"According to a press release posted on the Senate Committee of Commerce, Science and Transportation website, the Cantwell-Cruz substitute amendment includes the following for the UAS/Drone/AAM industry: *Modernizing the National Airspace System and Leading Global Aviation Innovation *Modernizes FAA Systems: The bill requires the FAA to complete the last stage of NextGen by December 31, 2025, and upgrade the National Airspace System with the latest software and infrastructure. *Plans for Future Airspace Technology: The bill provides the FAA with resources and direction to complete the next stage of airspace modernization by deploying new air traffic management and surveillance technologies and incorporating the lessons learned from previous modernization efforts. *Facilitates Commercial Use of Drones and Unmanned Aircraft: The bill directs the FAA to establish a pathway for beyond visual line-of-sight operations and create two additional test sites for companies to start using unmanned aircraft (UAS) for package delivery or other operations. The bill also gives the FAA enforcement authority to prohibit unauthorized or unsafe use of UAS. *Extends the BEYOND program: The bill continues the BEYOND program, launched in 2020, for five years. This legislative funding package, which was approved by the FAA on 10 May, includes a substantial allocation of $105 billion over five years, to be utilized for various FAA initiatives ranging from aircraft certification and oversight, to technology upgrades at airports, as well as hiring additional air traffic controllers and inspectors to address the current workforce shortage. Most importantly, the recent passage of this legislation was correctly viewed as essential for continuing the momentum towards more effective drone regulations. Notably, the bill includes directives for the FAA to issue a Notice of Proposed Rulemaking (NPRM) on beyond visual line of sight (BVLOS) drone flights within four months of enactment, addressing one of the most significant hurdles for the scalability of drone operations. The FAA Reauthorization act will provide the FAA with stable funding and clear directives to prioritize and expedite the integration of drones into national airspace, which is crucial for industries relying on drone technologies for advancements in delivery, surveillance, and other applications.

Dimitris Zissis informed me of the new Maritime and Coastguard Agency general exemption for USVs below 2.5 meters (MGN 702(M)). First of all, this is a step in the right direction. However, I see some limitations. A typical use case for such USVs is bathymetry, monitoring of sub-surface installations, etc., which can include using the USV as a launch and recovery vessel for small ROVs and AUVs. So, this exemption might limit such operations with the following conditions: - The vessel is not permitted to tow another vessel or object - The vessel is not permitted to be fitted with a lifting device - The vessel is not permitted to operate as a mother vessel This makes me wonder: Is a tethered ROV considered a towed object, or does the cable make the USV and ROV a single object? :) MGN 702(M): https://lnkd.in/dUbqp6uE

The Northern Ohio Air Mobility Team is quickly advancing the critical infrastructure elements to make drone flights a safe and innovative tool for cargo and package delivery, emergency medical services and eventually air taxi. Our eco-system of suppliers, manufacturers, academic and federal institutions is leading an economic development journey and we welcome those who would like to participate.
