With the final draft of the All-Island Strategic Rail Review now published, the question turns to potential funding. Is there the budget or indeed the interest within the Northern Ireland Executive to commit an average of £310m per year for 26-years (at current prices) to implement the recommendations in full? #CivilEngineering #RailwayInfrastructure #VickerstockConstruction

"EU Transport Ministers today agreed on a General Approach on the Proposal for a Regulation on the use of #railway infrastructure capacity and took note of the progress on the Combined #Transport and Weights & Dimensions Directives. Part of the #Greening Freight Transport Package, this legislation is vital to the rail sector as its impact will bring forward crucial changes to modal shift.  The #EUCouncil’s new draft of the #CapacityManagementRegulation of the #GreeningFreightPackage is causing adverse reactions, especially among the #European rail freight sector. For example, the new version delays the Regulation’s implementation by three years. Moreover, the roles infrastructure managers (#IMs) in the Regulation have been changed by the #Council. #railfreight #railfreightnews #railcargonews

This is currently the single biggest challenge to the UK rail industry which impacts investment in resources, plant and materials, innovation and overall efficiency and effectiveness of the globally significant UK Rail Sector. And not just in its effects on our ability to manage and improve our own economic growth, but also in the significant role and therefore foreign revenue of the international market, of which the UK has long been a significant if not leading player

This is exactly the problem that AI predictors are very suited to. Controlling costs starts with an accurate expectation of what the cost is likely to be. We spend vast amounts on estimating, forecasting and reporting. We do this because the only thing we can change is the future. The better the forecast, the better the opportunity to make good decisions. That is not a perfect solution but augmenting current methods with AI helps is be better. And it’s not even hard to do. What an amazing time we live in!!

Over 50% of rail freight in Europe today crosses at least one national border. Meanwhile, railway infrastructure is managed on a national basis with limited international coordination. Unlike other modes, this means rail freight is attempting to operate international services on a patchwork of national networks. The position of the Council of the European Union adopted yesterday would not resolve this situation. If policy makers are serious about achieving the agreed 2030 target of growing rail freight volumes by 50%, we need an ambitious approach to capacity management which delivers an internationally agreed framework. This must include: 1️⃣ Binding European rules which deliver a Single European Railway Area 2️⃣ Real incentives for capacity and temporary capacity restrictions to be managed and coordinated in a good way 3️⃣ An implementation plan that brings benefits to the sector as soon as possible It is still possible to arrive at a good agreement in Trilogue negotiations, but ambition is needed to deliver a truly European capacity management system. 🇪🇺 ERFA-European Rail Freight Association
