💡 EU Validation Workshop: Driving the Future of Elderly Care On the 5th of September 2024, the Eldicare 2.0 consortium conducted a workshop to validate the methodology and findings of the report, EU Blueprint: The Visioning of the To-Be Elderly Care Providers. The workshop explored the impact of COVID-19 on older people and their care, identified existing skills gaps, and assessed the evolving needs of the workforce in this critical sector. Key insights from the discussion: ✅ Uniform skill gaps across Europe, including language, digital, and entrepreneurial skills. ✅ Migrant workers are essential to elderly care, but there’s a pressing need to improve the recognition of their qualifications and offer legal support to employers navigating migration policies. ✅ A holistic approach involving governments, VET providers, and local authorities is crucial to creating a person-centred care system. ✅ Digital skills are vital for both online training and on-the-job technology use, while more research is needed to address the financial burden of training. Key stakeholders—from the #EU, OECD - OCDE, World Health Organization, International Labour Organization, and beyond—gathered to pave the way for sustainable, high-quality care solutions. At the event, EFFE’s General Delegate, Aude Boisseuil, emphasized the unique challenges facing domestic & home care workers employed by families and individuals. She highlighted the crucial need for formal recognition and support for this sector, which often lacks adequate legal and professional structures. The General Delegate underscored the need for: 🔹 𝗗𝗲𝗰𝗲𝗻𝘁 𝘄𝗼𝗿𝗸𝗶𝗻𝗴 𝗰𝗼𝗻𝗱𝗶𝘁𝗶𝗼𝗻𝘀 for workers who perform diverse essential roles—from childcare to eldery care and daily household tasks . 🔹𝗥𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝘃𝗲 𝗼𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻𝘀 that support user-employers, helping them access collective bargaining and formalize employment. 🔹𝗦𝗼𝗰𝗶𝗮𝗹 𝗱𝗶𝗮𝗹𝗼𝗴𝘂𝗲 𝗮𝗻𝗱 𝗳𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝘀𝘂𝗽𝗽𝗼𝗿𝘁 to make declared work affordable, tackling undeclared work, and ensuring sector sustainability. 💡 According to Eurostat, in the EU among those aged 75 and over, almost 90% require help, but fewer than 42% receive it. 💼 Public spending on professional long-term care is low, representing only 1.7% of GDP in 2019. 🇪🇺Long-term care needs are expected to grow tremendously in the EU over the next few decades, and it is not just about those aged 65+. In 2024, the European Commission's Joint Research Centre reported a staggering increase in demand within the elderly care sector. By 2070, approximately 21% more individuals aged 50 and older are estimated to require long-term care, compared to the demand in 2020. 🌍Expanding the workforce is a crucial starting point to tackle this challenge. An essential aspect of this strategy is ensuring that the workforce is not only sufficient in numbers but also highly skilled to meet the pressing needs of long-term care recipients. 💻With global technological advancements, the nature of long-term care is evolving. Care providers must now be digitally competent to utilize an array of digital assessment tools and monitoring systems to ensure high-quality care. Eldercare 2.0 addresses this need by updating current occupational profiles with essential new skills for elderly care practitioners. In addition to digital literacy, it emphasises other emerging skill areas such as green skills, entrepreneurship, and patient-centred care. Diversity, equity and inclusion in healthcare, in particular Aged Care, is an important topic that hasn't been discussed widely in a broader context than looking specifically at the New Zealand or Pacific people's cultural foundations. In NZ healthcare where a lot of our workforce have immigrated from the likes of the Philippine's, India, UK and other countries, it's important all those new to NZ are supported into the NZ healthcare systems culture. For example, a manager placing two people of different economic status together in the workplace where one is senior to the other, should take into account their ethnicity origins and cultural status. It may be challenging for a Doctor from a lower socio-economic part of India for example, to give directions to a Nurse who is from a much higher socio-economic background in the same country. Will a female Doctor have an effective outcome in directing a male Nurse from countries where females may be seen as subservient to males? Not only is their working relationship influenced by working in aged care in NZ which may be a completely new and different clinical setting, but both have biases which may affect their ability to work effectively together.
