BREAKING: EU lawmakers and the German government have come to an agreement that will allow new CO2 targets for trucks to enter law. The Commission, Parliament and Council agreed that the Commission will make a proposal to register heavy-duty vehicles running only on e-fuels as early as next year. Truckmakers will be required to cut emissions from new trucks by 45% in 2030, 65% in 2035 and 90% in 2040. T&E is calling on MEPs to sign-off on the legislation without delay to give clarity to Europe’s truck industry. #TrucksCO2

Today, the Council of the European Union ratified the revision of the #CO2standards for #trucks and #buses, the EU’s flagship legislation to curb greenhouse gas emissions from the heavy-duty vehicle sector. 🚚 🚌 The regulation sets CO2 emission reduction targets and widens the scope of vehicles covered. Manufacturers are now mandated to comply with a 90% reduction of emissions of new trucks by 2040 relative to 2019 levels. Heavy-duty vehicles that made up 92% of sales in 2023 are now covered. The Biden administration unveiled its final tailpipe emission standards for light- and medium-duty cars in model years 2027-32 on Wednesday, with an aim toward driving electric vehicle deployment and uptake. The standards issued by the US Environmental Protection Agency represent the most stringent clean car rules in the US, although the final version was softened a bit from an earlier proposal to provide manufacturers more time to comply with the strictest mandates. And it's done! After a long year of debate, ministers in the Council of the European Union agreed to the CO2 standards for trucks and buses this morning. This is the final, final rubber stamp on a long political process, and now means: ⬇ New trucks must to emit 43% less CO2 in 2030 than in 2019, 64% less in 2035, and 90% less in 2040. 🚌 Every city bus will be zero-emission by 2035, and 90% of them by 2030. ZE shares have been soaring in this sector, reaching over 40% by the end of last year, and that's without any supply-side regulation. 🚛 More types of vehicles are now regulated. Over 90% of all new truck and bus sales are covered by the revised CO2 standards, up from 65% under the original standards. The regulation should be published in the Official Journal of the European Union in a few months. The standards will be reviewed again in 2027, with lots of elements to be considered by the Commission (including CO2 neutral fuels, off-road vehicles, retrofits, and an LCA methodology). As tailpipe emissions reduce to zero, green steel is a key piece of the puzzle when it comes to decarbonising road transport. Using just 40% steel made with green hydrogen and electric arc furnaces, or produced from scrap by 2030 could save the same amount of CO2 from 3.5 million cars annually. It is also relatively cheap. Using green steel can massively cut the climate impact of car production for as little as €57 a vehicle. Europe has a huge opportunity to tap into this market as an industrial leader. The auto industry can become a lead market for green steel production in Europe… but lawmakers must set content requirements to make this a reality. The ongoing revision of the End of Life Vehicles regulation (ELVR) offers an opportunity. The EU should use this to set green steel targets for carmakers to unlock its potential for Europe. Today, EPA finalized a new regulation aimed at reducing emissions from heavy-duty vehicles and supporting the transition to zero-emission freight. This is a step in the right direction to encourage investments in the transportation sector and spur growth in the U.S. commercial vehicle industry as the market for zero-emission heavy-duty vehicles expands both domestically and abroad. “EPA’s new heavy-duty vehicle standards represent a step toward reducing emissions and advancing the transition to zero-emission freight, providing a necessary signal for investment in charging infrastructure and bolstering U.S. manufacturing to meet 2030 climate goals,” said John Boesel, CEO of CALSTART. “This regulation will spur investment and innovation that will result in accelerated growth of the domestic zero- emission commercial vehicle industry. With a provisional Euro VII (7) agreement on the table, T&BB decided to analyse the proposed legislation with a fine-tooth comb. For the first time, the standards cover cars, vans, and heavy-duty vehicles in one single document. A major change in Euro VII compared to Euro 6 standards, is the introduction of limits on particulates emitted from the exhaust, brakes and tyres. Besides gas emissions and particulates, the legislation sets limits for battery durability incorporating what the European Commission calls, a “whole vehicle approach” as opposed to just engine testing. European Automobile Manufacturers' Association (ACEA) has been a constant dissenting voice, slamming the proposed standards as too severe, unrealistic, and too costly by citing a lack of support both in terms of funding and critical infrastructure. As the dust settles, T&BB will keep you up to date with the developments surrounding Euro VII. The proposal still needs to be formally endorsed and then adopted by both the European Parliament and the European Council (EC) before becoming law. Weakening regulatory support for EVs in response to declining sales is like removing traffic lights from an intersection in response to more drivers running reds. It's bass-ackwards and utterly asinine. If one is not on track to meet an environmental target, the solution is (obviously!) not to delay or axe the target (ahem, Scottish Government) but to increase efforts to achieve it. Declining EV sales require government intervention, not passivity or worse, retreat. Backward-facing EU lobbyists and lawmakers calling for the delay of the combustion ban should be bundled into the back seat, with the child-locks on.
