It was great to be at the launch of the Infrastructure Progress Review from the National Infrastructure Commission today. The review presents a mixed picture for the UK. ⚡️Renewable electricity generation, planning reforms and devolution have all moved forward. ❌️🚆 But uncertainty is delaying essential road and rail projects, decarbonising heating, climate adaptation and other key areas. ❓️💷 There are also big questions about how the UK is going to pay for the infrastructure it needs when, in real terms, capital spending for 2025/26 will not increase. 👂Policymakers should listen to the NIC’s advice and provide strategic direction. The National Infrastructure Commission (NIC) calls for urgent action to ensure the UK’s vital infrastructure is fit for the future. The next five years are crucial for achieving the UK’s infrastructure ambitions. The good news is there’s been progress in devolution and ongoing advancement towards a net zero energy grid. However, other areas are still lacking. Issues like the growing road maintenance backlog, unclear transport plans, and slow progress on home heating solutions require immediate attention. The NIC has encouraged the government to develop and stick to detailed plans to meet its key goals. We welcome the step taken by the Ministry of Housing, Communities and Local Government today in publishing its consultation on reforms to Energy Performance Certificates, which includes a proposal for a smart readiness metric. 💡 Centre for Net Zero (Octopus Energy Group) & Energy Systems Catapult have been promoting the case for a 'Smart Building Rating' that incentivises the adoption of low-carbon technologies in homes. This allows consumers to automatically use and store clean energy when it is abundant - and save money on their energy bills. As of now (October 2024), that implies pumped hydro projects. Pumped hydro is the only viable solution for LDS right now, despite the complexity and long lead-times involved. Pumped storage remains the key to ensure the plan of having 82% of the Australian energy coming from renewables by 2030. To provide longer term policy certainty, an additional minimum objective will be legislated requiring the construction of 28 GWh of LDS by 31 December 2033 (the "2034 minimum objective"). This involves an additional 12 GWh by 2034 beyond the existing 2030 objective. Great to see today’s announcement from the NSW Government providing policy certainty for long-duration storage. The new target of 28 GWh by 2033, alongside the 8-hour minimum dispatch duration, reinforces grid reliability as we transition away from coal. Importantly, the improvements to the Long-Term Energy Service Agreements in ensuring that system resilience and security are valued. Increasing #localplanningauthorities’ capacity, to improve performance and #decisionmaking, providing a more predictable service to developers and investors; 6. Policies will enable the country to take advantage of new opportunities; 7. Committed to a clean #energy transition; and 8. Establishment of publicly-owned #GreatBritishEnergy to accelerate the rollout of renewables as part of the government’s effort to #decarbonise the UK’s electricity system by 2030; 9. New bill will allow local leaders to take control of #busservices; and 10. Legislation will establish #GreatBritishRailways, and bring train operators into #publicownership.
