How can a common definition of #resilience across stakeholders of #infrastructureprojects streamline activities? Which #financing mechanisms does the #privatesector need to standardize to increase #funding towards #resilientinfrastructure?   The Infrastructure for Resilience #Forum recently organized by the OECD-OCDE discussed improving the #financing of #climateresilientinfrastructure: the efforts needed to realize the value of enhanced #climateresilience, and the critical importance of enhanced collaboration between the public and #privatesectors to enable finance to flow at the required scale. This plenary session shared experiences of how climate resilience has been financed, in particular for countries with limited fiscal space, and how #internationalinvestors and donors can support the discussion on improving climate resilience. Marie Lam - Frendo, #Meridiam’s Chief Strategy Officer, presented Meridiam’s approach to #urbanresilience financing, and the use of #blendedfinance through #TheUrbanResilienceFund (#TURF). To scale such financing models, #resiliencestandards and tools should continue to develop, while underpinning the right policies - in particular in #emergingcountries, that are disproportionately affected by #climatechange. Infrastructure standards and labels integrating resilience and #sustainability guidance can help in mainstreaming resilient infrastructure financing, by providing a signal that climate risks have been identified and managed in infrastructure projects. #Capacity and #capabilities at the sovereign/city level to support the delivery of resilient infrastructure should become a priority in #EMDEs, and be supported by bilateral and multilateral actors. The OECD’s report on Infrastructure for a Climate-Resilient Future points out that climate-related infrastructure failures lead to significant economic losses undermining well-functioning societies & economies. It notes that significantly more investment is needed annually to make infrastructure resilient, with regional & local governments having to fund much of it. It recommends mobilising finance & new funding approaches across all levels of government, integrating climate risk into infrastructure planning & project selection, unlocking nature-based solutions, & adopting a place-based approach to help embed local characteristics when setting policies about climate resilience. In recent months, the Government of Canada has taken several steps that may alter the regulatory system for natural resource and infrastructure projects, specifically "clean growth projects". Key developments include amendments to the Impact Assessment Act and and steps to improve the administration of the regulatory system. Great piece out today from Michel Kelly-Gagnon on Canada’s regulatory environment for major project review. Some key lines: "It is economic growth that gives us the means and inclination to better deal with environmental degradation and ultimately even reverse it. In short, the richer we are, the easier it becomes to protect the environment." Also: "Environmental assessment of a large energy project must be coupled with an assessment of its impact on: the national economy, job creation, investment opportunities across the country and on Canada’s reputation (...)  Another important criterion that should be considered is: How will the project impact the geopolitical interests of Canada and its democratic allies?"
