Delighted to share our Foundation for Responsive Governance (ResGov) New #BudgetInsights on Drinking Water and Sanitation 🚰 - an in-depth analysis of financial trends and key #policyannouncments related to the major schemes under the Department, namely the #JalJeevanMission (JJM) and the #SwachhBharatMission – Grameen (SBM-G), for improving #water and #sanitation #infrastructure in #rural India. The full brief is available here: https://lnkd.in/g2qZkzTy Some key highlights 1) Allocations for DDWS ⬆ by 0.5% to Rs. 77,391 cr in FY24-25. #JalJeevanMission the largest scheme saw a marginal ⬆ as well but they remain lower than projected demands even for FY 23-24. 2) The Mission is set to finish by the end of 2024. Achievement of household coverage was delayed a bit due to #COVID19. Coverage on 19 July stood at 78% ( as per plan it was to be 90% by March 24) 3) A more comprehensive 3-step process for certifying states as #HarGharJal has been devised with verification also in #GramSabha. As of 19 July 4 states had been certified with HarGharJal status. Across India, 22% of villages have been certified. 4) Questions however remain on heavy reliance on #groundwater and in some areas concerns on #waterquality and #contamination. 5) For SBM-G, allocations ⬆ ed 3% but utilisation of funds for Information, Education and Communication #IEC remains low. 6) As of 19 July, 93% of villages had achieved #ODF-Plus status but arrangements for Solid Waste Management #SWM and Liquid Waste Management #LWM were lower. 7) Going forward, the FM announced #partnerships with State Governments and Multilateral Development Banks to promote water supply, sewage treatment, and solid waste management projects for 100 large cities. 3moNicely & concisely presented all the bigger facts. More than the villages which you have mentioned lagging in getting FHTC connection, there are also some states which are also suffering from such issues as climate change has been knocking the door from past few years; hilly states are the worst sufferers as the ground water level in many places has gone below. Moreover water quality has now become a big concern in such states especially in the rural areas where the amount of heavy metals and minerals are still high and unsafe for drinking. Government should have allocated funds this time for monitoring and evaluation of the mission works at the grassroots as the success of water projects are always depended on multiple factors starting from infra development to ensuring quality service.
