Ahead of tomorrow's York and North Yorkshire Combined Authority mayoral election, a few key points on what devolution means for our region: - Devolution sees the government hand over decision-making powers to local political leaders and provide millions of pounds in funding to shape major policies and projects on a regional level - A 30-year devolution deal for York and North Yorkshire, with an investment fund of over £500 million, was announced in August 2022 - North Yorkshire Council launched on 1 April 2023, replacing the previous two-tier system - The York and North Yorkshire Combined Authority was launched on 1 February 2024 - The new mayor will lead the Combined Authority, working with local leaders to bring more money into our region. General Election 2024: “Labour has no excuses – it must deliver for the North East” As we get used to a new political landscape following a seismic shift in Britain’s political makeup, all of the North East’s and Cumbria’s constituencies bar Stockton West, from Darlington to the Scottish border, are now represented by The Labour Party MPs. This even includes seats such as Hexham, which has elected Joe Morris as the first Labour MP in the Northumberland constituency’s 140-year history. Coupled with the party’s performance in the local elections and Kim McGuinness becoming the first elected North East Mayor in May, Labour have never had a stronger mandate or a better opportunity to achieve lasting and positive change for the region. The North East’s business and community leaders have been quick to comment on Labour’s landslide election victory and have called on new Prime Minister Sir Keir Starmer and his party to “deliver for our region” and create “a stronger, fairer North East”, whilst offering their support and partnership on a range of issues and projects. The Devolution Bill represents the greatest constitutional change for a generation, moving power out of Westminster and back to local areas. Devolution will be the new default setting, meaning places will be granted powers without the need to negotiate agreements where they meet the governance conditions. Local leaders will be able to formally request additional powers aand the Government will be required to either devolve them or gove reasons for not doing so. Devolved areas now account for almost half of England's population and more than half its economic output. However, the inconsistent, deal based and patchwork approach has left too many levers for growth in the hands of central government, and too many institutions with different powers and governance arrangements. England is one of the most centralised economies in the world and has some of the highest levels of geographic inequality. These two things are linked. Westminster does not have the local knowledge, capacity and flexibility needed to take advantage of every opportunity available in every area.

Local government reorganisation in North Yorkshire unlocked funding for devolution and formed a unitary council for North Yorkshire. This means instead of seven district and borough councils in North Yorkshire, there is one unitary council for North Yorkshire (North Yorkshire Council) working alongside City of York Council with one combined authority. 🚀This arrangement means more decision making has moved from central government to local leaders who know our area best. While the region is officially labeled as the ‘East Midlands,’ it currently only encompasses Nottinghamshire and Derbyshire. The full devolution settlement for our area remains incomplete until the remaining regions secure similar or equivalent deals. Central government’s indecisiveness has prolonged this process, and local residents eagerly await the outcome of the upcoming general election to gauge potential changes under a new government. 📊 Prioritization Challenges in Leicestershire In Leicestershire, we find ourselves further down the priority list when it comes to funding decisions and devolution powers. While Labour champions the acceleration of the devolution agenda, we recognize that the devil lies in the details. Politically and technically complex discussions lie ahead, and navigating them requires finesse and some grown up decision making! 🔍 The 4D Chess Game of Uncertainty Across the region, The situation still resembles a high-stakes game of 4D chess. Certainty remains elusive, and businesses crave stability. On Monday (Easter Monday and April Fool's Day) some of us gathered in York to read the Yorkshire Declaration - 50 years to the day after the Westminster Government effectively abolished the Ridings of Yorkshire. Despite decades of talk of devolution, empowerment and latterly 'levelling up' the truth is that power and money have simply been moved to London. Even today, the new mayoralties, only receive a fraction of the resources and decision-making power that the North of England used to have for itself. By global standards England is hyper-centralised and the result is massive regional inequality and sense of chronic powerlessness for people and Northern institutions—who must beg for resources from Whitehall. This cannot go on. We need meaningful regional devolution—as one part of a constitutional revolution—and #Yorkshire is the ideal place to start. https://lnkd.in/eF3uh-Dx
