system provides carriage for mandatory ALSE gear, additional
mission-specific gear and ammunition magazines.
The SKRAM is configured specifically per platform.

Features of the SKRAM include:


• Flame Retartdant
• Configurable as an escape and evasion or “Grab and Go” bag
• Capable of being worn like an assault pack
• Capable of additional equipment carriage. Requirements include:
– Up to 6 magazines of 5.56 ammunition
– Insertable “on the go” hydration system
– MOLLE individual sleep system bag and carrier.
– Additional environmental gear and 72 hours worth of caloric intake
• Provides secure carriage up to a 40G crash load

Inspection and Test Requirements

• First Article Test (FAT) required on the Go Bag, Hydration Carrier, Gear Insert,
M-4 Pouch, Double Loop Strap, Shackle Strap, and Cargo Tie-Down Strap prior
to approval to go into production.
• Plan must be submitted and approved by the Government.
• FAT will be performed by the contractor. The Government may choose to witness all or
part of the FAT and review any of the build and FAT documentation.
• Report must be submitted and approved by the Government.
• Conformance Inspection (or Lot Acceptance) Test required during production.
• Plan must be submitted and approved by the Government.
• Required to meet material certifications, in-process inspection, visual inspection,
dimensional inspection, and performance requirements IAW PD1006008,
PD1006006, AVNS-DTL-10836, and drawings supplied with the RFP.
• Tensile Tests required for Double Loop Strap and Cargo Tie-Down Strap IAW PD.
• Proof Load required for Go Bag and Hydration carrier handles, tie-down channels, and

SOLICITATION OVERVIEW – The Request for Proposal (RFP) is divided into Sections A-M.
Our greatest attention today needs to be on Sections B, H, J, L, and M:
Section A - Narrative – contains overview and highlights
B - Schedule pages with Contract Line Item Numbers (CLINs) that provide for
nomenclature, funding at time of award, delivery schedules, inspection and acceptance – it
is the “nuts and bolts” of a buy. Your pricing is entered here and on the Attachment 003
Pricing Sheets
C, D, E and F – Include the SOW, which Ms. Lavoie has discussed, and data on
quality, packaging, inspection, delivery and shipping.
G - Pertains to award funding and later financial obligations
H – Special Provisions – such as Engineering Change Proposals, warranties, ordering
provisions, proposal validity time frame, etc.
I - General Provisions contain clauses that are either statutory or regulatory - EEO,
labor laws, criminal conduct, Buy American, etc.
J – Lists and links Exhibits and Attachments
K - Contractor Certification and Representations – if your firm has not registered in
ORCA for annualized certs/reps, then this section must be completed. Note that there is a
place to check If you have a current ORCA file and then you can over skip to Section L.
L - Instructions to Offerors – Explains how to prepare and submit your proposal

5. Section L – Instructions to Offerors

Follow the instructions – it takes two proposal volumes (tabbed and labeled) that
contain what is required in Section L and your demo models, submitted within the
time frame required to be in the competition.

The Technical Volume, or Volume I – supporting raw test data referencing the
specification or purchase description paragraph. Product Demonstration Models
(bid samples) are discussed at length beginning on Section L, page 100.

The Price, Administrative Matters and Past Performance Volume or Volume II –

PRICE TAB: The Section B and Attachment 003 Pricing data for all 5 years,
ADM MATTERS TAB: Signed pages one from the RFP and any amendments,
completed certifications and representations from the solicitation’s Section K
if not current in the ORCA database
PAST PERFORMANCE TAB: Provide the information described in Section L
for 3 relevant contracts you have performed in the last 3 years.

5. Section M – Evaluation Factors for Award

A Technical Evaluation Committee (TEC) made of government experts and consultants


will evaluate each proposal and all demo models. The TEC is sequestered during
this process and the evaluators for one factor do not have access to the evaluators, or
their findings, of another factor.

Ratings are discussed in Section M as Go/No Go and or Acceptable. This is the lowest
level of the Best Value Evaluation continuum and results in a “technically acceptable,
lowest price” determination.

In our case, “technically acceptable” cannot be determined without government review


of the apparent successful offeror’s production capabilities – capabilities that are not part
of the written proposal. To accomplish this, the government will visit the apparent
successful offeror’s facility during an abbreviated or full scale Pre-Award Survey. The
same event may be used to review the apparent’s financial soundness in maintaining its
business during the many months that may be required between contract award and
first billing/payment.

PDM Narrative
 Discuss compliance/non-compliance of PDMs with
requirements documents. Narrative shall be in
Tabular Format per the specification for Go Bag
and Gear Insert and per the drawing for the Cargo
Tie Down Strap.
 Describe features that are not self-evident.

Test Data
 Specific requirements must be verified by Offeror
and results presented in proposal
 Volume, Weight, and Loads for Go Bag
 Tensile Test for Cargo Tie- Down Strap
Schedule

 Provide manufacturing strategy for determining sites of Pre-


Award, if necessary
 Provide Master Program Schedule detailing activities and
events to get to first production lot of each item
 Provide Production Rates to meet Delivery requirements in
RFP (Section L)
 Each Item has a minimum delivery rate per month and a
potential higher delivery rate per month (Section L)
 Each Item has Production Lead Time but GOVT will always
take early delivery (Section L)
 Offeror must demonstrate in proposal that delivery rates and
times can be met
 Do not address Repair Items CLIN 0108
 Maximum Delivery Quantity for each item per Ordering

and Purchase Description. (See Attachment 2)
 Gauge tools will be used to measure Item size. (See DWG
1005977 to manufacture own set of gauges. Sample of
gauges shown below).

 PDMs must meet majority of requirements
at a minimum. Workmanship weaknesses
may be easily remediated.
 Test data will be evaluated to determine if
proof load was met. Other requirements
will be verified by the evaluators.
 Plans and schedules will be evaluated to
determine ability to meet rates and
