🌍 In our #PostCOP28ReflectionsSeries, our Senior Responsible Investment and Sustainability Advisor Svenja Weber revisits the Declaration on Gender Responsive Just Transitions, which garnered 76 signatories during COP28’s Gender Equality Day. This pledge aims to foster female leadership and decision-making capabilities to achieve gender equality. 💡 COP28 underscored that integrating gender is crucial for building resilience to climate change, driving climate action, and achieving just societies. However, achieving gender balance requires fundamental recognition of gender equality principles, including understanding gender-related terminology and recognising the interconnections between gender dynamics and climate change. This shift in mindset and structure won't happen overnight. 📈 The UAE has made significant strides in closing the gender gap, ranking 7th globally and 1st regionally in the Gender Inequality Index (GII) of the UNDP's Human Development Report in 2024 (up from 49th in 2015). Yet, globally, there remains a gender pay gap of approximately 20%, with only 8% of CEO positions in the S&P 500 held by women. Achieving a just transition and ensuring equality at all levels requires collective efforts between all actors, male, female, public, and private sectors, to dismantle gender bias and leverage diversity. 💼 At Sustainable Square, promoting gender equality and supporting the achievement of SDG goal 5 – Gender Equality – are central to our work. Promoting gender equality is crucial in climate change mitigation and adaptation efforts. The complex challenges posed by climate change, pollution and biodiversity loss call for a holistic and cross-sectoral approach that acknowledges the intricate interplay between gender and climate action and disaster management. While the green transition offers new job opportunities, it is important to address existing structural imbalances in the workplace and leadership roles to ensure benefits are distributed equally. How can governments simultaneously drive action for gender equality and transformative climate action? 1️⃣ Mainstream gender equality into policies and strategies integral to the net-zero transition. 2️⃣ Promote the attractiveness and inclusiveness of the economic opportunities offered by the green transition. 3️⃣ Advance gender equality in leadership and decision-making to ensure inclusive outcomes amid the green transition. 4️⃣ Amplifying women’s voices on environmental-related issues through environmental justice. 5️⃣ Promote policies to ensure gender-inclusive sustainable consumption – especially with respect to participation in sustainable modes of transportation. Thanks so much to our speakers for joining us today for our two sessions at the inaugural OECD - OCDE Forum on Gender Equality focused on the net-zero and energy transitions. We were joined in Session 1 by Jo Tyndall, Francia Elena Marquez Mina, Maria-Alexandra Kefala, Princess Nous bint Muhammad bin Abdullah AlSaud, Elise Buckle, Dr. Hans-Jörn Weddige and Chiara Corazza. On the topic of mainstreaming gender equality in environmental policy, we enjoyed a lively discussion on the barriers to gender equality in certain communities, including development issues that need to be addressed first, to ensure gender equality in net-zero transitions. We also explored avenues for women to access economic opportunities and leadership roles in advancing green economic activities for climate mitigation and adaptation, and ecosystems protection. In session 2 we heard key insights from Brian Motherway, Michal Mlynár, Fiona Rayment OBE FREng, Chris Henderson, Alison Tate and Silvana Koch-Mehrin on the key challenges for gender equality in the context of the energy sector’s transformation. #gender Last week, the UNFCCC Secretariat published a synthesis report analyzing the implementation of climate policies, plans, strategies, and measures with a gender perspective, as reported by Parties in their regular communications under the UNFCCC. Here are some key highlights: 1️⃣ 𝐏𝐫𝐨𝐠𝐫𝐞𝐬𝐬 𝐢𝐧 𝐆𝐞𝐧𝐝𝐞𝐫 𝐈𝐧𝐜𝐥𝐮𝐬𝐢𝐨𝐧: 8̳5̳%̳ of UNFCCC Parties mentioned gender in their most recent reports, showing a notable increase in both the quantity and quality of references since the adoption of the Lima Work Programme on Gender in 2014. 2️⃣ 𝐑𝐞𝐟𝐞𝐫𝐞𝐧𝐜𝐞𝐬 𝐢𝐧 𝐍𝐃𝐂𝐬: The report indicates that 8̳1̳.̳5̳%̳ of Nationally Determined Contributions (NDCs) include references to gender, a significant improvement since 2015, although most of these references focus on women's vulnerability. 3️⃣ 𝐍𝐞𝐞𝐝 𝐟𝐨𝐫 𝐚 𝐌𝐨𝐫𝐞 𝐂𝐨𝐦𝐩𝐫𝐞𝐡𝐞𝐧𝐬𝐢𝐯𝐞 𝐕𝐢𝐞𝐰: The lack of consideration for men in vulnerable situations is emphasized, highlighting the need for an approach that integrates intersectional factors such as race, class, and ability within the context of gender. I̳t̳'̳s̳ ̳c̳r̳u̳c̳i̳a̳l̳ ̳t̳o̳ ̳i̳n̳c̳l̳u̳d̳e̳ ̳a̳ ̳f̳o̳c̳u̳s̳ ̳o̳n̳ ̳m̳a̳s̳c̳u̳l̳i̳n̳i̳t̳i̳e̳s̳.̳ 4️⃣ 𝐆𝐥𝐨𝐛𝐚𝐥 𝐂𝐨𝐦𝐦𝐢𝐭𝐦𝐞𝐧𝐭: Most Parties reaffirmed their commitment to advancing gender equality as a key component of climate action, as evidenced by the outcomes of the first Global Stocktake at COP28. 5️⃣ 𝐎𝐩𝐩𝐨𝐫𝐭𝐮𝐧𝐢𝐭𝐲 𝐚𝐭 𝐂𝐎𝐏29: The review of the Lima Work Programme on Gender at COP29 in Baku, Azerbaijan, represents a significant opportunity for Parties to define more ambitious and equitable climate actions and policies that effectively integrate gender. Excellent summary in the Astana times of the first day of the two-day event, titled Investing for Gender Equality and Inclusive Climate Action, organized by the United Nations Development Programme (UNDP) and the Organization for Economic Co-operation and Development (OECD) in partnership with the government of Türkiye. The aim is to explore the connections between gender equality and inclusive climate strategies while advocating for increased investments in gender equality as a catalyst for advancing climate action. As the OECD Deputy Secretary-General Ulrik Vestergaard Knudsen said: “The OECD Social Institutions and Gender Index (SIGI) shows that women and girls are key agents of change in climate change mitigation and adaptation strategies. Just as an example, enabling women entrepreneurs can actually help us achieve climate goals more quickly. They are, in fact, about 7% more likely than men to report that they prioritize environmental sustainability over economic business goals. We need more of that,” said Knudsen. Last week, I had the opportunity to attend parallel sectoral discussions at the “Investing for Gender Equality and Inclusive Climate Action: Cross Regional Dialogue” in Istanbul, co-organized by UNDP in Europe and Central Asia and OECD - OCDE. The event provided a collaborative space for sharing policy experiences and best practices, fostering peer learning among colleagues and stakeholders across the region. Sustainable energy transformation can be a catalyst for profound development and gender equality. Currently, women’s engagement stands at just over 20%—a clear reminder for the improvement. With the appropriate policies and strategies in place, we can create opportunities for women’s participation in the energy sector. By integrating gender-responsive actions into the entire energy value chain—from data and AI through institutionalizing gender data collection for data-driven decision-making to unlocking energy finance for women entrepreneurs in off-grid renewable projects—we can create meaningful opportunities. At the UNDP Sustainable Energy Hub, we are committed to responding to the complexities of transforming energy ecosystems with gender-responsive and innovative support that drives concrete impact on the ground. 🌍 Gender Equality and Climate Action at COP29 🌱 The intersection of climate action and gender equality is still not being prioritized in the COPs. Women are victims of climate change but are not regarded as pivotal drivers of solutions. Women, particularly in vulnerable regions, face disproportionate climate impacts but are often underrepresented in decision-making. This needs to change. Inclusive policies that empower women as leaders in climate resilience, adaptation, and mitigation are key to unlocking innovative solutions that benefit entire communities. COP29 was an opportunity to amplify the voices of women, promote gender-responsive financing, and integrate equality into global climate strategies. However, decisions fell short of the transformational change that those working on gender equality hoped to see. 🌍✨ Highlighting Gender Equity at #COP29: Advancing Gender in Climate Transparency ✨🌍 Today was Gender Equity Day at #COP29! The day was an inspiring showcase of how gender equality is integral to effective climate action. It was an honor to be part of the discussions that emphasized how women and girls are not just disproportionately impacted by climate change—they are also at the forefront of climate solutions. Yesterday, the CBIT-GSP, in partnership with UNDP, hosted a productive Gender Focus Group to shape the structure and content of the forthcoming toolkit for integrating gender in Climate Transparency. During this session, countries shared rich insights and practical recommendations, including: ✅ Where gender can be reported. ✅ How gender integration can be effectively implemented. ✅ Entry points for integrating gender ✅ Who should be responsible for integrating gender One key takeaway was the need for the toolkit to be practical, easy to use, and enriched with best practice examples to support countries in integrating gender into their Biennial Transparency Reports (BTRs) and other climate processes. Today’s high-level event on Gender in Climate Transparency further amplified these discussions, bringing experts and global leaders together to highlight: 🔹 The increasing recognition of gender in NDCs. 🔹 The Enhanced Transparency Framework (ETF), particularly through #BTRs, as a tool for mainstreaming gender in climate reporting. 🔹 The importance of gender equality as a strategic necessity, not just a moral imperative, for achieving effective climate action. One topic that stood out for me was the discussion on intersectionality in climate action, a concept that was new to me. It emphasized that: 📌 Women are not a homogeneous group. 📌 Different women face different vulnerabilities and challenges. 📌 Understanding these differences is critical for achieving climate justice. 📌 Gender-disaggregated data is essential for capturing these nuances and driving equitable solutions. The message across these sessions was clear: advancing gender equality and intersectionality in climate transparency is essential for building equitable, inclusive, and effective climate solutions. As we continue this work, tools like the Gender Toolkit will provide practical support to countries in this effort.
