Yesterday we finally launched our latest European Think Tanks Group ETTG Collective Report on how Team Europe can stay engaged in fragile settings. Very grateful for the excellent collaboration and team work with ECDPM and IDOS colleagues (Dr. Julian Bergmann, Sara Gianesello and Benedikt Erforth) and of course the teams at GIZ and Enabel. ☀️ In this research collaboration, we tried to unpack what it means for European international cooperation agencies to work in fragile settings at this very moment. For most European cooperation agencies, fragile settings are the 'new normal'. There is wealth of experience and lessons learned, but there are also serious challenges that these agencies faces. These relate to: - Building up the internal capacity to conduct granual analysis of fast-evolving contexts. - Designing and applying right-sized instruments to support partners and communities, including in support of the Triple Nexus. - Moving from joint exchanges as Team Europe to joint implemenation and monitoring. - Further designing inclusive and locally-led and informed approaches. But... there is a but. In fragile settings where relations between governments and partners are fraught, agencies grapple with the absence of clear political objectives, notably at the European level. This is where the actual dilemmas lie. Without a clearer political mandate, the sustainability and impact of Europe's engagement will remain limited. Yesterday's panel discussion with Lori-Anne Théroux-Bénoni, Erica Gerretsen, Pascal Konan Yao (African Union Perm Rep) and Simon O'Connell looked in particular what would be needed in order to reinforce effective support to fragility challenges. ✏️ A (selection of) key points raised: - There should be no questioning about the need to stay engaged - Global Gateway and fragility are not opposed but tailored approaches are undoubtedly needed for fragile settings, and need to be carefully thought-through - The need to think long-term "What do we envison for the Sahel, in twelve years from now - and let's make decisions now to achieve this." - A call for more transparency on the interests from both Africa and Europe, and to reinforce the monitoring of commitments and gaps to identify priority actions under the EU-Africa partnership - The need to respond to a sense of growing disbelief in global governance and multilateralism, and to amplify the message that responding to fragility is needed - Deepening the commitment to learning and to not shy away from defining explicitely what went wrong, to do better - Harnessing the power of (digital) innovation and growing levels of access of information to hold governements and partners accountable. And, as Jean Van Wetter pointed out in his closing remarks: continue and deepen the conversation and reinforce joint efforts and action.
