Today MAREC Action Executive Director Evan Vaughan is offering public testimony on HB 2277, which would codify Governor Shapiro’s Pennsylvania Reliable Energy Sustainability Standard (PRESS). MAREC Action views HB2277 as a strong piece of legislation - it represents the single largest new market opportunity for energy investment currently under consideration by any state legislature in PJM. Through HB2277, Pennsylvania has an opportunity to diversify its electricity mix with clean and reliable energy storage projects paired with wind or solar. MAREC Action is strongly supportive of the inclusion of energy storage in Tier 2 under HB2277. One note of concern about the legislation, however, is the strict limitations placed on regional market participants. The legislation as introduced prohibits any regionally sited clean energy projects larger than 150 MW from being able to participate in the Pennsylvania clean energy market. Leveraging the regional market for a portion of Pennsylvania’s electricity supply results in greater competition and the best outcomes for consumers. MAREC Action looks forward to continuing its work with the Pennsylvania General Assembly as the legislation moves forward. Expansion of alternative energy senseless #PA: In 2004, Pennsylvania implemented one of the most aggressive mandates to adopt wind and solar energy. At the time, less than 1 percent of net energy generation came from these sources. In 2023, after nearly $1.5 billion in subsidies, wind and solar generated less than 2 percent. So, what’s the point? That’s the question Gov. Josh Shapiro must answer before any expansion to Pennsylvania’s Alternative Energy Portfolio Standards (AEPS). Happy to share a report I prepared for the office of Dr. Brad Pettitt MLC covering a survey of the Western Australia Renewable Energy Transition - Headwinds and Barriers for the South West Interconnected System (SWIS). The report was launched publicly yesterday via an article in The Guardian with a follow-up interview on Radio Nation RN Drive with Andy Parks and Brad. This is a very important conversation that the state government needs to engage the Western Australian community on. The government is to be congratulated on a number of renewable energy related initiatives including Collie coal closure, the roll-out of utility scale battery storage, SWIS Demand Assessment vision of 50 GW and 4,000km of HV transition by 2042, roll-out of the EV charging network, rooftop solar support, the Distributed Energy Roadmap etc. – all positives. The policy towards public investment in critical infrastructure to support large scale renewables (wind and solar farms) with the emphasis on ‘user pays’ throughout, including deep network augmentation, is a major obstacle for the clean energy transition and the associated investment of much need private capital. The LDES Council is pleased to see states like New York helping to advance LDES deployments, aligning with their target of 6GW energy storage by 2030. Supported by a $5 million investment, New York State's "Renewable Optimization and Energy Storage Innovation Program" is the latest signal that #LDES is being embraced as a powerful #decarbonization and grid flexibility solution. New York’s solicitation will foster clean energy #innovation, including for LDES deployment, and is projected to reduce future statewide electric system costs by nearly $2 billion and help eliminate the state's most polluting fossil fuel power plants. As energy grids increasingly rely on variable wind and solar PV, the need for longer duration energy storage solutions will grow. The LDES Council is excited to continue these discussions at the Australian Clean Energy Summit 2024, which will be held July 16-17 in Sydney. Julia Souder, along with several LDES Council members, will attend this event, which will bring together policymakers, investors, and leaders driving Australia's energy transformation. In New South Wales, LDES technologies are becoming integral to the state's energy system. As the state prepares to phase out its remaining coal-fired power stations over the next decade, the NSW government seeks a gigawatt of long duration storage, equating to at least eight gigawatt hours. The United States aims to achieve 100% clean energy by 2035, but a recent nationwide analysis by USA TODAY suggests that this goal is increasingly challenged as local governments block green power initiatives at a faster rate than they're implemented. Approximately 15% of U.S. counties, including those in Iowa, have effectively impeded the construction of new utility-scale wind and solar installations. The opposition to renewable energy is multifaceted, stemming from various groups with diverse objections, leading to a significant curtailment of clean energy development. Although renewable energy use is growing in the U.S., barriers such as zoning restrictions and political resistance hinder progress. Despite these challenges, wind and solar energy remain the most economical solutions, with costs declining significantly in recent years. While some states lead in renewable energy adoption, others face opposition driven by concerns over change and local interests.
