Each university should define a distinct area of expertise that sets it apart from others in the country, tailored to the geographical and demographic context of its location. For instance, a university situated in a desert environment should focus on desert sciences, water exploration, solar energy, and related fields. This specialisation requires supporting disciplines and tools aligned with the specific scientific needs of the desert environment. This does not imply that the university will disregard other fields. However, a significant portion of its resources should be dedicated to supporting its area of excellence in technical, economic, commercial, and social specialisations. Consequently, within a country, we might find universities focusing on desert sciences, marine and water sciences, seawater desalination, renewable energy, artificial intelligence, and more. Each university’s specialisation should be established through consultation, dialogue, and coordination among universities, guided by the Ministry of Higher Education and other relevant ministries.
