By taking into account the significant potential new and renewables resources in Indonesia (and in order to meet the Indonesian national target to reduce emissions), the Indonesian Government has sought to continue the acceleration of renewable energy development. The Indonesian Government is currently contemplating the Draft New Renewable Energy Law which is anticipated to fill in certain regulatory gap on the energy transition and development of (all) new and renewable energy in Indonesia. The national efforts to enhance the Indonesian regulatory framework is instrumental to improve the bankability of Indonesian renewable projects. We discussed the Indonesian regulatory outlook on the renewable energy in this guide and would be happy to hear your thoughts on this subject matter.

We are pleased to present our latest contribution to the Vietnam chapter of Lexology In-Depth: Renewable Energy Law 2024. Vietnam is rapidly emerging as one of ASEAN's fastest-growing renewable energy markets. In the first seven months of 2023, renewable sources accounted for 13.8% of total energy generation, with significant contributions from solar and wind power. The Power Development Master Plan (PDP 8), introduced in May 2023, aims to increase renewable energy to 50% by 2030 and nearly 70% by 2050. Despite this progress, regulatory challenges have hindered further advancement, hence need to be managed properly. This chapter, authored by Partner Hong Bui and Senior Associate Bao Nguyen, reviews key market and legal developments, policy and regulatory landscapes, and future outlooks for renewable energy projects. With the time and the PDP8, now, a better ground has been established for this energy sector to grow more sustainably. A significant endeavor has been made by the Government of Indonesia to develop the Power Wheeling scheme under MoEMR Reg. 11/2021. The scheme aims to encourage public and private sectors to participate collaboratively in the integration system to distribute electricity generated from renewable energy sources by allowing independent power producers to transmit their electricity to end-users via the electrical power system. To date, the Government of Indonesia has also enacted MoEMR Reg. 2/2024 as an extension of the Power Wheeling scheme, encouraging more private sectors to participate in generating electricity via Rooftop Solar Power Plant Systems. However, some controveries are arisen by the development of Power Wheeling since it deems opposite from the constitution.
