Fleets deliver critical public services like police, fire and emergency response, trash pickup, road clearing and maintenance, the U.S. mail, public transit and the school buses that ferry our children to school. Private fleets move the goods and services we rely on every day, making sure stores are stocked, power lines are repaired, and packages are delivered. To achieve this, fleets use every type of vehicle imaginable, from passenger vehicles to tractor trailers and road graders. Twenty-five percent of all vehicles on the roads are in fleets, and fleets account for 20% of all new vehicle sales, supporting car, truck and specialty vehicle producers and their manufacturing supply chains. Fleets move some $10 trillion of goods and contribute $800 billion to the US economy every year. Fleet services keep America moving. Fleets are also improving their efficiency and reducing their environmental footprint while delivering these essential services. They employ a variety of low impact fuels including renewable diesel from waste products, renewable natural gas from landfills, hydrogen and electricity. They employ idling reduction technologies and advanced emissions controls, and even use AI to optimize routes. NAFA is the voice for the nation’s fleet managers. NAFA ensures policy makers understand the critical role of fleets, our accomplishments and ongoing goals, and works with them to craft policies that help fleets continue on this journey. The political landscape will have large scale impact on the trucking industry. We can see a clear example of this in the Senate Republican's recent opposition to the White House's electric vehicle agenda. Sen. Ted Cruz of Texas introduced a Congressional Review Act resolution aimed at halting a new NHTSA rule on fuel economy standards, which he claims is a "war against affordable gas-powered cars." This push is part of a broader Republican effort to challenge the administration's push for EVs and stricter fuel standards. The White House, backed by the Infrastructure Investment and Jobs Act and the Inflation Reduction Act, argues that these fuel-economy standards will save money, reduce pollution, and lessen reliance on foreign oil. Good afternoon! FHWA regulations conversations in the trucking industry are forming into a peculiar problem for most truckers with the new emissions policies set to take effect in the coming years. Republican lawmakers have been adamantly fighting against these new proposed improvisions and decisions referring to the emissions protocols that truckers will need in order to continue operating as a licensed carrier in almost all U.S states. Fighting back against these regulations comes months after Biden's climate correction proposal. “This one-size-fits-all regulation puts states with more small towns and rural communities that are not able to cut emissions by building a metro system, buying electric buses or building miles of bike lanes between communities at a significant disadvantage,” one of the reps stated to add more context to highlighting the impractical nature of the Federal Highway Administrations decision. Congratulations to Assembly Member Phil Ting and my client Coltura as well as co sponsors Coalition for Clean Air, Greenlining Institute, Union of Concerned Scientists, and Valley Clean Air Now on the passage of AB 2401 (Ting) from the California Assembly with a 72-0 vote! The bill updates the state’s Clean Cars 4 All program to shift the state's existing EV incentives and steer them to lower-income, high-mileage drivers with older, high-polluting vehicles, especially in disadvantaged communities. Coltura’s research shows that just 9% of all private light-duty drivers consume a third of CA’s gasoline. On average, these gasoline Superusers would save $589 a month on fuel alone by switching to an EVs.
