Oregon maintained its status as a top performer in the region for infrastructure, consistently ranking between 3rd and 7th from 2011 to 2023. Despite this, the state's infrastructure competitiveness index saw a 4.2% decline over the years, indicating that Oregon's infrastructure performance has lagged behind in recent years. The 2023 Local Roads Congress Communiqué called for local governments to develop and implement road network safety plans and critical infrastructure resilience plans, integrating these into broader local government planning and reporting frameworks. This integration includes local transport network plans, asset and risk management plans, community strategic plans, delivery programs, and operational plans, with a commitment to report the progress to the community via annual reports. This topic will be revisited at the 2024 Local Roads Congress, continued discussion of which will allow stakeholders to assess progress, share best practices, and refine strategies to ensure the effective implementation and integration of these plans across various local government frameworks. This iterative process demonstrates a commitment to ongoing improvement and adaptation, ensuring that the safety and resilience of local road networks are maintained and enhanced in line with evolving needs and challenges. As befits it’s importance, this topic is also included in the draft communiqué for the 2024 Local Roads Congress, a copy of which has been sent to registered congress delegates for review and comment ahead of the congress next week. Today the Welsh Government have started consultation on the regulations to the Infrastructure (Wales) Act 2024 - https://lnkd.in/esBcY7VC Some quick bits: Having submitted a DNS application this week, it's nice to see that applications will only need an electronic copy (para 8.7) 😀 Variations can still only be minor or non-material (8.57) 😥 Performance monitoring for statutory consultees (9.20) and need for substantive response (7.47) but no mention of any remedial actions, if required 🤔 Fees (10.15) 🙃 Criteria in the regulations, rather than in other guidance, about the examination process (11.14) 😃 The Infrastructure Policy Statement gets a few references 😎 Guidance on in-person events for PAC to follow (7.38) 🙂 The deadline for consultation isn't until 13th December, my last working day of the year, but there are 121 pages to get through. Similar to the NPPF consultation that ends next week, I think it is important that you respond to consultation so to inform the policy/process that you will work within. Scottish Planning Does it again ... Whatever the rights and wrongs of Scottish Local Authorities decision making priorities for SRN sites, someone in the Scottish Government knows what they are doing and is doing it rather well. Last December "Scottish Government Planning Guidance: Digital Telecommunications" was published. https://lnkd.in/eqTjEUgj. It outlined in a most practical and transparent manner a number of technical aspects in simple, relatable language. Even if Planning is not your thing it remains an interesting and instructive read. (The Siting & Design section is a must for anyone with design responsibility to understanding how to draw together and account for all relevant factors) Last week, a new Planning Circular 2 was published, with similarly helpful, clear and practical guidance on the complex and often untransparent terms of the Scottish GPDO. https://lnkd.in/e34YbnSD A lot of the guidance (Annex G) is useful for sites across the UK. Would that some of our friends in Whitehall could find the time to produce English, Welsh and NI versions, in similar terms. At least now they have a working template to make it relatively easy. 😀
