It's #ThrowbackThursday again. In 2017, we built one of the most fish-friendly hydropower plant in Europe. It is located in Öblitz on the River Saale and runs on three #DIVETurbines, each of which produces 300 kW of clean electricity. The high fish-friendliness is due to a modern fish ladder, a horizontal fine rake and the speed variable #DIVETurbines themselves. They have a gap-free runner with only three blades and very low speeds, especially in the partial load range. Thanks to the unique design, the power plant is not only fish-friendly, but also completely flood-proof. The Bonneville Dam on the Columbia River in the United States has helped restore fish populations, particularly salmon and steelhead. These fish ladders allow fish to bypass the dam and continue their migration upstream to spawn. Similar projects have been implemented at various hydropower dams worldwide to mitigate the impacts of dam construction on fish populations. Additionally, some hydropower projects have adopted innovative turbine designs and flow management strategies to minimize harm to fish populations. The tragic landslides at Wayanad seem to have pushed the Ministry of Environment, Forests and Climate Change (MoEFCC) to once again bring out the Draft Notification for declaring critical parts of the Western Ghats as Eco Sensitive Areas (ESA). It is now open for comments. This is good, and one hopes that at least this time, it will finally culminate into a formal, legally binding notification, and that too without any significant dilutions. Already the area to be declared as ESA has been significantly cut down from what was recommended by the first panel, the one headed by Prof. Madhav Gadgil. The Draft Notification lists a number of activities that will be restricted in the areas declared as ESA. One area of serious concern is hydropower projects. The construction of hydropower projects, including access roads and other related infrastructure can have huge impacts on the eco -sensitive western ghats. The Draft Notification is contradictory on hydropower. One one hand, it prohibits any Red Category industry. As per the CPCB list, this includes hydropower projects with capacity great than 25 MW. Yet, through a Note, the Draft Notification allows hydropower projects, albeit with some conditions which are gross insufficient to ensure protection of the ESA. Also, given the past record of implementation of such conditions they do not inspire optimism. Why the hdyropower provision has become much more important, however is because of the large number of #PumpedStorageProjects or PSPs planned in the western ghats. Importantly, when the Gadgil and Kasturirangan committees gave their reports, PSP projects were no-where on the horizon - at least on not such a scale. Given this new reality, the regulations and restrictions on the hydropower projects in the Draft Notification must revised and made more stringent. PSP should not be allowed in the ESA, and in other parts of the WG, must be undertaken only when proven as a last resort, with several precautions including proper EIA, cumulative impact assessments, avoiding forested and other sensitive areas, and most important, informed consent of local gram sabhas (the last one recommended by KR committee for its ESA zones, need to extend to entire WG). The Draft Notification also mentions consent but only for areas and communities covered under FRA. #WesternGhats #WesternGhatsEcoSensitiveZone

With an average age over 60 years, today’s hydropower fleet continues to operate much of the same equipment that spurred the precipitous decline of migratory fish populations throughout the world’s major rivers, including the St. Lawrence. Natel’s work has demonstrated that it is now possible to design and operate turbines that achieve over 98% survival of key migratory fish species like the American eel, while attaining the high performance and form factor demanded by today’s hydropower industry. The current and upcoming refurbishment and relicensing of hydropower projects throughout Canada and the United States provides a timely opportunity to embed fish-protective technology at the core of the energy system. We will explain the fundamentals of Natel’s turbine designs, demonstrate high long-term survival rates (over 99% for American eel and other migratory species), and describe how hydropower project owners, hydropower turbine manufacturers, and communities can work with Natel to achieve fishsafe validated turbine upgrades throughout the fleet wherever hydropower overlaps with migratory fish.
