Why Don’t We See State-Mandated Minimums for Cannabis Pricing? For alcohol and other industries, price floors exist to prevent race-to-the-bottom pricing or undercutting. So, why doesn't it exist in cannabis? Some possibilities: States want to encourage market competition. They’re concerned about pushing consumers to black market. They aim to avoid overregulating a maturing industry. With cannabis prices fluctuating heavily, minimum pricing could create much more stability.
