EU Packaging and Packaging Waste Regulation Advances 👏 The European Parliament has recently given tacit approval to the EU Packaging and Packaging Waste Regulation (PPWR), a pivotal step forward in the legislative journey. This regulation was adopted on 27 November without a vote, following the absence of objections from MEPs. 💡 Key Milestones: - Publication: Set for the Official Journal of the EU. - Implementation: Expected to enter into force at the beginning of 2025, with an 18-month transition period. - Differing Provisions: Includes various provisions with differing transition periods. Next Steps: The final legislative hurdle involves approval by the Council of the EU, scheduled for either 16 December at the Transport, Communication and Energy Council or on 17 December at the Environment Council. 👕 The Waste Framework Directive (#WFD), on which the European Parliament voted its report last month, is set to be a game-changer, with Extended Producer Responsibility (#EPR) schemes at its core. 🤔 But how can we ensure that EPR schemes effectively reduce textile waste while following the waste hierarchy principle? 🔜 In view of the upcoming Council Presidency's compromise, RREUSE and MUNICIPAL WASTE EUROPE have joined forces to release key recommendations to preserve municipalities' responsibilities and social enterprises' collection schemes, ensuring that EPR schemes operate in accordance with EU legislation: 🌍 Respect the diversity of national contexts; ☑️ Grant decision-making power to social enterprises and municipalities in the design, functioning and governance of EPR schemes; 💰 Ensure comprehensive cost coverage through EPR schemes; ⏱️ Avoid competition between Producer Responsibility Organisations to ensure that EPR fees will be high enough; 👚 Set up separate EPR schemes for bulky waste with textile composition. 🌍 One key highlight from Draghi’s report is the focus on pricing externalities, which I strongly agree with. At present, incineration and landfilling often outpace recycling and other preferred methods at the top of the waste hierarchy, largely because economic systems are designed to favour disposal. 💡 Currently, roughly half of municipal waste and the vast majority of industrial and construction waste end up being disposed of (either burned or landfilled). It’s encouraging to see that Draghi advocates for including incineration (and landfilling) under the EU ETS. ♻️📉I recommend combining this price incentive with the mandatory sorting of waste prior to incineration/landfilling. Let’s just hope this inclusion doesn’t lead to merely applying CCS on incinerators – which wouldn’t address the underlying issue of disposal and the need to extract new materials in the future. 🔄🚯 #Sustainability #CircularEconomy #WasteManagement #ClimateAction #GreenTransition

The European Union has recently approved revised waste shipment rules in an effort to improve waste management and reduce environmental impact. The new rules aim to streamline the procedures for shipping waste between EU member states and non-EU countries, while also tightening controls to prevent illegal waste trafficking. One of the key changes in the revised rules is the introduction of a more stringent notification procedure for shipments of certain types of waste. This includes requiring exporters to provide more detailed information about the waste being shipped and the intended disposal or recycling methods. Additionally, the rules now prohibit the shipment of hazardous waste to countries outside the EU that are not party to the Basel Convention. The revised rules also include stricter monitoring and enforcement measures to ensure compliance with the regulations. This includes increased cooperation between EU countries and better coordination with international partners to tackle illegal waste trafficking activities. Overall, the EU's approved revised waste shipment rules represent a significant step towards improving waste management practices and protecting the environment. Last week, EU parliament finally approved the Packaging and Packaging Waste Regulation (#PPWR). As part of the #EuropeanGreenDeal and driven by the ever-increasing amount of packaging waste in the EU, the #CircularEconomyActionPlan sets out key measures on the EU’s way towards a #CircularEconomy. #PPWR will be a key building block within this transition and its objective to make sustainable products the norm.
