Five takeaways from the Groningen Declaration Network meeting in San Diego Oct 7-9. It was gratifying to see the progress connecting networks of likeminded - and learning of our many differences through the shared presentations at the annual convening. The development of key shared principles was socialized and reinforced by the Signatories, Patrons and Sponsors. 1. #interoperability is a broad objective that is wide and deep. The expectations asserted requires a fabric of trust we are building together at the GDN. The challenges of mobility across the P20W ecosystem are abstracted. GDN is enabling us to raise them to the surface - and aliging the will of the many to face them. 2. There is a dichotomy reflected in the GDN effort connecting countries, regions, wide-ranging practices and technologies spanning the varied personal lifelong learning journeys and traditional higher education emphasizes postsecondary education practices are shifting to skills and competencies sought by talent demand and modeled in National Qualification Frameworks. 3. The connection with the US Chamber of Commerce and the T3 Network is groundbreaking. P20W is adjusting to address the gaps in methods, standards and outcomes to enable sector campaigns, comparability, recognition, applicability, reuse, and stimulating a business aligned focus articulating the need for greater clarity and transparency. 4. The connection with Credential Engine is groundbreaking. CDTL is the Music Staff of the 21st Century that will stir a new renaissance of education and talent development for future generations to come. 5. The support of international leaders from UNESCO to national organizations such as DUO of the Netherlands, CSSD of China, to SAQA from South Africa is building awareness of connecting practices, emerging technology and the drive to innovate together across our boundaries. GDN expresses and reinforces the desire for exchange, comparative alignment and appreciation of differences in culture, politics, social, history and governance. David, thank you for your insightful analogy comparing CTDL to the music staff of the 21st century. I agree that both serve as frameworks for creating harmony across different systems (in the music case, the systems are instruments). However, there's a key distinction: while the music staff is a universal symbol-based language, CTDL relies on standardized terms that describe credentials, competencies, pathways, and transfer value (in the education data case, the systems are applications). CTDL’s value is amplified by its foundation on W3C standards, like RDF and JSON-LD. They enable linked data and ensure interoperability across platforms supporting any use case. The key CTDL enabler is a unique identifier for every term making content machine readable. This is the "glue" to link a credential to a competency to a pathway and to other data to represent a more holistic view of an individual’s capabilities and potential. It can be leveraged by educational institutions, employers, and learners themselves. CTDL is a critical tool for GDN members and their constituencies, enabling seamless integration of credential and learning data across systems worldwide.

🌍 Thank you to the incredible organizers of this impactful event on the future of European R&I! On November 13, 2024, I had the pleasure of joining experts and stakeholders at the Austrian Permanent Representation to the EU in Brussels for an insightful and forward-looking discussion on FP10, Europe’s next Research and Innovation Framework Programme. A huge thank you to Margit Noll (FFG), Marie-Therese Ettmayer (Wirtschaftskammer Österreich) and Karin Sommer (Wirtschaftskammer Österreich), and Cedric Adam for organizing such a thoughtful and dynamic event! As Horizon Europe approaches its final phase, we took a deep dive into FP10, with an emphasis on the ambitious goals needed to strengthen Europe’s global competitiveness. With a future scenario for Europe in 2035 as our launch point, we explored how targeted investments in R&I can foster a prosperous society and competitive economy. The event also offered a platform to discuss about findings on Europe’s innovation gap and the High-Level Group’s 12 recommendations to revitalize European R&I. This is an encouraging sign of what is to come. 👏 The Department for Science, Innovation and Technology (DSIT) will expand in both scope and size bringing experts in data, digital and AI from the Government Digital Service (GDS), the Central Digital and Data Office (CDDO) and the Incubator for AI (i.AI) to unite efforts in the digital transformation of public services under one department. In addition to driving forward a modern digital government, the Secretary of State will lead DSIT to accelerate innovation, investment and productivity through world-class science and research across the economy, as well as ensure technologies are safely developed and deployed across the country, with the benefits more widely shared. 👏 The key message there is to develop and deploy technology more safely. 📣 If that doesn't happen then we will continue to hear about the consequences of IT failures. 😫 #qualityassurance #agiledelivery #testautomation #publicsectorinnovation
