"Our report seeks to start an inclusive conversation that reminds us of culture’s power and strength in difference, as we approach milestones that will help frame and reinforce its position. It is not intended to resolve or offer a universal definition of culture as a public good. It is also complemented with an overview on definitions of public good in economic and social terms; as well as a series of considerations and recommendations, which we hope will help clarify and demystify the concept of culture as a public good, and contribute to developing a nuanced narrative that is relevant to arts, culture, heritage, and related sub-sectors".

According to cultural actors in the Oulu2026 area the impression of the artistic quality of the programme at the starting point is quite good. On May 3, the Minister of Culture Jakob Engel-Schmidt, along with other Nordic and Baltic Ministers of Culture, signed a joint declaration committing to closer cooperation to meet the increasing challenges facing the cultural sector. As the announcement states: "There is an urgent need to step up preparedness and contingency planning for the protection of cultural heritage and for maintaining cultural activities during crises, heightened states of alert, or war. That is the message from the Nordic and Baltic ministers for culture. In a joint declaration, they commit to closer collaboration to address the increasing challenges facing the cultural sector.” It will be interesting to see if this leads to increased political attention and resources for the protection of culture and cultural heritage in the event of a crisis in Denmark. 🎯 Earlier this spring, the Minister of Culture of Latvia collaborated with the Nordic, Lithuanian and Estonian ministers of culture on a joint declaration to safeguard #cultural #heritage and maintain the cultural activities during times of confrontation. It came about as a response to current regional security circumstances, making it an exemplary speedy, proactive joined action enabling regional partners to address possible future challenges jointly. In order to enhance the #Nordic and #Baltic cooperation and stand strongly, we need to work together, also on the matter of culture preparedness. The declaration covers protection of culture heritage during crisis or war, because by embodying national identity and resilience it can become a target. The role of culture goes beyond tradition and affinity – it encapsulates foundational values that our society is built on. In the light of the latest events, the Icelandic presidency of the Nordic Council has prioritized reinforcing cultural relations by culture collaborations to secure peace and security. Fostering cultural ties across the Nordic and also the Baltic countries and taking practical #proactive steps for protecting cultural values, can deepen the understanding of the need for such #preparedness, as well as enable open dialogue and collective efforts for peace and development.
