Canada Launches $6B Housing Infrastructure Fund to Boost Development On November 7, 2024, the Canadian government officially launched the Canada Housing Infrastructure Fund (CHIF), a $6 billion initiative aimed at accelerating the construction and enhancement of essential infrastructure to support housing development. Key Details: - Funding Streams: CHIF allocates $1 billion directly to municipalities and Indigenous communities, with at least 10% reserved for the latter. - Eligibility Criteria: To qualify, municipalities with populations over 30,000 must permit four units per lot in serviced residential areas. Additionally, those with populations exceeding 300,000 must implement a three-year freeze on development charge increases beyond April 2, 2024, rates. - Application Timeline: Applications are open until March 31, 2025, targeting projects substantially completed by September 2031. They must: Adopt zoning for "four units as-of-right" per lot in all low-density residential areas with municipal servicing (i.e., water and sewer) in communities with populations greater than 30,000; and Implement a three-year freeze on increasing development charges above the rates that were in effect as of April 2, 2024 (when CHIF was initially announced) in municipalities or regional governments with populations greater than 300,000, according to Statistics Canada."

Three new housing funds were announced today. The Municipal Infrastructure Fund will provide a non-repayable grant, up to a maximum amount, to developers creating lots and subdivisions within municipalities in rural PEI with central services (water and/or sewer). The funding will support the extension of existing municipal central water and wastewater systems, public roads and sidewalks so that more land within the municipality is available for housing. Developments approved for the fund may also receive financing support through the Subdivision Development Financing Program. Additionally, the Government of Prince Edward Island is launching the Building Acceleration Grant to assist with road infrastructure for pre-existing lots already approved for development.
