📣 NEW PAPER ALERT 📣 - Advancing inclusive innovation policy in the UK's second-tier city-regions available open access online now at Review of Regional Research https://lnkd.in/e2_76svu In this paper, Rick Delbridge Elvira Uyarra David Waite Rob Huggins, Kevin Morgan and I explore lessons on inclusive innovation policy through city-region approaches in Cardiff, Glasgow and Manchester. 🔦 Drawing on interview data with key stakeholders across the three city-regions, the illustrative case commentaries present a picture of early policy experimentation. We explore how actors on the ground are working to shift negative perceptions and develop narratives that engage stakeholders in a shared commitment and purpose towards inclusive innovation. 👉 We argue that policymakers in the three city-regions are negotiating two tensions: one, the vertical tensions imposed by national (UK and devolved nation) strategies and funding requirements; and two, the horizontal tensions presented by a differentiated city-region context (in terms of outcomes and politics due to the interaction of multiple local authorities within this context). 💡 The paper contributes to the nascent inclusive innovation literature by examining policymaking and leadership approaches to inclusive innovation, questioning what it means, and who it should and does involve—in the three cases of Cardiff, Glasgow and Manchester.

Public services are increasingly being required to demonstrate their value—especially in terms of the public benefits they provide to local communities. In Scandinavia, local civil society organizations have long been overlooked as key partners in creating public value together with municipalities. Since 2010, Sweden has been experimenting with collaborative co-creation models that involve both municipal and third sector service providers. Kenneth Nordberg from Åbo Akademi University and Inga Narbutaite Aflaki discuss the reception of such models in rural areas of Finland and identify the key lessons learned.Their new PMM article looks into the impact of legal frameworks and entrenched public sector norms on the success of these initiatives. Read their article in full via this link https://lnkd.in/ebbu4JWp in which they explain that resistance to co-creation is more ‘in the heads’ of municipal managers and politicians and engrained in administrative traditions than in legal paragraphs or financial shortages. Top management needs to rethink current job descriptions and organizational traditions.

🔔 With new EU policy priorities emerging and new European decision-makers incoming, it is a key time to raise a voice for the importance of place-based R&I in the changing landscape. Get inspired by the ERRIN two-pager. As the new political cycle begins, European #competitiveness, #strategicautonomy, and the need to address the feeling of #disconnect between citizens and the EU are among the major issues on the table. Fostering #collaboration in R&I is key to helping Europe prosper in the wider geopolitical context. At the same time, maintaining the link with the needs and realities of territories is crucial to ensure the optimal impact of policies and keep people at the centre of the European project. In this context, we are pleased to share the ERRIN two-pager for the incoming European decision-makers, aiming to present the network and our value to the new MEPs, drawing attention to the crucial value of #placebased #research and #innovation in the evolving reality. The document was co-created with the ERRIN Management Board and launched during our Spring Annual General Meeting on 20 June. ERRIN is the voice of regions supporting EU decision-makers in place-based R&I policy. The paper outlines how the network can support European decision-makers, and how we address key R&I themes from a regional perspective. We also outline first key messages to the new European Parliament and European Commission to unlock R&I's potential as long-term investment for Europe. 🤝 #ERRINmembers are invited to share the two-pager with their new MEPs to introduce ERRIN and the value of place-based R&I. 𝐖𝐞 𝐚𝐫𝐞 𝐯𝐞𝐫𝐲 𝐞𝐱𝐜𝐢𝐭𝐞𝐝 𝐭𝐨 𝐩𝐫𝐞𝐬𝐞𝐧𝐭 𝐃𝐈𝐆𝐈𝐓𝐀𝐋 𝐈𝐍𝐂𝐋𝐔𝐒𝐈𝐎𝐍, 𝐚 𝐛𝐨𝐨𝐤 𝐚𝐛𝐨𝐮𝐭 𝐥𝐢𝐟𝐞 𝐢𝐧 𝐝𝐢𝐠𝐢𝐭𝐚𝐥 𝐬𝐨𝐜𝐢𝐞𝐭𝐢𝐞𝐬 Taking a Scandinavian outlook, the book zooms in on everyday experiences of public sector digitalization in some of the world’s most digitalized countries. Grounded in studies of how exclusionary effects of digitalization are dealt with in local circumstances, the book offers insight into aspects of the digital transformation that are mostly invisible. Over the course of seven chapters, the book among other things gives examples of how relatives help each other get access to online services, it also emphasizes the broad range of situations in which digital support takes place and presents concepts and methods to move away from the narrow idea of the citizen as a ‘user’ thereby paving the way for better support of human-technology interaction and increasing public engagement in digital society decision making. 𝐃𝐈𝐆𝐈𝐓𝐀𝐋 𝐈𝐍𝐂𝐋𝐔𝐒𝐈𝐎𝐍 is a contribution to current attempts at making digitalization serve the public better. It is written for policy makers and managers in the public sector but equally suited for citizens with a desire to understand society’s digital transformation and its everyday consequences and possibilities. Research, innovation and education in a heart of discussion on the future of the Single Market! Today, during the European Council, Enrico Letta presented his report "Much more then a Single Market". The report aims to contribute to the reflection on the future of the Single Market with concrete proposals. It presents practical policy recommendations and explores technical aspects across Six Chapters "The first, “A 5th Freedom to enhance research, innovation, and education in the Single Market”, proposes the introduction of a “fifth freedom” - focusing on research, innovation, knowledge and education - to enhance the Single Market’s innovation capabilities within the new global landscape." The aim is to remove barriers in the sharing of knowledge and mobility of researchers, “embedding R&I drivers at the core of the single market”. This is undoubtedly an important statement, and will hopefully resonate with decision-makers across Europe. https://lnkd.in/dmk2JjCe
