CDT's Maddy Dwyer recently published a report shedding light on the ways that data and technology can mitigate some of the problems that child welfare agencies face, while also recognizing its inherent risks: 1️⃣ Identify the problems data/tech may solve & potential harms it could bring. #TechAssessment 2️⃣ Engage affected stakeholders, from caseworkers to foster youth. #StakeholderEngagement 3️⃣ Establish/enhance inter- and intra-agency data and tech governance. #DataGovernance 4️⃣ Implement & manage AI tools safely & responsibly. #AIEthics 5️⃣ Be diligent in vetting third-party vendors. #VendorManagement While these recommendations are relevant for all data and tech uses, they are particularly crucial as more public agencies look to leverage AI tools. NEW RESEARCH: A new CDT report from the Civic Tech team explores how data and technology can help mitigate problems in child welfare agencies. It offers recommendations to maximize benefits and minimize harms. Across the country, child welfare agencies work with over 390,000 youth in foster care annually. They ensure safety and wellbeing but face challenges like agency coordination, biased data, and high social worker turnover. To tackle these issues, agencies are using data and #AI tools. While promising, these technologies risk entrenching racial and socioeconomic disparities, stigmatizing foster youth, and compromising #privacy. Recommendations include identifying potential harms, enhancing data governance, and vetting third-party vendors. These steps are crucial as more agencies adopt AI-powered tools. This recent story about using AI to assist child welfare decision-making leads to more questions than answers for me. When the report's author says "Data isn't biased," he's technically correct, but when the historic data is based on decades of decisions that removed more Black and Brown children from their parents than white children, I have to wonder exactly how the algorithm is trained to counter bias. The author also discusses nuances of the tool and how the workforce responds to the result. Well-worth the 5-10 minute read.
