AVBFernwärmeV Update Expected Mid December After being removed from the agenda twice – once in August and again in early November - the much-anticipated update to the General Ordinance on General Terms for District Heating (AVBFernwärmeV) is set for a third attempt this mid-December. Associations still can submit statements until mid-week. The reform of the AVBFernwärme is crucial for establishing an attractive framework for district heating companies and their customers, aligning with the growing importance of renewable energy, energy efficiency, and digital innovation. Key objectives of the amendment include(-d): -         Strengthening consumer rights -         Enhancing transparency -         Creating better conditions for suppliers to invest in the expansion and modernization of heating networks The AVBFernwärme is closely aligned with regulations governing gas and electricity supply (Gas- und StromgrundversorgungsV) as well as low-pressure and low-voltage connections (Niederdruck- und NiederspannungsV). Jenny Curtis, the UK managing director of Swedish state-owned firm Vattenfall, has recently stated that, “District Heating is the big unsung hero of decarbonisation of heat.” Alongside her company viewing district heating heat networks as an investment opportunity worth billions, recent reports state that it is looking to invest more than £1 billion in the infrastructure needed to deliver district heat networks in five to eight cities in the UK by 2030. Government targets to have 20% of homes on heat networks by 2050 will require an investment of £60-£80 billion, and we have long touted the impact networked heat pumps could have on the decarbonisation of heating and cooling in the UK. Heating and cooling demands represent 80% of buildings’ energy consumption and 60% of industries' total energy needs: using heat networks we can provide the post cost-effective and low carbon solution for our dense urban areas and take a huge step down the pathway to cleaner, more secure and equitable heat. Great news - Stadtwerke Flensburg GmbH teams up with Gradyent to lower temperatures in their district heating system 🌡️ Stadtwerke Flensburg is a highly innovative public utility company in Flensburg, Germany, committed to #decarbonisation and CO2 neutrality. The central aspect of Flensburg's transformation plan is the integration of a high number of heat pumps into the urban district heating system, developed as part of the German federal program BEW.  To achieve this goal, the company is working with Gradyent to reduce temperatures in the district heating system. As a result, they identified a pathway to lowering the annual heat with a temperature of over 95° from about 10% to 1%. This means that more heat pumps can be used and operated efficiently. 🗣 Thomas Räther, Head of Networks Division at Stadtwerke Flensburg: “We were looking for a suitable partner and #DigitalTwin for more than eighteen months. Gradyent presented itself as the best provider for us, both in terms of Digital Twin technology and district heating expertise. This is a major issue as buildings in Europe consume vast amounts of gas, making up 40% of the EU's energy demand. Despite the availability of zero-emission heat pumps that can work in nearly every building, reliance on fossil fuel boilers persists. To address this urgent problem, the EHPA has created a map highlighting current or announced bans on fossil fuel boilers across Europe, distinguishing between bans on gas and oil boilers in new and existing buildings. Recent heat networks funding provision reinforces the UK Government’s ambition to increase the percentage of heat provided by heat networks, from 3% today to 20% by 2050, in support of its 2050 net zero target.    At the end of last year, the UK Government allocated a further £530 million in funding over three years, from 2025 up to March 2028, – £485 million for the Green Heat Network Fund (GHNF), and £45 million for the Heat Network Efficiency Scheme (HNES). This demonstrates Government confidence in ongoing successful grant funding programmes, aimed at expanding, upgrading and increasing the efficiency of existing district heating or communal heating schemes for consumers and operators. The further £3.5 million funding award announcement last week from HNES Round 4 brings the total granted so far under the scheme to over £28 million, marking its first year since opening for applications.    To accelerate the roll-out of heat networks involves identifying and designating suitable heat network zones, where low carbon heat can be provided at the lowest possible cost.
