This move has suspended several customs brokers from a program that expedites these imports. What's the de minimis provision? It allows for faster clearance of low-value goods by skipping some taxes and duties. This benefits both businesses and consumers but raises concerns about security and fair competition. Why the crackdown? CBP wants stricter controls to prevent fake goods, illegal substances, and unethically sourced products from entering the U.S. This comes amidst a surge in imports from companies like SHEIN and Temu. Online merchants selling to US customers, as well as their customs brokers, got an unexpected reprieve last month from the U.S. Customs and Border Protection, which postponed a mandate for advance submission of shipment data. On 13 April, the CBP was poised to implement a mandate for advance submission of data for Section 321 Type 86 shipments that fall under the de minimis exemption on duties. However, shortly before the new regime was set to kick in, CBP postponed the implementation date, and has not yet given a new implementation date. But a squeeze is still looming, notably for Chinese sellers.... Several bills are before Congress, which are taking aim at shipments below the de minimis threshold of $800 for US consumers. "CBP introduced a Quick Response (QR) code requirement to streamline customs procedures and enhance the efficiency of import operations. This measure aims to improve data accuracy and reduce processing times at ports of entry. Non-intrusive inspection (X-ray) systems are being installed in the pre-primary areas at ports of entry in the cargo environment, requiring carriers to present a manifest with a QR code for quick identification of shipments in the Automated Commercial Environment (ACE) system. Carriers are being asked to assist by printing the QR code on the Truck Manifest Cover Sheet, enabling faster and more efficient processing at U.S. land border crossings."
