First, this are child care institutions and not "orphanages. The policy "Deinstitutionalisation" under the Guidelines on Alternative Care for Children is now really being implemented. Strict time limits for declaring children fit for #adoption. Guardians/ relatives can also be declared "unfit', now and the children be given for adoption. Domestic and intercountry adoption. The Guidelines were developed by International Social Service (ISS), SOS Children's Villages International; Better Care Network and of course United States led UNICEF Hope and Homes for Children. We have published a thematic review of regional adoption agencies (RAAs). These agencies are responsible for most of the adoption activity in England. They undertake varying degrees of adoption recruitment and support services on behalf of local authorities. Let's get a bit personal.. I've noticed something.. I think our culture often overlooks the importance of children... It's a strange realization I’ve come to. As an adult and then a Mother and a Journalist, I've found myself gravitating towards children.. In a way, wanting to be the kind of support system I had and wished I had in my teenage years. I was very fortunate to have adults in my early childhood who introduced me to the world's beautiful wonders... Now, of course I want to pay it forward. Kids are also very interesting and inspiring.. So inspiring!! They are brimming with potential and creativity... But... they're also incredibly vulnerable... I hope now, knowing better as Adults, we can all commit to protecting and nurturing our children... Parents or not. Every child deserves a childhood filled with joy, safety, and nostalgia.. ✨✨✨ Their well-being and future is our responsibility.. One of the causes for the big mess in Romania was the implementation of the Hague Adoption Convention ("permanency" and adoption as a child protection measure") including a law which allowed termination of parental rights, so-called abandonment law. International Social Service and Defence for Children were in depth involved. Ten years later, the #EU insisted on implementation of the United Nations Convention of the Child. Trafficking stopped. The adoption lobby went on full speed. Created a so called deinstitutionalisation movement, the Better Care Network, Lumos and Hope and Homes at the forefront, backed by UNICEF. India, in the 2015 Juvenile Justice Act, centred everything around adoption. What was missing, however, was a law which allowed for termination of parental rights. Now an NGO, run by a Vice president of Reliance Industries filed a PIL in the Supreme Court of India to free children for adoption due to lack of parental visits. As a result, the Supreme Court itself now ordered the termination of parental rights. The children in care, in this case, are older children. So called special needs. Such children, once available for intercountry adoption, have 5.000 USD written on their forehead. The overturn foreign agencies make per adoption is something between 30.000-50.000 USD. The lesson learned from Romania's experience with such ‘abandonment law’ is that this is going to become a huge mess. One also has to keep in mind that courts are no longer involved in adoptions. It’s done now by the district magistrates who now hold powers over the child welfare committees. There is no real separation of powers anymore, and checks and balances have been removed.
