Simply adding more testers to a beta test with low engagement usually results in demonstrating lack of customer interest at scale. Features added to achieve parity with an existing offering, or a competitor's product, for example, drive little interest in testing because you haven't created anything new or exciting for your customers and your engagement stats will bear that out - no matter how many testers you bring in. The best, most engaging tests are the ones that immediately have a waiting list of testers because you've generated new value for them or built something truly innovative. Focus your beta testing resources on those.
