New Simplified Planning Zone consultation An SPZ is a specialised 10-year planning permission to support businesses and promote employment, and there has been one in place on the Estate since 1995. The scheme provides rules about what can go where and how, and with what mitigation. Schemes that comply are allowed without needing additional planning permission. The new SPZ introduces an extensive design code with rules for building design, and a package of measures to provide facilities to help employees and employers and address potential impacts for residents. “The proposed new SPZ will help the trading estate to adapt to the changes in business and employment, such as the increase in demand for digital technology by allowing for data centres, and taller buildings including for warehousing and research and development." https://lnkd.in/ethiqzm5

Big News for Housing and Construction. I am pleased to share that the Housing Industry Association (HIA) welcomes the Australian Government’s $900 million National Productivity Fund. This initiative offers incentives for states to cut the red tape that holds back housing supply, tackling key productivity barriers in construction. As HIA Managing Director Jocelyn Martin notes, excessive regulations add time and costs, impacting affordability. This fund encourages states to: - Reduce regulatory barriers to unlock more housing. - Support innovative construction methods like modular and prefab. - Address critical shortages in skilled trades. We couldn’t do what we do without our professional teams, everyone is essential to delivering a successful project, but contractors are at the coalface – without them, literally nothing would get built. Good contractors, sitting towards the end of the supply chain, are critical and arguably undervalued. They help us to push boundaries and bring their own commitment to quality. HUB is in a strong position going into Q2, with circa £400m of development in the pipeline. We’ve worked hard to get to this point, alongside ambitious teams of investors, designers, and planners and now we need to identify the contractors that can successfully build out that pipeline. The construction sector is facing several challenges at the moment and Begbies Traynor Group’s Q4 2024 data shows that the number of construction firms on the near-bankrupt list increased by 32% compared to Q3 2023. Yet, despite the difficulties of high labour fees and inflation uncertainty, the contractors we work with hold themselves to high standards for construction quality as well as ESG performance, proactively supporting community groups, sports clubs and local trades. In 2024, we aim to start on-site with five schemes totalling over 1200 homes and our first timber-framed office building. We’ll be selecting contractors who bring deep knowledge of local supply chains and skills availability, two of the differentiators between a project delivered on time and on budget, versus delayed and over budget, as well as an outstanding ESG track record. As an industry, we need to view contractors as shapers of, rather than obstacles to, a placemaking vision. We need to be offering the right types of incentives to attract the best teams. Those incentives can’t all relate to fees, they should also include certainty around a scheme’s financial backing, systematic project management and a willingness to work together as partners. We accept that issues are always going to surface during the construction process, but with effective communication and genuine shared commitments, these issues can be worked through, and solutions found, all to deliver quality, and without compromising on the fundamentals. We’re excited to work with good teams who have the right collaborative mindset. Together, we can deliver better schemes for our investors and the end user, while investing in social value for the immediate neighbourhood and leaving a positive legacy. #property #placemaking #UKconstruction #Contractors #ESG #community

When Do Public-Private Partnerships (PPPs) Make Sense? Public-Private Partnerships (PPPs) can deliver complex projects by combining private efficiency and capital with public sector support. However, while some PPPs lead to thriving urban areas, others suffer from delays and cost overruns. Here are some success factors: ▶️Evaluating PPP Feasibility - Economic Viability: Conduct a cost-benefit analysis to ensure the project delivers sufficient value and has clear revenue streams. - Public Sector Capacity: Assess if public entities can effectively manage contracts and maintain oversight. - Private Sector Interest: Gauge early engagement from private partners to ensure there’s enough interest. - Risk Allocation: Risks should be clearly identified and assigned to the party best equipped to manage them. - Regulatory Support: Projects require a strong legal and regulatory framework to prevent delays. ▶️Key Success Factors - Clear Objectives and Scope: Define project goals and metrics for success from the outset. - Effective Stakeholder Engagement: Involving local communities builds trust and ensures alignment with local needs. - Sustainable Financial Structures: Establish clear funding models and transparent revenue streams. - Technical Feasibility and Innovation: Encourage innovation while ensuring new technologies are feasible. ▶️Sucess: Canary Wharf London’s Canary Wharf transformed from a declining area into a financial hub. Key factors included: - Clear Vision & Planning: A strong focus on becoming a financial center, supported by transport infrastructure. - Balanced Risk Sharing: Private sector handled construction; public sector managed regulations. - Robust Legal Framework: Stable governance and policies attracted investment. ▶️Challenge: Berlin Brandenburg Airport (BER) - Poor Risk Management: Technical problems and safety issues led to delays and cost overruns. - Lack of Clear Oversight: Ineffective coordination led to poor execution. - Overly Ambitious Scope: Introducing untested technologies without proper preparation caused failures. ▶️Guidance for Professionals - Engage Early & Collaboratively: Early involvement ensures designs align with project goals. - Advocate for Clear Contracts: Ensure balanced risk-sharing and clear terms. PPPs are not a one-size-fits-all solution. Success relies on thorough feasibility assessments, clear goals, balanced risk-sharing and collaboration.
